Recommendation From The Park And Recreation Commission To
Submit Application For Use Of The Southwest LRT Route As A
Designated Snowmobile Trail, 2002/03 Seasons
On Tuesday, August 27, 2002, the Park and Recreation Commission unanimously
forwarded a recommendation that the City Council apply for a winter permit to
utilize the Southwest LRT trail as a designated snowmobile route in the 2002/03
winter season. The City has applied for and received this permit annually since
1994. Three Rivers Park District, formerly Hennepin Parks, manages this trail
corridor. In addition to the application, the City must supply a certificate of
insurance naming Hennepin Parks as an additional named insured. The
paperwork associated with this permit and a copy of the Chanhassen Snowmobile
rules and regulations are attached.
RECOMMENDATION
The Park and Recreation Commission forwarded' a recommendation to the City
Council on August 27, 2002 to submit an application to the Suburban Hennepin
Regional Park District for use of the Southwest LRT trail located in Chanhassen
as a designated snowmobile trail.

RAIL TRANSIT ROUTE AS A SNOWMOBILE TRAIL
NOW, THEREFORE, BE IT RESOLVED that the Chanhassen City Council hereby
approves the use of the Southwest Regional Light Rail Transit Route as a snowmobile trail for the
2002/2003 snow season. This use to be governed by a 30 mph speed limit and a 10:00 p.m. to
7:00 a.m. seven day a week curfew.

Permit Authorizing Snowraobile Use on the South LRT Trail
Attached please find a memorandum from Margie Walz, Director.of Park
Operations Services for Three Rivers Park District, inquiring as to the City's
interest in applying for a winter use permit for the Southern Light Raft Transit
LRT Trail. The City has applied for and received a permit for snowmobile use
on this trail annually since 1994. The Chanhassen Snowmobile Club assists the
City in maintaining this trail by signing and grooming the trail each season. To
date, citizen concerns over this use have been virmaliy non-existent while at the
same time the snowmobiling public enjoys a nice lrail experience.
RECOMMENDATION
It is recommended that the Commission recommend the City Council submit an
application to the Suburban Hennepin Regional Park DisUiet for use of the
southern LRT trail located in Chanhassen as a designated snowmobile trail.

Enclosed is a copy of the 2002-2003 Winter Use Permit for regional trail segments located within
your community. Please determine the level of winter use you are requesting, fill out the application
form and follow the procedures outlined below. If your community does not plan to autho~ any
winter use activities, please indic, am (none) in the box at the top of the permit and return it so that the
trail can be signed as CLOSED, by order of your city council.
The Winter Use Pcamit ultimately authorizes your City to utili?~ the section of trail for the use you
request. Permitted activities are determined by individual communities, contingent upon approval
from the Park District's Board of Commissioners. Please note that the insurance required for the
2002-2003 permit has changed. The specified insurance mounts have been removed and replaced
with a Hold Hanrdess Statement. A Certificate oflnmmmce is still require& Attached for your
convenience is a copy of your 2001-2002 permit request.
Permit requests should be submitted to Ann Bassett, Administrative Assistant, and include verification'
of formal City Council action approving the proposed activities (a copy of appropriate meeting
minutes). An updated Certificate of Insurance. namim~ Suburban Hennepin Regional Park
District as an additional named insured~ should be submitted with the permit aooHcation.
Coverage will need to show inclusive dates from November 15~ 2001 and March 31~ 2002.
Please include proposed rules and regulations for winter use~ as well.

Authorization is hereby requested fi:om the Park District Board of Commissioners to use portions of the Regional Trail
Corridor for winter use activities between November 15, 2002 and March 31, 2003, as determined by each municipality
within guidelines set forth herein on District property located within individual City boundaries.
It is understood and agreed that approval from the Three Rivers Park District Board of Commissioners is contingent
upon the following conditions:
The City agrees to defend, indemnify, and hold harmless the Park District, its officials, officers, agents,
volunteers, and employees from any liability, claims, causes of action, Judgments, damages, losses, costs or
expenses, including reasonable attorney's fees, resulting directly or indirectly from any act or omission of
the City, its respective contractors, anyone directly or indirectly employed by them, and/or anyone for
whose acts and/or omissions they may be liable for related to the winter use of the Regional Trail Corridor.
If City maintains general liability insurance at the time this permit is issued, City shall provide the Park
District with a Certificate of Insurance, naming Park District as an additional named insured.
The City agrees to maintain the trail, including, but not limited to, any plowing, sweeping, s~uding, packing, trash
pick-up, and sign replacement, between November 15, 2002-March 31, 2003. The City further agrees to
mediately address all safety issues on or adjacent to trails.
The City will provide signage at locations approved by the Park District, notifying the public of authorized winter
activities within its city limits; activities may include, but are not limited to, hiking, biking, snowmobiling, cross-
country skiing, snowshoeing, or pet walk/ag. Winter use signs mast be installed by the City at designated
locations prior to November 15, 2002 and removed by the City no later than April 15, 2003. These signs are
totally the responsibility of each municipality.
Snowmobiling is not allowed on asphalt trails. Permitted use for snowmobiles will be limited to direct crossing
and/or in areas where the snowmobile trail is kept from rtmning on paved trails and bridges. If snowmobiling is
permitted, cities mst take steps to keep snowmobiles from damaging, paved mils, bridges and other property.
The City agrees to enforce rules and regulations established by the municipality as part of its request for a Winter
Use Permit.

wish to remind Chanhassen residents of the following ordinance regulating snowmobile operation:
