The total project cost is estimated to be $900,000 which includes ' design, construction, inspection, legal and bonding. As mentioned earlier, MnDOT will provide $660,000 towards this project through the Cooperative Agreements Program. A few permit Don Ashworth July 1, 1996 . Back in 1992, City staff began working with MnDOT staff to secure cooperative design and financial efforts to include the construction of Arboretum Boulevard as a part of the overall Trunk Highway 5 improvement project between Powers Boulevard (CSAH 17) and Trunk Highway 41. Arboretum Boulevard would serve a number of benefits to both the City and MnDOT including eliminating unnecessary local inner - community trips from Trunk Highway 5, use as a detour facility during the construction of mainline Trunk highway 5 and the elimination of direct driveway accesses onto Trunk Highway 5 which are' becoming more and more of a safety problem as the traffic volumes continue to grow beyond 30,000 vehicles per day. One access point that ' has been 'a concern 'foi a 'number` of years is at „-Lake Ann Park. Accordingly, when project planning began with MnDOT concerning Arboretum 'Boulevard, the Trunk Highway 5 improvement project from Powers Boulevard (CSAH 17) to Trunk Highway 41 was scheduled to begin construction in the spring of 1996. e 'It`wa "s "believed that the frontage road could be constructed just prior during the late summer or early fall of 1995. However, in late 1993 the City received word that the Trunk High "y 5 improvement project was delayed to 1998 due to funding limitations. Since it was likelyNhat the situation at the Lake Ann Park entrance would only continue worsen with each passing year, the City Council in 1994 directed staff to make application for federal ISTEA safety funding dollars to build the portion of the north frontage road from Powers Boulevard (CSAH 17) to Audubon Road. This project would have eliminated the direct access from Lake Ann Park to Trunk Highway 5 and would have Don Ashworth September 20, 1995 ' Page 2 constructed a fully signalized intersection at Audubon Road. Unfortunately, the number of project applications far exceeded the funding availability. As such, this project proposal did not receive federal funding and did not proceed. ' The City Council, Park Commission and Public Safety Commission continue to receive calls and ' letters of concern regarding the safety of the access to Lake Ann Park. At the January 23, 1995 City Council public hearing for the Arboretum Boulevard environmental assessment document, the Mayor noted that he considers the construction of Arboretum Boulevard from Powers , Boulevard (CSAH 17) to the Lake Ann Park entrance to be the "highest priority" roadway project in the City of Chanhassen. Staff was then directed to pursue other options and financing mechanisms to support this project. Unfortunately, approximately one month later the City was t informed by MnDOT that the proposed Trunk Highway 5 improvement project had yet suffered another delay due to financial limitations and was put on a post -year 2000 timetable. Without question, the construction of this segment of Arboretum Boulevard cannot reasonably wait until , sometime after the year 2000. Over the past few months staff has met with officials from MnDOT regarding this project and ' how to cooperatively and timely make it a reality. MnDOT has been sympathetic to the City's situation and suggested the possibility of funding a portion of this needed improvement project under the Municipal Cooperative Agreements Program. The Municipal Cooperative Agreements ' Program typically receives more requests for project funding than the annual budget can support. However, MnDOT indicated that this type of project would rate very highly in the safety aspect of the management category of the project classification process. Candidate projects are classified ' into categories ranging from preservation of highway systems (the highest priority), to management, to expansion, and to site development impact (the lowest funding priority). ' In any case, based on a favorable response from MnDOT, I do believe it is worth the City's time and effort to make application for the Municipal Cooperative Agreements Program for the next MnDOT fiscal year (July 1, 1996 to June 30, 1997). In addition, in order to be able to let a contract for construction in the spring, it is imperative that the six month lead time necessary for project planning and design be initiated as soon as possible. This will also be a favorable ' indication to MnDOT that the City is very serious about completing the project in 1996. Since Barton - Aschman has prepared the preliminary plans for the Trunk Highway 5 improvement ' project and has prepared the environmental assessment (EA) for the City of Chanhassen regarding Arboretum Boulevard, they certainly have the most familiarity, knowledge, project history and established contact with MnDOT regarding this project. As such, I have asked Barton - Aschman to prepare