Public Safety Department
• The first Chanhassen Safety Camp for
60 3rd graders was a spectacular suc-
cess. Kudos to Beth Hoiseth, Public
Safety, & Park & Recreation staff. Will
be debriefing to improve for next year.
• Great traffic safety meeting with many
ideas generated. Action plan to be
developed.
• Had positive meeting with another
outdoor warning siren vendor who will
be providing another mapping.
Finance Department
• The annual utility bill certification
process began in June with notes to
delinquent customers on their utility
bills. Letters were sent out in July. The
Council will act to certify all delinquent
accounts at a public hearing in October.
Park & Recreation Dept.
•A resident called to file a complaint
over the lack of parking at Greenwood
Shores Park. She has discussed her
concern with the State Council on
disabilities. I will be discussing this
issue with the Park & Recreation
Commission on Aug. 26.
• The Trust for Public Land is about to
close the first refrendum related land
acquisitions.
• The attached articles regarding the park
referendum will be coming out in the
newsletter next week.
Planning Department
• A preconstruction meeting for Highover
Subdivision (Jerome Carlson) was held
on August 12. Construction will begin
this week.
• The Chanhassen Bank started construc-
tion this week on expanding their current
facility. We have given permission for
some bank employees to park in the west
lot of city hall during the construction.
• An ad is being placed for a vacancy on
the Planning Commission in the Villager
due to Bob Skubic's resignation.
Engineering/Public Works Dept.
• Don Halla is in violation of the Develop-
ment Contract for Halla Great Plains
Addition for illegal dumping of landscap-
ing debris. Dave Hempel sent a letter dated
8 -7 -97 requesting removal of debris from
the site by 8 -15 -97 or city would retain
contractor to remove the debris and bill
Mr. Halla accordingly.
• Bluff Creek Drive is scheduled for a
bituminous overlay in the next 2 weeks.
• The Downtown West 78th Street Project
92 -3 has finally been finaled.
• Test drilling for Well No. 8 is scheduled
to begin (located in the new Highover
subdivision on TH 41.).
• City is taking quotes to install a water
pressure reducing valve on Lyman Blvd.
Administration
• Mayor Mancino, Councilman Senn and
staff met with representatives from Triax
Cablevision on August 13 to discuss
customer service violations and franchise
renewal. Representatives from the Cities of
Mound and Waconia were also present and
had similar customer service complaints. It
was determined that Triax would provide a
list of all outages and their causes in Chan-
hassen within the last three months. They are
also going to provide an organizational chart
of their structure, a listing of rebates given to
customers for outages, and the company's
financial statement. Triax's response to
our concerns was that they are installing a
new phone system that will include
software to track customer service
complaints. They have estimated that this
system will be operational within 6 -8
weeks. They are also in the process of
training 6 additional customer service
representatives (CSR), bringing the total
of CSRs to 32 who operate the phones
between 8 a.m. and 7 p.m. All calls
outside of these hours are forwarded to an
answering service in Illinois. The second
part of our meeting was to discuss the
franchise renewal. The mayor and staff
will continue to work with Triax on this
process, as well as monitoring Triax's
customer service upgrades. Triax
anticipates seeing some type of improve-
ment within 2 -3 months and we have
requested that they submit a progress
report. One of the key factors in the
franchise renewal is the rebuilding of the
cable system throughout Chanhassen by
installing fiber. Staff feels that fiber
installation would correct many of the
current problems with picture quality and
offer additional services (intemet, pay per
view, movies, video games, etc.).
• Regarding the council's comment about
the High Timber Lounge's sign, attached
please find the agreement that was
reached between the city and this
establishment. The agreement prohibits
the use of neon and window signs, and
restricts the use of the word "bar" in
their advertising.
• Attached is a flyer for the annual staff
golf tournament. This year's tournament
will be held on Sept. 4 beginning at 1
p.m. at Lake View Golf Course in
Plymouth. Contact Jason Lindahl,

