interest in our local history. The Centennial book captured the City's past in inspiring
detail. These memories, however, are contained between bookends. The Chanhassen
Senior Men's Club would like the City Council to bring a bit of history to life.
The Men's Club has requested the City Council rename Chanhassen Pond Park to Kerber
Pond Park in honor of the origin of this land. This request was made by letter on October
21, 1996 and signed by members of the Men's Club. I presented this to the Park and
Recreation Commission on October 22. The Commission tabled the item until a formal
review could be held on November 26.
In reviewing the request at their November meeting, the Commission enjoyed a
conversation with Marlin Stene, a member of the Men's Club. The Commission
informed Mr. Stene that they supported the name change. However, prior to acting on the
request it was the Commission's desire to see additional exposure of the issue.
To raise public awareness of the Commission's deliberations, a temporary sign was
posted at the park. In addition a newspaper article titled "Kerber Pond Park Proposed"
appeared in the December 5 Chanhassen Villager. Hearing no opposition, the
Commission moved to rename the park.
RECOMMENDATION
On December 10, 1996, Commissioner Roeser moved to recommend the City Council
rename Chanhassen Pond Park to Kerber Pond Park. Commissioner Scott seconded the
motion and all voted in favor.

SUBJ: Public Hearing; Renaming Chanhassen Pond Park to Kerber Pond Park
At the Commission's October meeting, I presented a letter of request from members of
the senior men's club. These members requested that the Park and Recreation
Commission give serious consideration to the renaming of "Chanhassen Pond Park" to
the name of "Kerber Pond Park ". Their reasons for making the request are outlined in
the letter, a copy of which is attached to this report.
Background
The City file on Chanhassen Pond Park is dated back to 1969 and the platting of
"Western Hills ". Interestingly, at the time the park was referred to as Western Hills Park.
I should also note that in describing where Western Hills Park was located, one memo
described "the so- called Kerber Pond area ". However, correspondence through 1982
continued to label the area "Western Hills Park ".
The next correspondence in the file is dated 1986 and refers to the park as Chanhassen
Pond Park. What occurred between 1982 and 1986? Ironically, the platting of Western
Hills brought with it the dedication of the eastern half of the pond. Subsequent plats filed
between 1982 and 1986 resulted in the dedication of the western half of the pond. My
assumption is that upon assembling the entire pond park the new name of Chanhassen
Pond Park emerged. I will continue searching Park and Recreation Commission minutes
in an attempt to document the circumstances preceding this name change.
A portable sign located along Kerber Boulevard alerts the public to the Commission's
consideration of this request. I believe the request has merit and would like to hear the
viewpoints of the members of the senior men's club. However, I cannot recommend the
Commission take action on this item next Tuesday. There has not been sufficient public
exposure of this request.

Recommendation
It is the recommendation of staff that the Commission take public comment regarding this
request on November 25 and then table the item to your December 18 meeting.
Following the discussion on the 25th, it is recommended that the chair report to the
Chanhassen Villager seeking local coverage of this request. The response from this press
coverage or lack thereof, will better prepare the Commission to make their
recommendation on December 10.

SUBJ: Proposed Eagle Scout Project
The Park and Recreation Commission recently reviewed a proposed Eagle Scout pro-
ject presented by a local youth, Steve White. An Eagle Scout Project involves
planning a project, recruiting the people to do the project and directing and
organizing the group.
Mr. Wh' is proposing to n ct a stairway up the hill to the observation
deck Chanhassen Pond Park. The stairs would be constructed with railroad
ties an }3ed. with gush -- limestone rock. The hill is approximately 342 feet
long with a rise of approximately 28.5 feet. The stairway would be a con-
tinuation of the trail off of Laredo Drive, which will enable easier access to
the pond area.
Mr. White has met with Mike Lynch, who has determined this to be a suitable
Eagle Scout Project. He has also met with Dale Gregory, Park Maintenance
Foreman, who will help to supervise the project.
Mr. White plans to have the work done by other Boy Scouts and area residents.
He feels he will be able to provide any equipment to complete the project and
that most of the work will be done by hand.
The attached budget has been prepared by Mr. White. It is estimated that the
project will cost approximately $2500. He has stated that he would like to get
the project going as soon as possible and will have most of the materials
ordered by the end of the month. He is hoping to complete the project before
the first snow.
The Park Capital Improvement Program Fund currently has a balance of approxi-
mately $31,000 which is not designated for any specific projects. The Park and
Recreation Commission has recommended that the City allocate up to $3,000 from
the Capital Improvement Program fund for the completion of a stairway at the
Chanhassen Pond Park.
Note: A $15,000 request is being made for the North Lotus Lake Park grading
project. If that request is approved, the Capital Improvement Fund will have a
balance of approximately $16,000.

ment area for a period of more than six years, thereby creating a public right of way
superior to that set out in paragraph 7. This street is now known as Laredo Drive.
The abstract of title to this property is enclosed. I suggest that you retain the
abstract in a place of safekeeping and that separate city file be established for this
parcel of land.

WESTERN HILLS PRELIMINARY PLAT: Mr. Ward Passe explained to the

proposed preliminary plat would geanerate past his home on Lake Street.
Mr. Allyn Johnson, Don Schoening, Mr. and Mrs. Scott, and Mrs. Erickson
also expressed their concern about the traffic both residential and
construction that would occur on Lake Street.
Mr. Bernard Schneider, President Chanhassen Chamber of Commerce, read
the following letter: "At the March 25, 1969, meeting 'o the Ghanhasse
Chamber of Commerce, the members passed a resolgtion endorsing the
Hansen & Klingelhutz "Western Hills" subdivision development and urged .
that the Village Council approve the plat. In' viawing the plot said
hearing the presentation, the Chamber of.Commerce realized that the
approval of the plat would open up lands for high.grade residential
development, which would include municipal water and o9war,. We.
believe that future housing developments should be'copditioned upon
the availability of municipal water and sewer.:. Char.of
Commerce wishes to congratulate the Village Council on their policy
of preparing engineering studies to determines the costs of extending
municipal facilities to areas in need of these benefits. After
receiving the engineering estimates, the Village Council should make
every effort to provide water and newer to the areas in ne and to
assess the costs against the benefited propertion,'provided thet'3,
majority of the benefited landowners_ join in the request for the
municipal facilities. In regard to the Western Hills development,
we realize that there is an immediate problem with regard to a road
that is being built on a spur or cul -de -sac.. We' encourage the
Village Council to make an engineering study to determine. whether
this spur could be extended to a main road connecting with the west
onto County'Road #17. The Village Council is in a position to purchase
land or obtain an.easement through the private property. Said costs
of completion of the road to County Road #17 could again be assessed
to the benefited property owners if it is the determination of the
Village Council that this is not an obligation of the Village of
Chanhassen. It should be considered that at present, we have a
limited number of building sites available for development in areas
wherein water and sewer facilities are possible. Failure to grant
approval of the Western Hills subdivision would restrict immediate
expansion of the Village residential development to a small number
of homes on the eastern edge of the Village. The southwest quadrant
of the metropolitan area includes-the Villagp Chanhassen. If
the metropolitan growth is to expand to 4 million 1 by the
