SUBJ: Grandview Road Utility Improvement Project No. 97 -11
Based upon a written petition received from a number of residents, a hearing was held during a
City Council meeting back in May to discuss initiating a feasibility study for a public road and
utility improvement project for Grandview Road. During the public discussion, one of the
residents indicated that they felt they could do the improvement project privately on their own at
less of a cost than the City. Accordingly, the City Council tabled action on initiating a feasibility
study to allow residents time to investigate this opportunity. Staff has again been contacted by
some of the residents on Grandview Road and apparently, not much progress has been made in
the neighborhood joining together to conduct this improvement project under private contract.
A brief background on the current status of the Grandview Road neighborhood is appropriate.
Five properties, approximately one acre in size, are accessed by Grandview Road. Two of the
properties, 1851 and 8201 Grandview Road, previously obtained utility service in 1988 with
development of the Hidden Valley subdivision adjoining to the east. The utility improvements
recently constructed with the Villages on the Ponds development (on the west border of this
neighborhood) provided sewer and water stubs to this neighborhood at the common property line
shared by 8210 and 8150 Grandview Road. From a lot size standpoint, all five parcels have the
potential for future subdivision if public sewer and water is made available and if Grandview Road
is upgraded as required by city code.
Within the last week, the property owner at 8155 Grandview Road (Ms. Mary Bernier) has had
her private well fail and it is no longer repairable. The property is currently receiving a
temporary water supply via an overland hose from 8151 Grandview Road. In the very near
future, Ms. Bernier must make a decision whether to construct a new well or wait for the City to

extend utilities which are needed before winter freezeup. Unfortunately, since a couple of the
property owners have previously obtained utility service in the past, it is difficult to obtain 100%
property owner support for a comprehensive improvement project as evidenced during the public
hearing discussions. However, staff believes that it would be a shame for Ms. Bernier to drill a
new well and then have city utilities extended sometime in the next few years.
Therefore, based on the previously received petition for a feasibility study from Ms. Bernier, Al
Sinnen at 8150 Grandview Road, and Richard Anderson at 8220 Grandview Road, staff would
like to obtain the City Council's authorization to hire a consultant to conduct a basic feasibility
study to identify and address the most cost effective way of extending utilities to serve the
immediate and potential long -term needs of the neighborhood. Based on previous estimates, staff
would anticipate the feasibility study to cost between $2,000 and $2,500. It would also be staffs'
recommendation that a road improvement element not be included as a part of the improvements
proposed. The road could be improved at some future time when subdivision of the properties is
being proposed. This would keep overall project costs to a minimum and yet meet the immediate
needs of the neighborhood.

Senior Commission Goals and Objectives for 1997
1. Identify issues facing senior citizens and present them with possible solutions and
recommendations to the City Council.
2. Congregate Dining - Meals On Wheels: Announce The Program, Recruit Volunteers, Hire
a staff person, and make seniors aware that the program will be available in September of
1997. The Commission directed staff to prepare a list of items needed in the kitchen
(dishes, utensils, etc.) with prices. If a senior wishes to make financial contributions toward
an item, they would be able to do so. This will also reduce the financial burden on the City.
After Congretate Dining is established, the service will be expnded to include Meals On
Wheels. Volunteer drivers will be needed to deliver meals to homes.
3. Senior Center: Staff was directed to evaluate the need for potential expansion of the
existing space. With the start up of congregate dining, the Senior Center could become over
crowded. The area located west of the kitchen is unfinished. If the need presents itself after
congregate dining begins, the Commission wishes to know the City Council's reaction to
seniors using a portion of this space to meet their needs.
4. Transportation: Ongoing. Staff was directed to work with Southwest Metro Transit to
provide service to medical establishments as an alternative to CART. Southwest Metro
Transit has establishing a circulator bus within the City. A link between Centennial Hill
Senior Residence and the circulator bus is recommended. Staff was also directed to
investigate grants for the purchase of a 15 passenger mini bus.
5. Information And Referral / Carver County Senior Information Line: The Senior Center was
recently rewarded a new computer and software from United Way. This was made possible
through the efforts of Kara Wickenhauser. Staff was directed to advertise the program and
make people aware of the availability of the service.
6. Assisted Living: Recommend to proceed with a city wide survey to determine if there is a
need.
7. Educate future generations of seniors: Increase awareness of the opportunities and
challenges that face seniors in Chanhassen. Create a subcommittee with two members from
the Senior Commission, two members from the Advisory Board, and two members form
the Senior Information Line. The subcommittee will organize presentations and present it
to the community and schools.
8. Communication With Neighboring Senior Centers and Community Education:
A. Coordination Of Events.
B. Transportation Coordination With Other Senior Centers and Community Education.
9. Senior Parking At Public Buildings: Ongoing. The Senior Commission shall contact local
businesses and request the installation of the signs at their parking lots. Also, a sign should
be posted at City Hall upper parking lot, library, and the Recreation Center.
10. Support Senior Expo.

12. Have an annual joint work session between the Senior Commission and the City Council to
present the goals and objectives for the year and insure that the Council's vision and their
expectations of the Senior Commission will be met.
