The project engineer, BRW, Inc., working in cooperation with Carver County and Chanhassen
City staff, has prepared the plans and specifications for the Powers Boulevard (CSAH 17)
Improvement Project from Trunk Highway 5 south to Lyman Boulevard. The primary project
elements consist of the reconstruction of Powers Boulevard (CSAH 17) to a four -lane divided
urban roadway section with concrete curb and gutter, storm sewer, trails, street lighting and
landscaping and trunk sanitary sewer and watermain extensions.
The public hearing on the feasibility report for this project was held back in January. A couple of
issues which arose out of the hearing have been addressed with the final plans. They include:
1. A full access median cut, has been provided for Oakside Circle
2. The landscaping plan has provided for additional residential screening at appropriat
locations.
3. Street lighting will be backshielded to reduce illumination onto residential backyard
properties.
There are two bid alternatives added to the project. The first bid alternative consists of a mill and
overlay for Park Road and Park Drive in the adjacent business park to this road project. This
work is scheduled to be completed this summer as a part of the City's street repair and
maintenance program. It is believed that very favorable bid prices could be received if this work
was a part of the much larger road improvement project. There is no risk in trying this. If
favorable prices are received, then this work can be executed under the overall Powers Boulevard
improvement project. If not, it will be re -bid as originally planned later this spring as a part of the

street repair and sealcoat program. It should be noted that the entire cost for this work will be '
paid for through the approved 1996 Street Repair and Maintenance budget and not an added cost
responsibility to this project. '
Bid Alternate No. 2 consists of work associated with a water quality project adjacent to Holly
Lane and Christmas Lake (City File No. SWMP -12I). This project was identified as a part of the '
City's overall storm water management plan and Council has previously indicated a desire to see
this drainage problem resolved. Again, it is believed that more favorable bids could be received
by adding this small project to the much larger Powers Boulevard project. Depending on the bid
price received, the alternate could be implemented or deleted from the project at the time of
awarding bids. All of the costs associated with this alternative would be paid for out of the
programmed SWMP fund and not added as an additional burden to the Powers Boulevard '
project.
The project engineer has provided an updated cost estimate. Based on the final plans, the
individual primary project element costs have been revised either up or down and the overall
estimated cost, excluding the two bid alternates, is approximately that forecasted in the feasibility
report. It is important to keep in mind that this is the engineer's best estimate and that many '
outside factors can affect the actual bidding climate.
The project plan set consists of 156 sheets and is much too large to include in the Council
'
packets. A reduced copy of the title sheet for the plans has been provided along with street
lighting sheets 101 -105 and landscaping sheets 113 -116. A copy of the full plans and
specifications are available in my office should anyone wish to review any items further. The
'
project engineer will be present at the City Council meeting to provide an overview of the scope
of the project, associated costs and an up -to -date project schedule.
It is recommended that the City Council approve the plans and specifications dated January 22,
1996 and authorize advertisement of project bids for the Powers Boulevard (CSAH 17)
Reconstruction Project from Trunk Highway 5 south to Lyman Boulevard, Carver County S.A.P.

It should be noted that the engineer's estimated costs include the addition of a lift station
under the sanitary sewer subgroup and the inclusion of conduit for all streetlight wiring r
which were not a part of the original 'Feasibility study. Bid Alternate #1 includes resurfacing
work for Park Road and Park Drive which was scheduled to be completed this year as apart
of the city's ongoing street maintenance program. Bid Alternate 42 includes work r
associated with water quality improvements adjacent to Holly Lane and Christmas Lake (CP
SWMP 121) which have been identified as a part of the city's overall stormwater
management plan. r
The Carver County Board authorized the advertisement for bids during its February 27
meeting. If the City Council concurs with the County Board action, the following is the
estimated protect schedule: r

Recommend Contract Award (Chanhassen) April 8, 1996 '
Award Contract (Carver County) April 9, 1996
Begin Construction . May 6, 1996
All required permits have been applied for and same have been received to date. Since the r
project is proposed to be funded partially through MnDOT State Aid funds, the plans and
specifications must be reviewed and approved by MnDOT. This review process is currently '
underway. It is estimated that final plan review should be completed by March 8, 1956.

