Marsh Glen Trail Connector Budget Amendment
The Marsh Glen Trail Connector evolved out of the platting of Marsh Glen. This
connector represents the first section of an important future trail that will travel
south of Rice Marsh Lake and then east, connecting to the Eden Prairie Trail
system. Upon platting of the Marsh Glen subdivision, a trail easement was
retained, allowing this project to move forward. Hoisington Koegler Group,
represented by Lil Leatham, was retained to provide professional assistance in
coordinating the construction of the trail. They prepared an initial cost estimate of
$68,401.43 that is represented in a 2002 capital budget appropriation of $68,000.
Changes in the scope of this project have raised the estimated cost of the trail
connector to approximately $105,000. The Riley Purgatory Bluff Creek
Watershed District has pledged a cost share of $27,000, bringing the estimated
City cost down to $78,000. This equals a $10,000 increase over the original
estimate. Unforeseen complexities attributable to the unique geographic location
of the trail, combined with some design changes have driven this cost increase.
The major difference in the project is the substitution of a culvert crossing at Riley
Creek with a bridge. The watershed district advocated for this change in their
review and offered the cost share to assist in construction.
The City currently owns a nearly identical bridge at the inlet of Lake Susan. The
bridge has been in use for 14 years and has required no maintenance work to date.
The same could not be said if culverts, which require ongoing maintenance, would
have been utilized in lieu of the bridge.
RECOMMENDATION
It is recommended the City Council amend the 2002 Capital ImprOvement Plan by
increasing the project budget for the Marsh Glen Trail Connector from $68,000 to
$105,000 recognizing that $27,000 of this cost will be reimbursed through an
agreement with the Riley Purgatory Bluff Creek Watershed District.
