Superette
Oasis Market has purchased the Brooks Superette Stare from Gateway Foods, Inc. and is
requesting a transfer of the liquor license. Oasis =Market would like to continue selling 3.2 beer
off -sale.
Chanhassen City Code requires that a public - hearing be held any time a liquor license is
transferred and that all property owners within 500 feet of the site be notified. A notice of public
hearing was published in the Chanhassen Villager on February 29 and all affected property
owners were notified on the same day.
The Public Safety Department has completed a background investigation on all applicants and
have not found any negative comments. The Carver County Sheriff's Department does not report
any sort of liquor violations at Brooks over the last year. Additionally, staff has not received any
comments from the, general public.

Staff will work with the applicant to obtain a liquor liability insurance certificate that is effective

I To the Mayor and City Council of Chanhassen:
I need to express my concerns regarding the proposed changes in the
current system of trash collection in the city.
I have had four different companies collect my trash during my
eleven years of living in Chanhassen. I have changed companies on
the basis of the quality of service, options available and cost. The
' company we employ now, Aagard West, is the one that best meets
my needs. I do not want to be forced to change company
unless the new company provides exactly the same level of
service.
' Specifically, Aagard West picks up the most variety of items for
recycling and requires the least amount of sorting. For
example, all paper products can go in one container. This is
' beneficial to the whole community in that it makes it easier for
people to recycle and more people are likely to do it. I do not want
to return to a company that will not accept cereal box type cardboard
and expects me to sort each type of metal into a separate bag.
Also, I need only a 30 gallon trash can and do not want to pay for 90
gallon service.
I see no reason why neighborhoods that have contracted with
companies on their own should not be able to continue doing so. It
seems that both the goals of the city and the neighborhoods are
being met in those cases.
I will be very disappointed if my cost for garbage service goes
up and the quality of service goes down, even if one less garbage
truck is driving through my neighborhood.

' I am not able to be attend Monday night's council meeting due to prior commitments, but did
want to let you know my feelings about the garbage collection issue.
' I am adamantly opposed to the city taking over the management of my trash collection. The
haulers seem to have provided more than adequate solutions to the "problems" that the city has
listed as reasons for this proposal.

Having the city in the business of trash collection is not where T want my tax dollars spent. I
don't have a problem with looking at trash cans by the curb on different days of the week in my
neighborhood. And if that is a problem for some, the haulers have a plan for picking up a single
day in each neighborhood.
The haulers also have a plan to use lighter weight trucks during spring pick up and have
requested a moratorium on yard waste during this time. I think there should be a moratorium on
yard waste pick up permanently and everyone should be composting this material. What a waste
of an environmental resource to put this .material in a landfill. Having a moratorium will actually
encourage people to look for other alternatives for this material.
I really resent the city taking away this right of choice from me. I already have no choice on who
supplies my water, electricity or natural gas, and now I may lose my right to choose my trash
hauler. I am fully capable of taking care of my own trash collection. If I have a problem or
question about this, I call my trash hauler directly and the problem has always been satisfactorily
solved. I don't need another layer of management to go through or make decisions for me.
Let's get the city out of the trash business and let the companies that are in the business of trash
collection handle it. And don't try to sell this plan by putting the environmental arguments of
fuel consumption, vehicle emissions and road wear on the trash haulers. This is a problem for
individuals, and they should be encouraged to cut down the number of trips they make in and out
of their neighborhoods each day and to reduce the amount of their own personal waste (reduce,
reuse, recycle)_ This is a feel good solution for individuals to feel like they are doing something
good for the environment without having to change their own life style.
