Approve Change Order No. 3 to Lyman Boulevard Reconstruction and Lake Riley
Area Trunk Utility Improvement Project No. 93 -32B
The attached Change Order No. 3 for the above - referenced project consists of four primary
elements as outlined in Change Order No. 3 dated July 9, 1997. The first and fourth items were
changes needed to complete the east surcharge area which was started under a separate contract.
However, this soil consolidation process was ongoing when the plans for this project were
finalized. After the Lyman Boulevard contract was let, it was determined that additional
surcharge material was needed to complete the consolidation required. Since the previous
contractor had demobilized his equipment from the site, it was decided to have this additional
surcharge work performed under this contract. Item No. 2 was required to adequately maintain
traffic through the project area and access to residences during and after rain events. The third
item is a cooperative effort change with the Springfield development (formerly Fawn Hill) and the
City. Initially, it was planned to have the private development construct the joint storm ponds, for
which they would have received an oversizing credit. However, the private development schedule
was delayed and, as a result, it became necessary to construct the storm ponds under this
improvement contract to provide adequate storm drainage for the Lyman Boulevard project prior
to the development of the Springfield Addition. The developer's share of the pond excavation
will be determined based on the capacity requirements of the Springfield development and will be
included in the special assessment for the property.
The total of Change Order No. 3 amounts to a total revised contract increase of $109,489.39.
The previous bonding for this improvement project will adequately cover the cost increase
associated with Change Order No. 3 since previous change orders resulted in a net reduction of
the original contract amount by $155,600.

It is therefore recommended that the City Council approve Change Order No. 3 in the amount of
$109,489.39 yielding a revised contract amount of $2,607,875.77 for the Lyman Boulevard
Reconstruction and Lake Riley Area Trunk Utility Improvement Project No. 93 -32B.

As stated above, the previously approved Change Order Nos. 1 and 2 amounted to a $155,600
deduct on the original contract. This change order adds back approximately $109,000. However,
the revised contract amount is still substantially under the original contract amount and within
bonding amounts previously made. Staff recommends approval.

Description:
1) Furnish 7,100 cubic yards of additional material on east surcharge area. Negotiated
and paid at the unit price of $6.54 per cubic yard. Quantity was not included in
original bid quantity. $46,452.00
2) Placement of 1 -1/2" foundation rock to maintain access for residents. Material was
used on rain days and to provide temporary roads during the project. Contractor
furnished and placed 2,308.16 ton at a unit price of $5.93 per ton. $13,687.39
3) Excavation of ponding areas associated with storm sewer improvements. Ponding
areas were to be graded by the developer prior to the City's project. Developer did
not grade when anticipated. Contractor removed 7,000 cubic yards at common
excavation unit price of $3.50 per cubic yard. $24,500.00
4) Removal of 7,100 cubic yards of surcharge material at common excavation unit
price of $3.50 per cubic yard. Quantity was not included in original bid quantity. $24
TOTAL AMOUNT OF CHANGE ORDER $109,489.39
Purpose of Change Order: To provide for additional encumbrance of funds for additions to the project after it
was bid.
