MEMORANDUM
TO: Don Ashworth, City Manager
FROM: Charles Folch, Director of Public Works
DATE: January 21, 1997
SUBJ: Authorize Test Boring and Preliminary Engineering for Well No
Project No. 97 -4
The approved 1997 City budget for the Sewer and Water Enterprise Fund 710 programmed
dollars for the design and construction of water supply Well No. 8. Attached you will find a
proposal from Bonestroo & Associates to begin the test boring and preliminary engineering work
at this time. A very tentative project schedule is also outlined; however, this schedule will be
better defined once the test boring and preliminary engineering work is completed. The schedule
for the implementation of Well No. 8 is consistent with the City's Comprehensive Water Supply
Plan. In addition, based on the significant annual increase in water usage that has been
experienced over the past four to five years and the time duration needed from test boring to
actually having the well on the system, it is important for the City to begin this work as soon as
possible.
It is therefore recommended that the City Council authorize the test boring and preliminary
engineering work for City water supply Well No. 8, Project No. 97 -4. If the contractor quotes
for the test boring are significantly higher than estimated, the City Council will be informed as
such.

As we discussed previously, it may be appropriate to think about siting Well No. 8 at this time. The
site next to Dave Stockdale's home on Galpin Boulevard (future park site) appears suitable.
The first step in siting the well is to complete a test boring to see if the proper geologic formation
exists. This step could be completed with a basic rotary drill rig and should cost between $7,000 and
$10,000. We would contact three or four drilling companies to get quotes. We would also work
with Todd Hoffman to determine the best site for the well on the park property.
If the proposed test boring looks promising, the second step would be to televise the boring hole to
view the formations. Televising the boring hole should cost between $1,400 and $1,600: After that.
the actual well casing and screen could be installed under a separate project.
Engineering required for this phase includes obtaining the boring quotes, site visits, observing the
televising, and analyzing the final information with a letter of recommendation.
A summary of the estimated test boring costs is as follows:
Boring with rotary drill
Televising boring hole
Engineering /Administration (40 - 50 hrs)
Estimated Total
$10,000 (by drilling contractor)
1,600 (by televising contractor)
3.000 (Bonestroo)
$14,600

As you are aware, the whole process takes a while to complete. If the test boring could be complete
this winter, a possible schedule could be as shown below. The construction of the pumphouse could
be delayed until 1998 if more time is needed.
