Request for Funding by the Environmental Commission for the
Purchase and Distribution of the Blue Sky Guide
The Environmental Commission is requesting funding for the purchase of Blue Sky
Guides for distribution to new residents. This is an unbudgeted item that the
commission feels strongly about and believes will be a wonderful public relations tool.
The Guides are coupon books that contain discounts from retailers throughout the
seven-county metro area on goods and services that have a reduced impact on the
environment. Local businesses, such as Halla Nursery and Garden Center and the
Minnesota Landscape Arboretum, are included in the Guide.
Orders for next year's Guide should be placed by the end of July. Guides would be
delivered to the city in September and distribution would occur from fall of 2002 to
summer of 2003. Each coupon has an expiration date of December 31, 2003 and the
commission would like to offer residents at least six months use of the Guide. The
Commission plans on targeting new residents as the recipients of the Guide, but would
also like to make them available to residents at special events, such as Arbor Day.
The Commission would like to order 500 Guides. This number is based on the
following facts: In the last few years, the average number of new homes built is about
300 per year and resident turnover is about 10% of the 7,000 existing residences, or
700. Ordering 500 Guides would be splitting the difference.
The costs per Guide is as follows:

The price includes a personalized sticker on the front cover identifying the City as the
purchase sponsor. The retail price of each Guide is $20.00.
RECOMMENDATION
The Environmental Commission recommends that the City Council authorize the
purchase and distribution of Blue Sky Guides in the amount of $4,500.
