As of June 25, 2002, the Carver County Sheriff's Office and Chaska Police Department are no longer using the VHF radio channels that the city is using. Therefore, if we need to contact either of these law enforcement agencies, we have to call the Carver County Sheriff's dispatcher and asked to be patched into the squad. This is not going to work and will put undue burden on the dispatch center and how information is being communicated. The City's Capital Improvement Plan calls for the city to potentially spend $100,000 on radios in 2003 and an additional $50,000 in 2004 (see Attachment #1). The Fire Department has estimated their need for 39 units at a net cost to the city of $138,055.77 (see Attachment 4/2). The cost benefit of purchasing the radios now versus later is as follows: CmTent Costs of Equipment/Labor Lost Interest over 2 years Total Costs $139,055.77 6,000.00* $144,055.77 Budgeted Amount for 2003/04 $150,000.00 Under Budget $ 5,944.23 * Note: Even with calculating the amount of interest we would lose by buying the radios in 2002 versus as planned in 2003/04 at 3% annually, we still are under budget by $5,944.23. BENEFITS The benefits of the new radio system include: It's a better communication system for our Fire Department; The City of Cbanhassen · A growing community; ith clean lakes, quality schools, a charming downtown, thriving businesses, winding trails, and beautiful parks. A geat place to live, work, and play. Mayor & City Council July 16, 2002 Page 2 · It provides better communication between the city and other law enforcement agencies/fire departments on the system; · Motorola is providing a discount on the equipment now, and may increase their rates after July 24, 2002. RECOMMENDATION Staff recommends that the City Council amend the 2002-2006 Capital Improvement Program for the purchase of 39 new radio units at a cost of $138,055.77. The existing system will begin to be phased out in 2002, continuing through 2004. Justification ~ The new system should improve radio coverage and provide additional channels for operations. It allows the Fire Department to continue to use the Carver County Communications Center. Carver Count3, is migrating to a new radio/communication platform. This will improve inter-agency communication, radio performance and functionality. This one time expense is projected at $150,000.00 to convert the existing radio system to 800 mhz.
