J. Boden Incident Synopsis' On June 17, Deputy Perlich responded to a call of a domestic assault occu'rring at the Arboretum Citgo gas station on 82nd St. in the City of Chanhassen. After arriving, Deputy Perlich encountered the male suspect on a hill to the northeast of the gas station. After the arrival of law enforcement, the male began to walk away. Deputy Perlich announced himself to the male suspect, and told the male to stop, as Deputy Perlich needed to talk with him. The male reached up and tore a large limb from an evergreen tree. The male held the limb in an attacking posture. He began yelling that he intended to kill deputies, and that deputies would have to kill him. The man showed no concern that deputies were pointing guns at him and yelling commands for him to comply. The male focused his attention toward-Deputy Perlich. The suspect repeatedly yelled that he intended to kill Deputy Perlich. Deputy Perlich continued to yell verbal commands at the suspect. In the midst of the turmoil, Deputy Perlich advised dispatch to keep back-up officers coming to the scene. He also managed to maneuver into a position to yell to onlookers that they needed to leave the area for their own safety. The suspect then charged Deputy Perlich. Deputy Perlich was able to maneuver away from the suspect. Two Chaska police officers then arrived to assist. The suspect then refocused his attention to one of the Chaska officers. That evolved into a confrontation during which the suspect was shot. The suspect fell to the ground and began to get up again. He was still yelling that he intended to kill officers. Deputy Perlich and one of the Chaska officers immediately rushed in to subdue the suspect. Deputy Perlich had to strike the suspect one time with his ASP baton. This maneuver subdued the suspect somewhat, enabling Deputy Perlich and the Chaska officer to handcuff the suspect. The two then immediately began life-saving efforts on the suspect. Deputy Perlich stayed with the suspect while the Chaska officer retrieved first aid equipment. Deputy Perlich and the Chaska officer acted with the utmost professionalism. They did not treat the suspect with any malice or cruelty. They maintained their roles of first responders until relieved by paramedics. Deputy Perlich showed incredible bravery and quick thinking in while under the direst of circumstances. Dave Potts Date' 7-11-02 Subj: City Hunting Area Map I am recommending the city council approve amendments to "Hunting Area Map" indicating areas of the city where the use of firearms and/or bows is allowed. Information: By ordinance, the City maintains a map indicating areas were the use of weapons is prohibited or allowed. The map is commonly referred to as the "Hunting Area Map". The map roughly outlines areas allowing the use of both firearms and bows, while other areas are restricted to bow use only. I am recommending the following amendments/updates to the map. o Eliminate an area allowing bow use at the northeast corner of MN Highways 5 and 41 due to the Pulte neighborhood development. A section of the eliminated area includes the property of Susan McAIiister, 2930 W. 78th Street. I have spoken with Ms. McAIlister and explained the need to now designate the area as a prohibited area for weapons. . Eliminate an area at the southwest corner of MN Hwy 101 and Co. Hwy 14 (Pioneer Trail), former Halla Nursery property, due to neighborhood development. . A bow area inaccurately located on the map along Lake Drive West has now been accurately located on the proposed map at the northwest corner of Co. Hwy 17 (Powers Blvd) and Lake Drive West. The project includes 84 residential lots (single and twin family homes), one commercial lot, a wetland alteration permit, rezoning, land use amendment, as well as a conditional use for subdivision within the Bluff Creek Overlay District. This item was heard twice at the Planning Commission on June 18 and July 2. This item was tabled at the June 18th meeting to allow for changes to be made in the plat and research additional information on trail location. On July 2nd the Planning Commission recommended approval of the three motions with conditions as outlined in the staff report starting on page 23. The City of Chanhassen.
