Intersection Signal - Project No. 93 -26A -1
The installation of the traffic signal at the intersection of Trunk Highway 5 and Galpin Boulevard
(County Road 19), in conjunction with the upgrade of Galpin Boulevard south of Trunk Highway
5, was a cooperative agreement project with the Minnesota Department of Transportation.
Unfortunately, due to personnel changes with the electrical contractor and the inability of the City
and General Contractor to reach consensus on final contract compensation, it has taken until now
for this matter to finally be resolved.
This supplemental agreement basically addresses two items for which additional work scope
outside of the original contract was required. Part I involves an acceleration of the work effort in
order to have the signal operational prior to the Bluff Creek Elementary School opening in
September of 1995. In essence, the contractor was requested to accelerate his work schedule by
working longer days which included overtime. The resulting additional cost involves the "half
time" of the time- and -a -half labor costs incurred with the accelerated schedule since a given
number of regular hours are required to complete such a project only the "half time" of the time -
and -a -half overtime labor costs is justified. Since this is a cooperative agreement project, the City
and MnDOT will split this cost 50150. Again, it is important to stress that it was imperative to
accelerate the work in order to complete the project in time for the opening of Bluff Creek
Elementary School. This situation arose through no fault of the contractor.
Part H of the supplemental agreement involves additional traffic control for which the signal
contractor incurred to complete the work. This signal project was a separate contract and general
contractor from the overall Galpin Boulevard road improvement project; however, the signal
project was codependent on the road project. While Electric Service Company, general
contractor for the signal project, was to install the signal, the Galpin Boulevard general contractor
was responsible for also constructing the turn lanes and acceleration lanes on Trunk Highway 5 at
the Galpin Boulevard intersection. When the plans were designed it was assumed that both
projects would occur simultaneously. Thus, it was planned that the traffic control between both

contracts would only need to be dealt with by one contractor, i.e. the general contractor for the
road. However, during the project, it was decided that it would be safer and more efficient for the
road contractor to perform the turn lane construction work on Trunk Highway 5 and the
associated traffic control during nighttime hours under lower traffic volumes. This meant that the
same traffic control was not going to be implemented during the day when the signal contractor
needed it. The result is that additional traffic control was performed by the signal contractor and
appropriate compensation is due.
The total amount of contract change for Supplemental Agreement No. 1 is $4,924.29. The State
of Minnesota will be reimbursing the City of Chanhassen approximately $2,020 for their 50%
share of Part I. The revised overall project cost will still be within project bonding/funding
amounts.
It is therefore recommended that the City Council approve Supplemental Agreement No. 1 for the
traffic signal system at Trunk Highway 5 and Galpin Boulevard, City Project No. 93- 26A -1, S.P.
1002 -60 in the amount of $4,924.29, yielding a revised contract amount of $76,555.29. With the
approval of this supplemental agreement the final payment on the contract can be made and the
project contract documents can be finaled out.
