SUBJ: Historic District; Follow -up to the Moratorium Discussion
BACKGROUND
Back on April 1, 1997, the City Council held a work session to discuss a moratorium on
the St. Hubert/Pauly/Pryzmus area of the downtown. At that time the council decided
against a moratorium, and instead chose to study the area.
ANALYSIS
A good point of beginning would be to review the status of the properties involved and
receive council comments and concerns for development of this area. This includes
potential changes in use, expansion, and current or proposed land uses. Attached is the
zoning map for this area as well as the zoning district standards. In addition, it is
appropriate to review the recommendations for this part of downtown as proposed under
the Vision 2002 Plan. Also attached is a site plan of St. Hubert's church. They have
considered subdividing the existing home from the larger parcel.
RECOMMENDATION
The outcome from the work session should be to find out where the council's concerns
lie, open space preservation, architectural standards, and potential uses or changes in
uses. Given this input, staff will develop the necessary tools to achieve the desired
outcomes.
