BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937 -1900 • FAX (612) 937 -5739 ' TO: Mayor and City Council FROM: Don Ashworth, City Manager ' DATE: July 16, 1996 SUBJ: Authorize Appraisal, Notermann Property at Lake Ann Park ' The city council briefly discussed the plight of the Notermanns in light of the growing traffic counts in front of their property at Lake Ann. It is virtually impossible to get out of the Notermann's driveway, or ' Lake Ann Park, between 4 p.m. and 6 p.m. One of the problems is cars caught in the merge section west of County 17 that must come to a halt because of the number of vehicles in the thru lane. They are not able to merge until after the light has turned red and thru traffic clears. As they start to merge, they are ' also holding up the vehicles that have stacked off of County 17 also attempting to head west on Highway 5. The final result is that there is absolutely no opening for Lake Ann users or the Notermanns. Compounding the situation is the fact that the Notermanns operate a daycare facility in their home. t Assuming that the frontage road is approved, the city council can assuredly expect a request from the Notermanns to reconnect their driveway to the frontage road. I find this to be a Catch -22 in that the city needs to look to the long range solution for all of the properties along Highway 5; i.e. we need to complete the second and third phases of the, frontage road, which would require the taking of the Notermann's property. The existing value of the property is assuredly depressed because of the inability to gain access to .or from the property. By contrast, once a reconnection is made to our frontage road, ' that impairment would no longer exist. Our negotiations with Carver County and Chanhassen for the jurisdictional transfer of T.H. 101 have resulted in ' MnDOT funding being established for Chanhassen to construct a frontage road along the north side of T.H. 5 in the vicinity of Lake Ann. Presumably, the frontage road could be extended to help relieve the Notermann's access problems. My office has not yet received plans for the frontage road, but will continue to work closely ' with City staff through the upcoming months to provide the improvement. The proposed fiscal year 1997 -99 Transportation Improvement Program (TIP) currently under consideration ' by the Transportation Advisory Board (TAB) includes funds for the completion of T.H. 5 out to T.H.41 in fiscal year 1998. 1 anticipate that the T.I.P. will be approved. Through continued cooperative efforts we can implement the changes proposed. I also want to convey the Metro Divisions commitment to funding of the frontage road near Lake Ann Park along TH 5. Metro Division realizes this is an integral part of the overall jurisdiction package and, in anticipation of the jurisdictional transfer, has included $660,000 in our State Fiscal Year 1998 program for this improvement.
