Award of Contract, 2002 Trail Connection Project.
On Tuesday, June 18 at 1:00 p.m., Phil Gravel, consulting engineer for this
project, and myself, opened sealed bids on the aforementioned project.
Mr. Gravel prepared the attached letter detailing the bid results. Unfortunately the
bids are higher than the "engineer's estimate." These bids, however, are the true
test of competitiveness in the construction market. The Barber Construction base
bid of $320,980 is a good bid in comparison to the other three bidders. In
comparing the engineer's estimate to the Barber bid, the engineer's cost estimates
were incrementally lower on a uniform basis. As Mr. Gravel stated, construction
costs are higher now than the costs utilized in the preparation of the estimate last
December; a situation exacerbated by the timing of our bid opening.
Timely construction of these trail connections is imperative if we are to stay on
schedule with the opening of the Highway 5 pedestrian underpasses. Staff is of
the opinion that these bids represent the true cost of construction on this project
and we find no sound reasons to re-bid.
RECOMMENDATION
It is recommended that the City Council award the 2002 Trail Connections Project
to Barber Construction, including the base bid of $323,080 and alternate #1, in the
amount of $28,000 for a total award of $351,080.
NOTE
One of the 3 alternates must be accepted with the base bid. The alternates are all
for the same item, a retaining wall. Alternate #1 is for a modular block, Alternate
#2 is for a boulder wall, and Alternate #3 is for a flagstone wall. Modular block is
standard throughout the City's trail system.

The low bidder on the project was Barber Construction Co., Inc. with a Base Bid and Alternate No. 1 Bid
Amount of $351,080.00. This compares to the Engineer's Estimate of $262,800 as contained in the
December 2001 Study Report for the project. The Total Revised Estimated Project Cost (Including
Engineer and Administration) is $400,000. This compares with a Total Project Cost of $348,000
presented in the December 2001 Study Report. The current costs are higher than the December 2001
estimates because of higher than anticipated material costs and additional requirements by regulatory
agencies.
'ilaese bids have been reviewed and found to be in order. All of the above Contractors have proven they
are capable of performing the work associated with this type of project. If the City Council wishes to
award the project to the Iow bidder, then Barber Construction Co,, Inc. should be awarded the project
on the Base Bid and Alternate No. 1 Bid Amount of $351,080.00.
