Discussion

Council Chambers located at 7700 Market Boulevard on Monday, August 26th, 2002 at 7:00 p.m. or
as soon thereafter as possible for a public hearhig on the feasibility study for installation of sidewalk
on one side of Lake Susan Drive. This project is proposed to be assessed to the abutting property

I. Introduction/Summary
This report presents information concerning the construction of a sidewalk in Chanhassen Hills.
This sidewalk is proposed to run from Highway 101 to Lyman Boulevard along the north side of
Lake Susan Drive.
Municipal improvements proposed herein include the full construction of a sidewalk. A petition
froln the hon~eowners of Lake Susan Drive initiated this project.
The costs of the proposed construction are detailed in Appendix A. Cost allocation and a cost
summary are presented in the Cost Analysis section. Financing for the project will come from
100% property owner assessments.
The City Council authorized preparation of a report on June 18, 2002. The report examines the
feasibility of completing municipal improvements consisting of excavating existing materials
and constructing a five-foot xvide concrete sidewalk in the project area.
Assessments proposed in this report are consistent with past projects of this nature. The
proposed project assesslnent area consists of 52 lots and is shown in Appendix C. The proposed
assessments are based on the preliminary cost estimates and may be revised at the time of the
final assessment hearing.

II.
Proposed Improvements
Residents along Lake Susan Drive would like to have a sidewalk constructed along the north side
of their road. Excavation of the present material will take place for the insertion of a five-foot
wide concrete sidewalk.
III. Cost Analysis / Financing
Cost Estimate
The estimated project cost to complete the improvements proposed herein are presented below in
Table 1. These costs include estimated 30% indirect costs: financial (2%), legal (5%),
administrative (5%), engineering (18%). The estimated indirect costs are reviewed at the time of
the final assessment hearing. This estimate does not include easement acquisition costs.

with past practice and previous City Council direction concerning assessment methodology.

IV. Summary and Recommendations
The total estilnated cost for this project is $94,607.80 including both construction and indirect
costs.
The following reconmxendations are presented for the Chanhassen City Council'
1. A formal public hearing should be held to discuss the proposed improvements and
assessments. All properties that are proposed to receive assessment will be notified of
the public hearing.
Relocating the sidewalk from the north side of Lake Susan Drive to the south side of the
road should be considered. The north side contains many hydrants, light posts, and
sl~-ubs that would need to be relocated or removed. The south side of Lake Susan Drive
presents fexver obstacles for the const~tction of a sidewalk, therefore making the project
more cost effective and feasible from an engineering standpoint. The south side also
presents access to Chmflmssen Hills Park. The north side location was based on
neighborhood input during the petition process.