At the December 11, 1995 City Council meeting, the Council formally received the supplemental feasibility report
for Powers Boulevard Improvement Project from Trunk Highway 5 to Lyman Boulevard, and set the public hearing
date for its January 8, 1996 meeting. As required by State Statute 429, all property owners proposed for special
assessment have been notified directly by mail and official notice has been also published in the Chanhassen
Village newspaper. To date, staff has received a couple of project inquiries, however, there are no verbal or
written objections to the project that have been received. The project engineer from BRW will be on hand to
provide a formal presentation on the primary elements of this proposed improvement project including estimated
project costs, financing, assessments, and construction schedule. A representative from Carver County will also be
present should there be an y questions regarding Carver County. I would ask that councihnembers bring their copy
of the feasibility report from the December 11, 1995 meeting to the public hearing.
At the close of the public hearing, if there are no relevant questions or concerns which would require further
investigation and response, it is recommended that the City Council approve the supplemental feasibility report
dated November 30, 1995 for the Powers Boulevard reconstruction from Trunk Highway 5 south to Lyman
Boulevard (Carver County project), City Project File No. 93 -29, authorize the preparation of project plans and
specifications, and authorize easement acquisition and quick -take of easements needed for the project.

An Environmental Assessment Worksheet (EAW) was completed and approved in September, 1994

for the project. The preparation of the EAW was mandatory as a result of the nature and length of
the project. The EAW did not identify any environmental issues that warranted the preparation of

Two related projects have been completed to date. A surcharging embankment project was
completed during 1994 to allow the roadway to be widened over an area of poor soils. A wetland
mitigation project was completed this summer which provided for all of the wetland mitigation
requirements for the project.

scope of the project has been expanded since the 1994 feasibility study was completed. At City

and /or County staffs request, the following items of work have been included:

• Concrete maintenance strip behind median curbs (County)
• Sanitary sewer has been included south of Lake Susan Hills Drive (south) (City)
• Reconstruction near Trunk Highway 5 intersection including signal modifications
(County)
• Construction staging has been modified to enable the project to be constructed
under traffic. The 1994 feasibility study assumed that the roadway could be closed
to traffic during construction however two other major roadway projects will be
underway in the vicinity concurrently with this project making a closure of CSAH
17 unfeasible. (County, City)

The following amendments to the December 1994 feasibility study summarize the revised costs,
funding and assessment methodologies for the project, incorporating the scope changes listed above
and considering 1996 construction costs.
PROJECT COSTS
Costs to implement the County Road 17 Improvement Project fall into three primary categories.

The construction cost for this project as outlined in the Cooperative Agreement between Chanhassen
and Carver County was estimated to be $3,120,000.00. The current estimated construction cost is
$3,409,750.00 as shown above. It should be noted that the current total estimated cost includes
watermain, sanitary sewer, construction staging, and additional pathway improvements which were
not included in the Cooperative Agreement cost estimate.
Detailed costs estimates for the proposed improvements are attached.
PROJECT FUNDING
The Project costs are proposed to be financed through a combination of special assessments and the
funding arrangements identified in the joint powers agreement between the City and Carver County.
The following table summarizes the estimated project costs for the various improvements and
provides a breakdown of the amounts to be financed through special assessments vs. the
arrangements of the joint powers agreement.

Assessments are proposed to be made to the commercial properties along the northern

This is consistent with the proposed assessment methodologies considered as a part of the
1992 feasibility study re- initiation for the project. No assessments are proposed for the
residential properties along the middle portion of the project area. Trunk area assessments
are proposed to be made to the residential properties along the southern portion of the project
area for watermain and sanitary sewer.

ASSESSMENTS
The proposed methods of assessment, areas to be assessed and amounts to be assessed have
been determined though meetings with City staff. Assessment amounts are intended to be
consistent with existing City assessment policies where applicable, or consistent with
normally anticipated assessment rates experienced in similar projects. Methodology, rates,
areas to be assessed, credits, etc., can be revised from those illustrated in this report at the
discretion of the City Council.
Preliminary assessment rolls for this project are attached based upon the assessment
methodologies detailed below. Assessment Roll A details proposed assessments to the
commercial properties along the northern portion of the project area. Assessment Roll B
details proposed assessments to the residential properties along the southern portion of the
project.

