As indicated in the attached letter from Bonestroo dated July 17 the test site is anticipated to be in an adequate location for a Jordan aquifer, 500 -foot depth well; however, there is the possibility that. the test drilling may need to extend down additional depths into the Franconia- Ironton- Galesville (FIG) aquifer (depth of approximately 740 feet). The low quote was received from E. H. Renner in the amount of $8,350 for testing drilling to the Jordan depth and $12,150 to test drill to the FIG depth. In a worst -case scenario in terms of depth of test drilling, the project costs could total approximately $12,150 for the test drilling plus an additional $500 to $1,000 needed for clearing an access to a test drilling site and approximately $1,800 to televise and log the test hole. The 1997 City Budget Fund 710 Utility Expansion included dollars for the test drilling and design of Well No. 8. The low quote for the test drilling is well within the budgetary allocation. It is therefore recommended that the City Council approve the test drilling quote for Well No. 8 submitted by E. H. Renner based on the unit prices totaling an amount of approximately $12,150 plus up to an additional $3,000 for clearing an access to the site and conducting a final television inspection and gamma log of the test hole, Project No. 97 -4 -1. On March 21, 1997, we received quotes from three drillers to complete test drilling for a possible Well No. 8 site. Since that time the potential site has changed. The low bidder has agreed to hold his bid prices for the new site. The three quotes received are as follows: E.H. Renner $12,150 Bergerson Caswell $13,230 Keys Drilling $16,400 In addition to the above costs, between $500 and $1,000 will be needed to clear an access trail to the test drilling site. We recommend that authorization to proceed be given to E.H. Renner for the test drilling. The drilling will obtain information on the possibility of an adequate geologic formation for a new well. The first possible formation would be the Jordan Aquifier at a depth of approximately 490 feet. If the Jordan formation is suitable, the drilling can stop and the cost will only be approximately $8,350. However, future city wells are likely to be constructed in the lower Franconia - Ironton - Galesville Aquifier. It is inexpensive to extend the test hole at this time to obtain valuable information on thickness and suitability. If the Jordan formation is not suitable, the drilling will continue into the Franconia- Ironton- Galesville Aquifier to a depth of approximately 740 feet. The test drilling site is located in the proposed Highover Addition (see attached map). A right -of- entry agreement will have to be obtained form the property owner. Dave Hempel has already sent a letter to Mr. Carlson requesting the right -of -entry. Drilling could begin in August.
