More council interaction in crime prevention/neighborhood watch programs: Encourage Council members to attend neighborhood watch meetings in order to better communicate the City's role and to hear concerns. Action: Staff has scheduled approximately 7 neighborhood watch programs since the first of the year. Some city council members have attended these meetings. Staff would recommend that the city council attend this year's National Night Out scheduled for August 5, 2003. This will allow the City Council to meet with some existing neighborhood watch groups to hear their concerns. I asked Beth Hoiseth to attend Monday's meeting to brief the City Council on the National Night Out Program and which neighborhoods will be participating. Have the Council focus more time during its regular meeting on Public Safety Issues. Action: The City Council has spent more time discussing safety issues during the regular City Council meeting, i.e. discussion regarding juvenile curfews, review of monthly criminal statistics, speed concerns on State Highway 101, etc. 3. Homeland Security Emergency Preparedness Review. Action: On June 9, staff reviewed the City Council's roles and responsibilities under the City Emergency Management Plan. On June 16, the City Council witnessed a "mock emergency drill" at the Chanhassen Dinner Theatres. Close to 100 volunteer "victims" participated in a multi-agency emergency drill. The drill included: The City of Chanhassen ~, A growing community with clean lakes, qualily schools, a charming downtown, thriving businesses, winding trails, and beautiful parks. Chanhassen is one of many Carver County communities that uses this option instead of having its own police department. While other communities use the contract model, Chanhassen by far contracts for the most hours on a yearly basis. One of Sheriff Bud Olson's goals is to streamline the contracting model for Carver County. To meet this goal, he has established a Sheriff's Contracting Committee. This committee, which has representatives from each contracting community, began meeting twice a month in early spring 2003. To date, the following topics have been discussed: History of the contract model · Role of City of Chaska lawsuit in establishing contract rates · Maximus study results · What are base level/contract level services · City of Carver pilot project - since January 1, 2003 dispatch has been keeping track of total hours spent in the City of Carver. The stated goals of this committee are: 1) Define levels of service (base vs. contract) 2) Review hourly rate formula 3) Develop menu of services 4) Recommend contract improvements or modifications This committee continues to meet, and hopes to have recommendations by the end of the year. Chanhassen will continue to be represented at these meetings and will contribute so that our best interests are protected. Sheriff Olson has also indicated that he will be holding a meeting soon to update all elected officials as to the progress of the committee. Carver County Sheriff's Office CARVER COUNTY SHERIFF'S OFFICE ORGANIZATION The County Sheriff's Office is organized into six operating divisions: - Administration - Patrol Services Operation ServiceS - Support Services Administrative Services - Jail Services The services provided by each of these divisions are presented below. ADMINISTRATION The Administration Division consists of the County Sheriff, Chief Deputy, Commander, Administrative Assistant, and public records staff. The division provides administrative services for Office staff, oversees Office operations, and maintains public records and reports. The services provided by this di~vision are considered base level except for the public records function. Public records are maintained for both base level and contract services..The portion devoted to contract services should be incorporated into the contract price. PATROL SERVICES DIVISION The Patrol Services Division provides street patrol, water patrol, posse patrol, and safety patrol services to contract and non-contract communities. These services consist of a range of activities. The distinction between base level and contract services is most difficult in this Division as many responses to calls are for the purpose of preserving the peace of the County. Child CuStody Dispute ,/ ' ' ' Emergency calls are those where there is an apparent imminent threat tO person or property. -OPERATION SERVICES DIVISION The Operation Services Division provides investigative, park and snowmobile patrol, and dive. team services; performs crime scene processing; operates the crime lab; and conducts school anti-drug programs. Most of the services in this division .are considered base level and are available to all communities regardless of' whether they are a contract community or operate their own police force. Investigative services are performed for both base level_ and contract services and are therefore classified as both. School liaison programs are contracted with the-local school districts. Civil and warrant processing, court safety, and security services, and prisoner transport 'are considered base level services. The training program and fleet maintenance functions are support activities that benefit both base level and contract services. These activities should be allocated between both. Gun and~ explosive permits are-provided to both non-contract and contract communities. Since .they may be regulated by local ordinance, they can be"'classified as.base level or contract service dePending on the~iocal authority. In addition, the division provides day care / 'foster care / adoption background services and enforces the County's alarm ordinance. The services of the dispatch center are provided to all communities in ~the County and are considered a base level service. Accounting and payroll are support functions benefiting both base level and contract services and should be apportioned between the two-service types. Table 4 illustrates the classification of services of the Administrative Services Division between base level and contract.
