Assessment Hearing; Award of Bids for 2002 Residential Street
hnprovement Project No. 01-10
REQUESTED ACTION
Hold the assessment hearing, approve the assessment roll, and axvard the bids for
2002 Residential Street hnprovement Project No. 01-10.
DISCUSSION
The City has received bids for public ilnprovements to:
Pintail Circle
Ringneck Drive
White Dove Drive
White Dove Circle
Wood Duck Circle
Wood Duck Lane
Steller Circle
Moline Circle
Pheasant Drive
Pheasant Circle
Partridge Circle
Teal Circle
Whitetail Ridge
Court
Melody Hill Road
Lake Lucy Lane
The improvements include repair of failed areas, replacement of broken curb and
gutter, milling of existing asphalt, and installation ofne~v asphalt. The
improvements are expected to extend the life of the road 20-25 years with proper
maintenance.
This project is proposed to be financed through a combination of General Fund
and assessments dollars.
The assessments have been calculated as per the City's new assessment practice.
A copy of that practice as well as the revised assessment rolls are attached. In
addition, copies of the assessment contentions received to date are also attached.
The assessments are less than those anticipated in the feasibility study ($1,939.17
versus $1,706.99 per parcel). Staff is not recommending any revisions based on
the contentions received to date.

Estimate
The low bid by Bituminous Roadways of$311,193.25 is 13% over the Engineer's
estimate of $275,314.00, however, given the other two bids and other bids
received in the City this year, Staff believes these are acceptable bids and
recommends approval of a contract with Bituminous Roadways.
RECOMMENDED MOTIONS
1. Move to approve the final assessment roll for Project No. 01-10 (as
revised).
2. Move to axvard contract for the construction to Bituminous Roadways in
the amount of $311,193.25.

WORK DONE BY CITY CREWS:
Work done by City Crews may be maintenance, rehabilitation, or new construction. This work is
not typically assessed. Exceptions would include work associated with an assessment agreement
signed by the property owner and approved by the City Council and work specifically authorized
by the City Council to be done by City Crews and assessed to the abutting properties.
