Chanhassen Public Libraty Progress Meeting #4 Meeting Held: duly 11, 2002 Page 2 OLD BUSINESS: ITEM 1.1 Teresa Burgess, the city engineer, indicated she had spoken with Paramount Engineering regarding potential re-routing of new utilities due to differing site condition locations. Of the three scenarios discussed, the one which appears to be most feasible is locating the storm sewer approximately 10 ft. south of the water main which requires partial removal of the sidewalk along W. 78th Street per a preliminary drawing prepared by Paramount Engineering. The sanitary sewer running south on the east side of the new library will be revised to run southeast at a diagonal cutting across the southwest corner of the nexv park connecting into the existing sanitary manhole south of the existing temporary construction office building. Teresa will direct Paramount Engineering to incorporate these utility changes along with other utility change modifications included in previously issued Proposal Requests 1 and 2 and ASI #1 documents for permit application. Steve Voss from Voson Plumbing indicated that approval will take approximately two xveeks due to spring backlog approvals. MS&R distributed Proposal Request #3 which incorporates the revised site utility layout design. K-A will distribute to those who are affected by the revised work. K~A indicated that in further review of Proposal Request #3, existing utilities are located adjacent to and under the sidewalk designated to be removed. Consequently, moving the storm sewer further to the north along the old tree line, which is now the construction fence location maybe be less invasive. Removal and reinstallation of the temporary construction fence will be required together with barricades surrounding the area until the construction activities are completed. Teresa Burgess indicated that City barricades may be utilized for this work if available. Construction Change Directive No. 2 dtd. Jul), 8, 2002 has been issued to direct the contractor to proceed with the work described in PR #3 as well as the soil correction work at the existing site utility easement running north and south on the property. In light of the approval, Voson Plumbing reconfirmed that it would take two weeks before the concrete castings would be available. The individual documents have been forwarded to Voson's structure manufacturer earlier this week, but again reiterated that a single document incorporating all changes is preferred, esp. for installation. Commencement for site utili~ work is scheduled for approx. Aug. 1, 2002. The CiB' will review the possibility of back feeding the water into the bldg. from an adjacent fire hydrant source as a temporary measure providing water if it is decided to remove the water line at this time. The storm sewer discharge can be diverted into an adjacent manhole. K-A will review temporary sanitary options. These temporary measures, if workable, will allow soil correction work to commence sooner at the existing utility easement bisecting the new bldg. footprint. ACTION BY K-A DATE REQ'D 1.2 Fiber optic cable for television, TV broadcasting, etc. located in three separate areas of the new bldg. site, not shown on the utility drawing, will require relocation. Rick Rice with the city, has initiated a proposal for the one line located at the east side of the property and will also be involved in determining rerouting of the two other fiber optic runs xvith the respective cable companies. A meeting is tentatively scheduled for Friday to meet xvith the cable companies. New fiber optic and coaxial cable locations have been determined and are in the process of being implemented. K-A requested that installation be completed by June 28, 2002 so as it will not impede the construction activities. Rick Rice with the City will help expedite and coordinate this work on behalf of the City. Sleeving will be required in the foundation wall within the mechanical room as a point of entry into the new building. It was recommended that final locations of all fiber optic and coaxial cable runs will be incorporated onto the revised civil drawing. Rick Rice will provide sleeve locations at the building and sleeves will be provided by the selected cable vendor. K-A stated that they will need sleeves for masonry foundation walls by Jul), 16, 2002. CITY Chanhassen Public Library Progress Meeting #4 Meeting HeM: July 11, 2002 Page 3 OLD BUSINESS (Cont'd.): ITEM 1.4 Jim Packard stated that the city hall floor elevation is approx..35' higher than what is indicated in the contract documents based on verification of the existing benchmark elevation, invert elevations at existing manholes that were reviewed by Jim are as indicated. Teresa Burgess indicated this elevation change should be incorporated into the revised civil drawing. MS&R requested that K-A have their surveyor verify point elevations from the parking lot north of the new parking ramp structure south to the north face of the new library building. K-A will be compensated for this additional survey work. Sunde Surveyors finalized the confirmation of elevations as requested and delivered this document to the construction office and was distributed at the progress meeting. MS&R, Ltd. will review this elevation survey to determine if any modifications to the existing documents will be required. MS&R stated via email that after review of Sunde Land Surveyor's document, no modifications will be required of existing elevations. Minor modifications will be made when landscaping activities occur. 