PUBLIC SAFETY COMMISSION MEETING MINUTES
SEPTEMBER 12, 1996
PRESENT: Don Chmiel, Steve Labatt, Greg Weber, Brian Beniek, Eldon Berkland, Bill Bernhjelm,

' Chairperson Weber opened the meeting at 7:10 p.m.
Commissioner Labatt motioned, Commissioner Beniek seconded, to approve the July 11, 1996, minutes
' as written. All voted in favor and the motion passed.
Fire Department 1st Assistant Chief Moore updated the Commission on the progress of new fire
' department vehicles on order. Fire Prevention Week is October 7. The Fire Department Open House
will be held Sunday, October 13, from 1 - 4 p.m. All Commissioners are invited to attend.
' Director Harr has submitted a draft copy to the City Manager regarding the audit recommendation for
staff assistance. The recommendation is to redefine the Fire Marshal's position and create a Fire
Inspector/Training Coordinator position.
' SHERIFF'S DEPT.
Captain Ron Holt updated the Commission on the Bluff Creek Golf Course burglary.

PUBLIC SAFETY EDUCATION /CRIME PREVENTION
No report.
PUBLIC SAFETY OLD BUSINESS
Director Harr updated the Commission on the progress of the Public Safety addition.
The Commission discussed snowmobile regulations on area lakes. The DNR officers feel we have
sufficient regulations in place. Director Harr will meet with DNR officers and the Carver County
Sheriff's Department to monitor complaints this season. Commissioner Labatt motioned to step up
public awareness and enforcement of the snowmobile regulations on City lakes. Commissioner Sloss
seconded it, and all voted in favor and the motion passed.
Director Harr recommended for the 1997 budget that additional weather alert sirens be purchased for the
City. This presentation will go before the council work session on 9/16/96.

NEW BUSINESS
The review of animal control and inspections division long range planning will be tabled to next month's

agenda.
Director Harr reported on the "Clinton Cop" program as proposed by Carver County. An officer would
be assigned 20 hours to the City of Chanhassen, and 20 hours to the Carver County Sheriff's Department
for a 3 year period. Chanhassen would pay approximately $9,701.87 for 1997. Discussion followed.
With numerous questions, Commissioner Labatt motioned, Commissioner Bemhjelm seconded it, to

table the "Clinton Cop" recommendation. All voted in favor and the motion passed. A meeting will be
scheduled with the Public Safety Commission and the Sheriff's Department in 2 weeks.
Director Harr met with City Manager Don Ashworth and Sheriff Al Wallin regarding the 1997 Police
Contract. There will be no increase in patrol time for 1997.

Director Harr reported on the number of complaints received from homeowners regarding construction
noise. An ordinance amendment to the noise ordinance was recommended. Discussion followed with
suggestions of stricter hours of operation. Commissioner Bernhjelm motioned, Commissioner Labatt
seconded it, to amend the noise ordinance to limit the hours of construction, maintenance and repair

activities to the hours of. Monday thru Friday? am - 7 pm; Saturday 9 am - 5 pm. Six Commissioners
voted in favor with Commissioner Beniek abstaining. The motion passed.
Commissioner Beniek, on behalf of the Public Safety Commission, formally acknowledged and thanked
Director Harr for his hard work and his continuos positive recognition of others.

Commission Labatt motioned, Commissioner Berkland seconded it, to adjourn the meeting. All voted in
favor and the motion passed.
