Second Report • , Appointments to Citizen Oversight Committee; Park, Open Space and Trail Referendum Projects This Item was pre y viousl scheduled for action on August 25, 1997. Due to a lack of applicants, it was recommended that the city council table this item for two weeks. Prior to tabling this item, city council members asked that a variety of questions be responded to. My response and recommendation follows. Prior to engag in g community the communi in a park, open space, and trail referendum, the city council approved the completion of a community-wide survey. A section of that survey polled residents p y on their perspectives on the city. Respondents graded the mayor and city council well above p y . p average. "Empowerment, owerment , however, proved to be lower than the suburban norm. Residents were also not as complimentary about the values of city services and the efficiency of city spending." Responding to perceptions, p ry these Mr. Steve Glaser, a campaign consultant retained by t he Trust for Public Lands suggested the concept of a Citizen Oversight Committee. • The role of this committee is stated on the city 's referendum brochure which was distributed to the public. Q. Will money be spent on parks only? A. Yes a Citizens Park Oversight Committee will be formed to ensure the funds are spent in strict accordance with the referendum proposal. No funds will be used for other city p p services or administrative payroll.
