Discussion of Special Assessment Policy and Levy Impacts
REQUESTED ACTION
Worksession discussion of special assessment practices in the City of Chanhassen
and the levy impacts of less than 100% assessment.
DISCUSSION
Attached is a summary of assessment policies for several Minnesota cities. Most
cities have some form of assessment, typically ranging from 25-100%. Also
attached is a table comparing multiple assessment rates based on this years
proposed projects.
The City of Chanhassen currently does not budget sufficient General Fund dollars
to not assess for projects. In addition, the City projects are struggling because of
a lack of Council guidance for assessments.