a cost estimate to conduct the work tasks necessary to prepare the plans, secure agency approvals and conduct the contract bidding and award processes. This scope of services is listed in Attachment "C ". Quotes from subconsultants, who have worked in the City in the ' r Don Ashworth ' September 20, 1995 Page 3 past, have also been solicited to perform the surveying, eotechnical exploration and lighting P p g p g g ' design. The total estimated cost for Barton - Aschman to prepare the plans and administrate the project from plan initiation to contract award, including subconsultants, amounts to $60,200. This cost schedule is listed in Attachment E. ' It is staffs recommendation that the City Council authorize Barton - Aschman to proceed with the design and the surveying and geotechnical services at a cost not to exceed $60,200 for the ' Arboretum Boulevard from Powers Boulevard (CSAH 17) to Lake Ann Park Project No. 90- 17A. The roadway design is based on the future upgrade of TH 5 to four lan &s as shown on attached Figure 1. the one -half mile se ' The estimated cost to construct segment of Arboretum Boulevard should be in the range of $650,000 to $750,000. It is assumed that the roadway will be constructed as a 36 -foot wide (curb to curb) high - density urban collector. Sidewalk, landscaping, lighting, ' and storm drainage are also included in the estimated construction cost. Sanitary sewer and watermain are not included in the estimate. right-of-way Required ht -of -way within the Eckankar parcel was purchased in 1993. In addition, the q g Powers Boulevard/Arboretum Boulevard intersection was constructed in 1993. Taking of Lake Ann Park property for roadway construction will require approval by the ' National Park Service. The City has proposed to utilize a portion of its recreational space near the new Bluff Creek Elementary School as replacement property. An Environmental ' Assessment Statement will have to be prepared for any proposed replacement property. The approval process with the National Park Service will likely take six months. A "Findings of Fact and Conclusion" for the Arboretum Boulevard Environmental , Assessment is currently being prepared. This document, as well as the request for FONSI (Finding of No Significant Impact), will be submitted to Mn/DOT and FHWA ' It is our understanding that project construction could not commence until receipt of the National Park Service's approval of the park replacement property and FHWA's issuance of ' the FONSI. However, it is recommended that final design activities for the roadway commence in the near future to ensure that construction can commence shortly after all environmental ' approvals are obtained. It is highly unlikely that the roadway design will change during the final environmental approvals. Attachment F lists the estimated costs associated with the design phase services. , 2.1 Update Preliminary Design Update preliminary plan and profile layout for the proposed roadway ' alignment and cross - section for the review and approval of the City of Chanhassen. Upon City review of the updated preliminary plan and profile drawings, , modifications will be made as necessary to prepare final plan and profile drawings. , 2.2 Plans and Snecifications Prepare detailed plans and specifications for the Project in accordance with ' Mn/DOT State Aid Highway Standards. The Engineer shall periodically consult with the City during the preparation of the plans and specifications to that the City's desires with respect to the Project are being satisfied. , ensure The Engineer will submit progress sets of the plans and specifications to the City for review at appropriate intervals during their preparation or as otherwise requested by the City. Upon completion, the Engineer shall submit ' the plans and specifications to the City for final review and approval. ' DESCRIPTION The new street on the north side of TH 5 will extend about 2,800 feet west from the present intersection of 78th Street and Powers Boulevard. The street will be 36 feet wide curb -to -curb with a 16 -foot landscaped boulevard and a 10 -foot bituminous trial on the north side. The south side will have berming and landscaping coordinated with the future grading for TH 5. The entrance to Lake ' Ann Park will be improved to provide a safer entry and exit to the park. Street lighting will be provided for the length of the project. FUNDING The estimated construction cost for the project is $700,000. Funding up to $660,000 for the project is expected from Mn/DOT. ' SCHEDULE Bid Opening August 5 Award August 12 Construction Start September 1 Initial construction work will be to complete surcharge grading west of Powers Boulevard that was begun with the West 78th Street/Powers Boulevard improvement. Also included in the initial grading phase will be the replacement of an existing 5'x5' concrete box culvert with a new 27" culvert draining the wetland/flood storage area in the north west corner of Powers Boulevard and Arboretum Boulevard.
