Park & Recreation commission Minutes Date May 21, 19960 ' PARK & RECREATION COMMISSION MINUTES ' REGULAR MEETING, MAY 21 1"6 At 6:00 p.m., members met at city hall to depart for site visits of Town & Country Homes First ' Addition, Townhomes at Creekside, and Pheasant Hill Park. Members of the commission were unable to tour the Villages on the Pond as a group and will conduct individual tours as a result. REGULAR MEETING The regular meeting was called to order at 7:30 p.m. by Chairwoman Lash. Members present: ' Fred Berg, Ron Roeser, Frank Scott, Jan Lash, Jane Meger, Jim Manders, and Mike Howe. Staff present: Todd Hoffman, Park & Recreation Director, Patty Dexter, Recreation Supervisor; Jerry Ruegemer, Recreation Supervisor; Sonya Rippe, Park & Recreation Intern; Mike Hammond, ' Facility Supervisor. Approval of Agenda: The agenda was approved as presented Public Announcements: None. ' Visitor Presentations: Mr. Bob Schnese, 641 Lake Susan Hills Drive, spoke on behalf of Mr. Bob Speweik, 659 Lake Susan Hills Drive, and himself. Mr. Schnese's concern centered on the fact that Prairie Knoll Park remains undeveloped. It is Mr. Schnese's opinion that the ' neighborhood would welcome the installation of a children's playground at this site. Staff will address a letter to both Mr. Schnese and Mr. Speweik informing them of the procedures which the Park & Recreation Commission adheres to in reviewing capital improvement requests. Approval of Minutes: Commissioner Meger moved, Commissioner Scott seconded to approve t the summary minutes of April 23, 1996 as presented. All voted in favor and the motion passed unanimously. ' NEW BUSINESS Park & Recreation Commission Review of Town & Country Homes First Addition, a 146 ' Townhome Development on 22.6± acres located at the Northwest Corner of Lyman and Galpin Boulevards, Town & Country Homes: Staff gave an overview of the project, including the review of park and trail needs in the area of the Town & Country Home development. ' Representatives of Town & Country Homes were present giving a short presentation and being available to answer questions. It should be noted that the applicant committed to constructing the private internal trail systems, including a connection from cul-de -sac to Galpin Boulevard. The ' applicant will also construct a sidewalk on the north side of street A and designate a location for an association totlot within the development. Upon conclusion of the commission's discussion, Commissioner Meger moved, Commissioner Scott seconded to recommend that the city council ' require the following conditions of approval regarding parks and trails for Town & Country Homes First Addition: Acceptance of full park and trail fees per city ordinance in lieu of Park & Recreation Commission Minutes May 21,1996 Page 2 parkland dedication; or construction of trail segments as identified in the City's Comprehensive Plan. All voted in favor and the motion passed unanimously. Park & Recreation Commission Review of Townhomes at Creekside, 24 Townhome Units on 7.03 acres located South of Coulter Boulevard and East of the Stone Creek Drive Extension, Heritage Development: Staff presented the commission with a report regarding park and trail issues relating to the Townhomes at Creekside; specifically that the Comprehensive Park Plan identifies it as lying within the park service area of the Chanhassen Recreation Center/Bluff Creek Elementary School and on the fringe of the park service area of Stone Creek Park. Regarding the Comprehensive Trail Plan, the city's trail plan identifies a trail along the northeast branch of Bluff Creek, extending from the planned trail in the Creekside Addition, north to the future Coulter Boulevard underpass. The trail extension along Stone Creek Drive is also identified. Following a brief presentation by the applicant, it was felt that a variety of unresolved issues remained regarding the trail systems. In response to this, Commissioner Berg moved, Commissioner Meger seconded to table to the review of the Townhomes at Creekside until their June meeting. All voted in favor and the motion passed unanimously. Lake Ann Park Ballfield Lighting Project, Funding Update: Director Hoffinan provided the commissioners with an update regarding the Lake Ann Ballfield Lighting Project. Specifically, that all avenues relating to charitable contributions to compliment the commission's initial $60,000 investment earmarked for this project have not been fiilly clarified. Therefore, an additional report will be brought back to the commission's attention prior to authorizing the project. Program Reports: a. Summer Youth Programs b. Lake Ann Park Summer Preview C. 1996 CentennialAth of July Celebration: Regarding this item, Chairwoman Lash requested that information advertising that the traditional 4th of July picnic is no longer free be distributed. d. Spring Dance Performance e. Inline Skating Clinic f. Park Pride Day Administrative Reports: a. Old Red -E -Mix Site Status: Following the commission's discussion on this item, Chairwoman Lash directed staff to forward a memorandum to the Housing & Redevelopment Assistant Director Todd Gerhardt explaining their position on this Project. b. Inquiry Concerning Drinking Fountains was dropped. Park & Recreation Commission Minutes May 21,1996 Page 3 ' C. Chaska/Chanhassen Hockey Association, Pursuit of an Indoor Ice Arena: Response from the commission was luke warm at best. Director Hoffman informed the commission that a presentation from the Hockey Association would be scheduled before the commission if necessary. d. Director's Report. e. Bluff Creek Advisory Group: Commissioner Meger gave an update regarding the Bluff Creek Advisory group's activity. The next meeting is May 30 at the Recreation Center. f. Community Center Meeting: Commissioner Berg reported that the community center meeting conducted by the city council focused on an ice arena, but was somewhat ' uneventful. g. Stone Creek Playground Committee: Commissioner Howe reported that progress is being made and the next meeting of the committee is June 3, 1996. h. Centennial: Commissioner Roeser reported that the Mayor gave a brilliant speech at the May 5th Centennial Dedication Ceremony. He reported further that the other events are all on track. ' i. Park Task Force: Commissioners Manders and Scott gave an update regarding the progress of the Park Task Force. The next meetings are Thursday, May 23 and Thursday, ' June 13. Administrative Packet: Director Hoffman distributed a letter from Dave and Mary Dezeller, 1731 Woodduck Lane regarding Pheasant Hill Park. Commissioner Berg moved, Commissioner Roeser seconded to adjourn the meeting.
