Chanhassen prides itself on a clean and well-kept park and trail system. Realistically, however, the City does not have the resources to complete all the maintenance tasks that we would like to. That is where you come in! By helping pick up trash and other unsightly litter, you free up our staff and allow them to complete additional tasks. I have put together a map guide for your group, assigning different areas to be cleaned up. Upon filling a trash bag, please place it in or next to a trashcan. If one is not convenient, please group your filled trash bags in a conspicuous location next to a trail or street. Make note of these drop sites for Janelle, allowing her to notify me with their locations. Please know that the City Council, Park and Recreation Commission, and most importantly our citizens, appreciate you for caring enough to make a difference in your community! July 1, 2002 Mr. Tom Caswell Metropolitan Council 230 East Fifth Street St. Paul, MN 55101-1626 Dear Tom: This letter is in response to the Metropolitan Council's household and employment forecasts that are now projected out to the year 2030. Based on our Comprehensive Plan, the city should be fully developed by the year 2020, with a total of 14,000 households. Your forecast predicts a total of 17,000 households in 2030, which is 3,000 more households than the city estimates at build-out. Based on our current household size of 2.94, that would equate to a population of 49,980 (17,000 x 2.94 - 49,980). The Comprehensive Plan did a thorough study of Chanhassen's remaining undeveloped land by sewer and sub-sewer districts, and I am confident that the land available for residential development is accurate. In the Comprehensive Plan there was an assumption that the persons per household in 2020 would be lowered to 2.65, yielding a population of 37,100 (14,000 x 2.65 = 37,100). *The Metropolitan Council projected Ollr 2020 population at 34,500, as shown in otlr apprm, ed Comprehensi~,e Plan. Therefore, I believe that the city's estimate of ultimate population is more accurate and consistent with the 2020 household estimate than the Metropolitan Council's 2030 household estimate. The Metropolitan Council estimates a 10,000 to 15,000 increase in ultimate population, which I believe is unrealistic based on the data we have in OLII' Comprehensive Plan. Additionally, the Metropolitan Council's ilex',, employment projection of 13,600 is an increase from the city's 2020 estimate of 10,600. The city's Comprehensive Plan and Land Use Plan project 13,600 jobs may occur before the ):ear 2030. I request that you reexamine the household projections based on the city's land availability and land use designation. Sincerely, Kathryn R. OLD BUSINESS' ITEM 1.1 Teresa Burgess, the city engineer, indicated she had spoken with Paramount Engineering regarding potential re-routing of ne~v utilities due to differing site condition locations. Of the three scenarios discussed, the one xvhich appears to be most feasible is locating the storm sewer approximately 10 ft. south of the xvater main which requires partial removal of the sidewalk along W. 78~h Street per a preliminary drawing prepared by Paramount Engineering. The sanitary sewer running south on the east side of the nexv library will be revised to run southeast at a diagonal cutting across the southxvest comer of the new park connecting into the existing sanitary manhole south of the existing temporary construction office building. Teresa will direct Paramount Engineering to incorporate these utility changes along with other utility change modifications included in previously issued Proposal Requests 1 and 2 and ASI #1 documents for permit application. Steve Voss from Voson Plumbing indicated that approval will take approximately two weeks due to spring backlog approvals. MS&R distributed Proposal Request #3 which incorporates the revised site utility layout design. K-A will distribute to those who are affected by the revised work. ACTION BY K-A DATE REQ'D Chanhassen Public Librwy Progress Meeting #2 Meeting Held: June 20, 2002 Page 2 OLD BUSINESS (Cont'd.): ITEM 1.2 Fiber optic cable for television, TV broadcasting, etc. located in three separate areas of the new bldg. site, not shown on the utility drawing, will require relocation. Rick Rice with the city, has initiated a proposal for the one line located at the east side of the property and will also be involved in determining rerouting of the two other fiber optic runs with the respective cable companies. A meeting is tentatively scheduled for Friday to meet with the cable companies. New fiber optic and coaxial cable locations have been determined and are in the process of being implemented. K-A requested that installation be completed by June 28, 2002 so as it will not impede the construction activities. Rick Rice with the City will help expedite and coordinate this work on behalf of the City. Sleeving will be required in the foundation wall within the mechanical room as a point of entry into the new building. It was recommended that final locations