Enclosed are final plans for the Coulter Boulevard Pedestrian/Trail Arch Underpass project.
The plans have been modified to reflect the changes discussed previously with you an. Todd
'
Hoffman.
The final plans include the arch construction with the trail located parallel to the creek.on the
'
west side. A stairway for pedestrians `will be pro rided in the area of the arch.. A
bituminous trail ;loop with a gradual slope will be located NE of the arch for bicycles. This
project will be constructed in conjunction with the Coulter Boulevard Streetproject (Project
'
91 -17B).
The Engineer's construction estimate at this iinte is ,o34o,Ov0. ThL 1"a ; nuffi,><g• u . t..ti-trill.
include $300,000 from, the Federal ISTEA. Program and the remaining $40,000 from
assessments. The Feasibility Report estimated the construction cost at $320,000. The
increased cost is the result of adding piling (based on the geotechnical study) and adding the
'
pedestrian stairway:

The Project Memorandum for this project was approved by MnDOT and the FHWA last
May. We still need the Section 404 Natienwide permit to be issued by the City. We are also
working with .NtnDOT on the STF.A process. the � :onstnictiori schedule includes
completing the arch construction this year. Street construction over the arch will depend on
the weather conditions late this fall.
