The cost estimate for the approximately 90 -foot berm extension onto the Weather Service property, including seeding, landscaping and fencing, is $21,580.00. The cost estimate to reconstruct the path on the postal service property is $6,000.00, and an additional $1,500.00 for trail realignment on the adjoining lot to the west. The Postal Service steadfastly refuses to construct or pay for the berm extension onto the Weather Service property or any other off-site improvements. Your position is that the City should contract separately for this work. This position is based upon advice from your legal department. Second, you will be obtaining cost figures next week from the Postal Service general contractor for the berm extension. Third, while you have not committed to paying for the cost of reestablishing the trail, this on -site item can be included in the Postal Service general contract. You will be taking the initial steps to amend your contract to include this item and advise me of the proposed additional cost. I recognize that you had taken the position prior to the noise study that the Postal Service would not pay for any berm extension. However, we now have your own noise expert recommending the berm extension in order to mitigate the noise impact from your facility. I would ask you to reconsider your position and include the berm extension as part of your general contract. Requiring the City to competitively bid and contract separately for this small berm extension makes little sense. It will only serve to complicate things, cause potential delay and increase costs. Certainly the Postal Service and City in spending taxpayer money should take the simplest, most cost effective approach of including this item in your contact. I have Just returned from this evening's city council meeting, at which I expressed to the council the residents' greatest concern, and am wTiting to you regarding this concerti as well. Following the recent neighborhood meeting, Lora Grgich of KSP Architects provided the neighbors a copy of the proposed I.iSPS landscaping plan, and a survey depicting the berm in its current unfinished state- My nei - ghbor Bob Beduhn is a civil engineer by profession, and he overlaid the two documents together to analyze the elevations and contours of the berm as proposed. In Bob's professional opinion it is highly unlikely that the berm can be constructed to reach the elevations the USPS committed to at the recent neighborhood meeting. There simply is not a noun h room in the const trva6on easement for a 950 foot elevation been sloped so the planned trees and shrubs will survive, and the bike trail, without sigtifieant removal of medium and large e. isti.ng trees. As you know, a primary goal of this project is to maintain the existing trees as part of the buffer zone_ This evening 1 asked the city council to request from the USPS a finished grading plan depicting the bens in its Final state. The purpose for this request was to confirm the elevations and contours of the finished berm, My request was refused for the present. Tltc information contained in this grading plan will be critical to obtain, confirm and share with the residents prior to city council approval of the final berm plan. As you Mow, we are all very doubtful that the USPS will do what they propose to do, and we need to see the grading plan ourselves before we feel comfortable with ific berm.