of all fiber optic and coaxial cable runs will be incorporated onto the revised civil drawing. ACTION BY CITY/K-A MS&R DATE REQ'D 1.3 Reliant Energy has submitted a proposal layout for the new gas service to the library bldg. In light of the fact that Coulter Drive street will be removed under which the current gas line is located servicing city hall, perhaps it may be prudent to review rerouting this line that services the existing city hall to some other location while the new site is being developed. K-A will review the new proposed routing xvith Reliant and discuss possible other locations. Reliant EnerD' bas proposed a new routing for their gas line to the mechanical room of the new public library coming more directly off of Kerber Blvd. from the west heading east to the northwest corner into the mechanical room. The gas meter will also be located at this point of entry. Reliant is currently determining the depth of the existing gas line running east and west directly north of Coulter Street servicing the existing city hall to determine if rerouting is necessary due to grading modifications. K-A 1.4 Jim Packard stated that the city hall floor elevation is approx..35' higher than what is indicated in the contract documents based on verification of the existing benchmark elevation. Invert elevations at existing manholes that were reviewed by Jim are as indicated. Teresa Burgess indicated this elevation change should be incorporated into the revised civil drawing. MS&R requested that K-A have their surveyor verify point elevations from the parking lot north of the new parMng ramp structure south to the north face of the new library building. K- A will be compensated for this additional survey work. K-A 1.5 A couple conduit runs for communication etc. should be installed between the existing city hall bldg. and the new library facility. Rick Rice advised that 100 pair cable for communication will run from the existing city hall to the new library, lnternet cabling will also be provided in these conduit runs. INFO. 1.11 Although the bldg. permit has been issued, the bldg. inspection dept. still needs to address some issues that Steve Torell itemized in his e-mail to Barry Petit on June 4, 2002. MS&R 1.12 Larson Electric is awaiting response for their RFI requesting clarification for the parking ramp lighting configuration. MS&R 1.13 NIS&R has indicated that CO #1 ',',,ill be issued incorporating PR #1, PR #2 and ASI #1. Based on this, K-A will issue CO to the affected subcontractors and suppliers accordingly. CO #1 was distributed at Progress Mtg. #2. K-A 1.15 K-A indicated that drawings SK28, SK29, SK30 and SK35 were returned with the precast shop drawings and should be incorporated and issued with a lO,Trial architect issued document. This will force the vehicle traffic to enter the parking lot from the east thus eliminating any traffic along Coulter Drive. K-A will coordinate this installation with the City and their respective library hours to minimize disruption. 2.2 Melissa Brechon with the library system will provide Rick Rice with their phone requirements. 2.3 Barry Petit stated that the men's and women's toilet rooms have been flipped per proposal request #1. Subcontractors will be made aware of this and other changes now that CO#1 has been issued. 2.4 Jim Packard stated that all visitors who are within construction fence limits shall wear hard hats and the appropriate safety vests. 2.5 Crosstown Masonry sviil mobilize equipment and materials on site the middle of next week ~vith anticipation of commencement of work by the end of the week, weather permitting. 2.6 Accolades should be given to Barry Petit for his efforts, not to mention his bravery, to climb on top of Jim Packard's pickup topper, to risk life and limb, to put back a baby robin into it's nest. As you can see, this is the leading edge of classes projected to reach 900 at peak enrollment and a reminder of the ~eat importance of creating a Master Facility Plan for 2014. With this letter, I'd like to bring you up to date since our last communication on May 13. .Also last week, the School Board approved an extension of the process to develop a Master Facility Plan. The new timeline (enclosed) includes more time to study options at the secondary level, especially ways to configure high school. Board approval of the plan is now scheduled for December. Over the summer, Board and staff will visit other districts that have already experienced si~o~nificant growth to understand their choices in how the high school level is organized. In the fail, there will be additional opportunities for the Board to hear from staff and community members - which brings me to another purpose of this letter. It would be very valuable to have your continued involvement as a member of the Facilities Advisory Committee. While I can't give you specific expectations yet - as we have not yet completed plans for the fall - it is likely that the FAC will be asked to continue as a sounding board to help us understand the perspectives of our broader community.