Underway
On June 14, Chanhassen voters
approved $4.9 million in park, open
space, and trail improvements. The
Park Task force and Park &
Recreation Commission Wsh to
cornmend residents for their positive
vote for parks, open space, and
trails. The money will be invested in
the following areas:
Improve:
Neighborhood Parks $495,000
Community Parks $1,410,000
Preserve Open Space $1,755,000
Construct Trails $1,240,000
Project schedules are currently being
developed for publication later this
year. Public meetings vAll be held
for all projects this fall and YAnter.
Residents directly affected by a
particular project will be notified by
mail. Other interested residents
should read the Chanhassen Villager
for updates or call the Park &
Recreation Department at 937-
1900 to receive a project schedule.
Planning for all projects should be
completed by the spring of 1998.
The majority of construction activity

Six community trail links were
approved as a part of the referendum.
They include:
• Highway 7 from Washta Bay Rd.
to hNnneymshto Pkwy. (1 mile).
• Golpin Blvd. from Higimoy 5 to
Shorwkod (1.75 rniles).
• Powers Blvd. from Saddlebrook
Curve to Shorewood (1.5 rules).
• Great Plains Blvd. from the existing
Lake Susan trail to lake Susan Drive
(.5 miles).
• Bluff Creek from the existing
Chanhassen Business Center trail to
Lyman Blvd. (75 mles).
• Pioneer Tr. /Great Plains Blvd. from
Kio u Trail to the existing Hennepin
County Regional Trail (1.25 miles).
Public meetings to discuss these
projects A be held this fall and

A be notified by mail. Design issues
such as alignment, drainage patterns,
pedestrian crossings, and conflicts
with existing improvements will be
reviewed. The design study will also

Citizen Oversight
Committee
to be Formed
To ensure that the $4.9 million in
park, open space, and trail funds
are invested in strict accordance
with the referendum, the city
council is forming a Citizen
Oversight Comrrtittee. The role of
this commttee is to track expense
schedules and contract payments.
The committee vAll also administer
the completion of on independent
public audit and annual reports of
all bond referendum fund
expenditures. Appointments will be
made on August 25.
Land Negotiations
The Trust for Public Land, a national
nonprofit organization, is assisting
the city in the open space
preservation component of the
referendum. The community
approved a $1,755,000 investment
in open space. Over a dozen large
tracts of land south of Lyman Blvd.
have been identified as potential
acquisitions. Up to three of these
parcels Ynll be purchased at fair
market value for public open space
preservation.

proclaimed June 23, 1997 to be
Park, Open Space, & Trail Special
Election Volunteer Day. That
evening, the city council recognized
volunteers for their contributions to
the community. Many residents

Pursuant to direction from the City Council I have had discussions with a
representative of the owner of the proposed High Timber Lounge. My instructions were
to compile a list of conditions that would ensure that the business is a "lounge" not a
"bar". The owner's representative has agreed to the following conditions:
• the business may not open until noon
• no public dancing -- dancing at catered or private
events would be allowed
• no neon signs
• no window signs
• use of the word "lounge" not "bar" in any signs
• no room service
I am sure other conditions could be added on. The Council will have to decide if
these or additional conditions satisfy their concerns.

SUBJ: Annual City Golf Tournament
Its time again for the annual golf tournament! This year the tournament will be held on
Thursday, September 4` at Lake View golf course. Our tee times are scheduled to begin at
1:00 p.m. with 5 groups playing on the front nine and four groups playing on the back nine. A
sign up sheet is posted in the administrative copy room.
The rules for the tournament will be similar to previous tournaments. We will once again play a
best ball tournament and require each foursome to use one drive, chip and putt from each team
member. In addition, each foursome must have at least one member of the opposite sex. Prizes
will be awarded for lowest score, closest shot to the pin, longest putt, and best poker hand on
your score card. If you have any other suggestions for games or prizes please let me know.
Prizes will be awarded during the banquet that will immediately follow the tournament at the
Lake View Golf Pavilion. The cost of the event is $20.00 which includes green fees, prizes,
rental of the banquet room, and hot dogs and hambergers. We ask each participant to bring a
food item to share.
Golf cart are available for an additional $12.00. Please let me know in advance if you need a
cart.
