Hold the Public Hearing, Approve the Feasibility Study, and Authorize
Preparation of Plans and Specifications.
DISCUSSION
The developer of Lake Lucy Ridge petitioned the City for sanitary sewer and
watermain connections. These utilities would be provided with the development
of Ashling Meadows 2nd, however, the Lake Lucy Ridge developer desires to
develop sooner than they would be available.
To address the petitioner's request for sanitary sewer and watermain service, staff
is recommending extending sanitary sewer, watermain and a temporary gravel
road on Ruby Lane and ending with Emerald Lane, approximately 550 feet west
of the existing terminus.

The estimated total project cost is $73,863 and is proposed to be assessed 100% to
the benefiting property owners of the Ashling Meadows 2nd Addition and Lake
Lucy Ridge developments.

Failure to accept the Feasibility Study and Order the Preparation of Plans and
Specifications will delay development of Lake Lucy Ridge.
RECOMMENDED MOTION
Move to approve the feasibility study and authorize preparation of plans and
specifications for extension of sanitary sewer and watermain utilities through the
Ashling Meadows 2nd Addition development.

I. Introduction/Summary
This report presents infom-~ation concerning extension of utilities in Ashling Meadows 2nd
Addition. Streets included in the study are Ruby Lane and Emerald Lane. This project is part of
the second phase of the Ashling Meadows development.
Municipal improvements proposed herein include sanitary sewer and watem-min.
was petitioned for by the developer of the adjacent Lake Lucy Ridge development.
This project
The costs of the proposed improvements are detailed in Appendix A. Cost allocation and a cost
summary are presented in the Cost Analysis section. Financing for the project will come from
assessments to adjacent properties or to the developers of Ashling Meadows and Lake Lucy
Ridge.
The report examines the feasibility of completing municipal improvements consisting of sanitary
sewer and watermain in the project area.
Assessments proposed in this report are consistent with past projects and Council direction
concerning assessment methodology. The proposed project assessment area consists of the
developer's parcels and is shown in Appendix C. The proposed assessments are based on the
preliminary cost estimates and may be revised at the time of the final assessment hearing.

II. Proposed Improvements
SanitarX Sewer
An 8-inch sanitary sewer was stubbed east at the intersection of Ruby and Sapphire Lanes as part
of the Ashling Meadows Project (Phase I). The improvements proposed herein consist of
extending the sewer 550 feet eastward through Emerald Lane. The extension will include six
manholes and approximately five sewer wyes. The sewer will be installed at minimum ~ade.
The sewer will be installed so that it can be extended further south along Ruby Lane,
Watermain
Watermain proposed herein consists of extending and 8-inch diameter main approximately 550
feet east front the existing 8-inch diameter stub, Construction will include fire hydrants near the
and the middle of the extension to provide fire coverage and a means of flushing the line.
Street
Street improvements will include a temporary Class 5 road east front the end of the existing
payment at the intersection of Ruby and Sapphire Lanes. The proposed end of the temporary
road location will tie with a proposed city standard residential street as part of Lake Lucy Ridge
development. The temporary road will be used by the City's utility maintenance vehicles.
Services
Sanitary sewer and water services are proposed and will be located for future lots as shown on
the Ashling Meadows 2nd Addition development plans.

III. Cost Analysis / Financing
Cost Estimate
The estimated project cost to complete the improvements proposed herein are presented below in
Table 1. These costs include estimated 22% indirect costs' financial (2%), legal (5%),
administrative (5%), engineering (10%). The estimated indirect costs are reviewed at the time of
the final assessment hearing. This estimate does not include easement acquisition costs.