1.11 Although the bldg. permit has been issued, the bldg. inspection dept. still needs to address some issues that Steve Torell itemized in his e-mail to Barry Petit on June 4, 2002. 1.12 Larson Electric is awaiting response for their RFI requesting clarification for the parking ramp lighting configuration. 3.4 Teresa Burgess requested that their utility inspector review the utility installation activities. Teresa indicated that in her absence Bill Dement should be contacted at 952-227-1166. City Engineering will determine whether inspections shall be made by City employees or their outsourcing consultant or both. ACTION BY MS&R MS&R MS&R INFO. DATE REQ'D NEW BUSINESS: ITEM 4.1 Steve Voss stated that approval of the site utility drawings has been passed from the state level to tile city level. Paramount Engineering has advised that modifications will be made to the existing full sized utility drawing incorporating changes that have been made to the utilities summarized in Proposal Request #1 - #3. Target date to receive this document from Paramount Engineering is Mon., July 15, 2002. Teresa Burgess requested that she receive notification when the drawing has been received. The permit fee valuation for the site utility work application has not 3'et been determined. 4.2 Tile City again reiterated that the curb cut for access to the existing parking lot can be performed prior to noon on Fridays or by 10:00am Mom - Thurs. 4.3 Justin Miller, Asst. to City Manager, indicated that on July 22 the Council shall review and approve CO #1 with the signature of the document being executed by July 23. 4.4 Jim Packard indicated that one of the cable vendors, KMC, has relocated all of their existing underground lines. MediaCom however, has not done so. The}, however have advised the City that all work has been completed. The City will confirm. ACTION BY Paramount INFO. As our public access television capabilities begin to be more fully utilized, it is appropriate that policies regarding its use be established. Attached to this memo are the policies that shall be used for all programming in the future. These closely resemble other communities' policies, and should help our efforts to make City of Chanhassen government more accessible while also providing a public forum for topics of discussion within the community. City of Chanhassen Public Access Television Policies The City of Chanhassen, under its cable franchise agreement with Mediacom, has the authority to provide public access television services for the citizens of Chanhassen. A PEG (Public, Educational, and Governmental) charge is applied to each resident's cable bill which helps provide funding for this operation. This charge is collected by Mediacom and returned to the City of Chanhassen to provide for the resources needed to operate public access television services. All residents of Chanhassen shall have an equal opportunity to use public access television services under the following guidelines: All programming shall constitute a public, educational, or governmental benefit to the residents of Chanhassen. · The first priority of the Chanhassen's public access station shall be for programming related to the operations of Chanhassen city government, which includes but is not limited to broadcasting and replaying of City Council meetings, board or commission meetings, and other informational material concerning City events or programs. · All users shall adhere carefully to all applicable federal, state, and local regulations concerning limits of public speech and television programming content. This includes the prohibition of material which constitutes libel, slander, pornography, or violations of trademark or copyright laws. · Paid advertising or any program that depicts a product, business and/or service that has the purpose of benefiting a profit-making enterprise will not be allowed. · This station is not to be used as a mechanism for building support for or against a particular ballot issue or candidate for public office. There shall be no advertisement on behalf of a political candidate or measure on a ballot. This does not preclude the production of programming which includes the opportunity for all candidates for a particular elected office or proponents on all sides of an issue to appear in a fair and equitable fashion, such as a debate or issue forum held by an impartial third party. · Basic videotaping facilities will be made available to those who wish to videotape programs at City Hall. The time and duration of taping must be approved by the station administrator and cannot interfere with normal government proceedings in City Hall. If more sophisticated filming facilities are needed, residents may use private resources and provide the finished videotape for broadcast. · With the exception of programs produced by the City of Chanhassen, at no time shall a program give the impression that the City supports or condones any statements made during the program, unless given consent by the City Manager or his designee. This includes prohibiting the use of the City logo in any program unless consent is given. · At least one videotape copy of each program must be provided to and remain in the possession of the City of Chanhassen. · Final approval of all requests for programming, including the time and date of broadcast, as well as any replays, shall be at the discretion of the Assistant to the City Manager, who administers the public access program for the City of Chanhassen. · Any person, group, or organization who abuses or has abused the privilege of access by violating any of the provisions of these guidelines may be denied use of access facilities.
