Each year, the Department of Natural Resources (DNR) and the Univers y

SUBJECT: City Hall expansion
Attached is a schedule for the expansion project. Electrical demolition will begin the week of 6/17 -21.
Minutes of the weekly construction progress meetings will be distributed to Don Ashworth, Directors and
anyone else who requests one.
There will be periodic loss of power and air conditioning during the expansion. Contractors have been
instructed to minimize disruption during work hours and to provide advance notice of disruptions. This
information will be passed on to everyone.
Let me or Steve Torell know of problems or concerns and we'll try resolve them

Thank you for the great news! I was extremely pleased to hear that the Chanhassen Lions
Club general membership approved a $98,000 contribution to the Lake Ann Community
Park Ballfield Lighting Project. Please extend my warmest regards to the membership.
As you are aware, the Chanhassen Park and Recreation Commission is excited about
your interest in joining the City in this work. On Tuesday, June 25, 1996, Commissioner
Meger moved and Commissioner Scott seconded the approval of the Lake Ann Park
"Lions Field" concept and recommended the City Council accept the Lions Club's
$98,000 pledge to the project. All commissioner's voted in the affirmative and the
motion passed unanimously.
On July 22, 1996, I will be presenting the "Lions Field" concept and Lake Ann Park
Ballfield Lighting Project to the City Council. At that time, the City Council will be
asked to approve the Lions Field concept and authorize the preparation of plans and
specifications for this project. As discussed, the Lions' investment schedule will include
the initial investment of $24,000 on June 28, 1996 and three subsequent installments. It
is understood that future investments are contingent upon the success of the Lions'
charitable gambling operations.
Earl, I cannot express how pleased I am to have the honor of recommending the City
Council enter into a joint project of this magnitude with the Chanhassen Lions. I will
keep you up to date on the events that will take place on the evening of the July 22 City
Council meeting. We would be honored to have members of your club in attendance at
that meeting.

Chanhassen Lions Pledge
$98,000 to Lake Ann Community '
Park Project
The Chanhassen Park and Recreation Commission went fishing for help on a Lake Ann '
Park Ballfield Lighting Project. What they reeled in turned out to be a real whopper! The
Chanhassen Lions Club has pledged $98,000 towards the project contingent upon
conditions of approval which will be reviewed by the City Council on July 22, 1996. ,
The conditions are:
• Field #4 will be designated "Lions Field" '
• The field will be lighted
• Spectator seating will be enhanced '
• A "Lions Field" sign and dedication monument will be installed
• Both youth and adult leagues have equal access
In return for this, the Lions Club will contribute $98,000 in four installments. The first '
installment to be paid in June of 1996 with the remaining three to follow. All
contributions are contingent upon the continuation of the Lions charitable gambling ,
operation.

Pursuant to Section 4.13 of the Indenture for the above referenced bond issue, enclosed please
find the quarterly report of construction status.
Construction
' Construction, including landscaping and site work, is complete except for minor punchlist items
of repair. On June 13, a walk through review and demonstration of building operating systems
was conducted by Weis Builders for Management.
A Certificate of Occupancy was issued on June 28, 1996 and the building was subsequently
' turned over to Great Lakes Management.
We will continue to work with the Architect and Contractor to ensure a smooth transition from
' construction to operations, complete punchlist items and prepare construction close -out
documents.
' Marketin
Installation of common area furnishings is complete. The Carver County H.R.A. is hosting a
' reception and tour of the facility for its Board Members and Chanhassen City Officials on June
27, 1996. The first residents will move into the building during the weekend of June 28, 1996.

This memorandum has been placed in the Administrative Section to ensure that all council
members are aware of the responses, Le:
Accounts Payable (6- 21 -96): By this memorandum, I am requesting that the Finance
Department make a copy of the detail included behind each of the checks in Councilman Senn's
request. Should other council members wish to receive similar detail, please feel free to contact
either Pam or myself during the week of July 8; and
Merit Increases: Performance reviews by supervisors /department heads /this office should be
complete by the end of next week. During the past two years, I had knowledge that two
employees, in each of the two years, were not living up to the expectations of their immediate
supervisor. In both of those years I was also aware of one employee, in each year, who was
going to be recommended for an increase above that as generated through city policy. In each of
those years the final reviews from the supervisors /department heads did in fact include the
recommendations outlined above and were processed accordingly. This year I have not been
informed of any employees who would be either recommended for no increase or an increase
over adopted policies. Accordingly, I would be very surprised if any increase deviated from that
submitted to the city council during the budget discussions in the fall of 1995; and
Auditor Comments: Included in this packet is the audit report for 1995. The auditor's
"management letter" has not been completed. This 'is not unusual and, if my recollection is
correct, Deloitte & Touche distributed the report itself during last year's work session whereat
the 1994 audit report was discussed. Our next strategic planning meeting was set for July 29.
Similar to our last meeting with Dave MacGillivrary, I would suggest that we invite Cliff

time while food was being served.

Merit Increases
I recall the budget include potential merit increases for all staff effective July 1, 1996. I was
curious where we are in this process? I assume Council will approve all recommended increases
in advance, yet it is already July 1. Are we running behind and if so, what is the timeline?
As we agreed at budget time, Council will be able to review all the increases in advance and
discussion can then occur between you and the Council not only on your recommendations but
also on your personal evaluation. I assume we are sticking with this game plan.