Sanitary Sewer
Trunk area assessments are proposed for sanitary sewer to be constructed for residential
properties along the southern portion of the roadway at the rate of $1,050.00 per residential
equivalent unit (REU). One trunk unit assessment for each homesteaded property would be
assessed with this project. Additional trunk charges will be collected at the time property
subdivision occurs. At such time that service connection is made, these properties will be
required to pay lateral connection charges at the current year's rate. These charges are
reviewed and modified annually based upon construction cost indices.
Watermain
Those commercial properties for which watermain services are to be constructed and,
therefore, benefitting from this improvement will be assessed for the total cost of the
watermain service. Watermain services are. being provided to two properties at the total cost
of $17,420.00. This cost includes two 8 inch services and one 12 inch service with wet -taps,
piping, gate valves and fittings. Assessments are, therefore, as follows:
Assessable Cost = 17 420.00 = $5,806.67 /Service

Trunk area assessments are proposed for water main to be constructed for residential
properties along the southern portion of the roadway at the rate of $1,375.00 per residential

Storm Drainage
Consistent with current City policy, one -half (y2) of the cost of the storm sewer is proposed
to be assessed. Storm drainage assessments are only proposed 'for the commercial properties
along the northern portion of the project area. Assessments are proposed against all areas
contributing to the new storm sewer system based upon the contributing drainage area,
where benefit from the improvement can be demonstrated. Based upon a total storm
drainage cost of $229,125.00, the storm drainage assessable cost is $114,562.50. The storm r
drainage assessment rate is, therefore, as follows:
Assessable Cost = $114.562.50 = $5,069.14 /Acre
Drainage Area 22.6 Acres
Roadway Improvements
Commercial properties abutting County Road 17 along the northern portion of the project
area are proposed to be assessed for roadway improvements on a front footage basis, where
benefit from the improvement can be demonstrated. Based upon a total roadway assessable
cost of $1,148,160.00, the roadway assessment rate is as follows:
Assessable Cost = $1,148.160.00 = $245.18/FF
Total Front Footage (FF) 4,683 FF
In order for the project to further proceed, the City Council must accept these amendments
to the feasibility study and hold a public hearing for the project. It is our understanding that
the businesses along the north end of the project are to be assessed as proposed in 1994, but
the residential properties along the southern portion of the project will not be assessed.

and specifications to MnDOT State Aid for their review and approval. We propose to submit

Re: County Road 17 (Powers Boulevard) Reconstruction Project
Dear Property Owner:
Carver County is currently developing plans for the widening and reconstruction of County Road 17 (Powers
Boulevard) between Trunk Highway 5 and Lyman Boulevard. The project includes widening Powers Boulevard to
two lanes in each direction separated by an 18 -foot median with curb and gutter, pedestrian/bicycle trails, street
lighting and landscaping improvements. Construction is currently scheduled to begin in late April or early May,
1996.
The project also includes construction of trunk waterman` and sanitary sewer facilities for future service of the
Hillside Oaks properties located west of Powers Boulevard near Lyman Boulevard. Your property is included in
this group. In keeping with City assessment policies, each homesteaded property in this group will be assessed one ,
trunk unit assessment for watermain and one trunk unit assessment for sanitary sewer. The unit assessment rates
are $1,050.00 for sanitary sewer and $1,375.00 for watermain bringing your total proposed assessment to
$2,425.00. ,
These assessments represent trunk area charges only. Lateral connection charges will be assessed at the time you ■
connect your property to the City utilities. The lateral connection charges are reviewed and modified annually
based upon construction cost indices.
The trunk area charges and lateral connection charges represent a portion of the costs incurred by the City in order
to construct the watermains, sanitary sewers, lift stations, treatment and storage facilities and other items necessary
to provide for safe, efficient City utility systems.
There will be a public hearing to provide more information about the project, assessments and to collect your
comments regarding the proposed improvements. The public hearing is schedule for Monday, January 8, 1996
at 7:30 p.m. at Chanhassen City Hall. If you need any further information about the project or the public hearing,

Notice is hereby given that a public hearing has been scheduled for public discussion on the Powers
Boulevard (CSAH 17) from Trunk Highway 5 south to Lyman Boulevard, Project No. 93 -29
feasibility study at the City Council's regular meeting on Monday, January 8, 1996 at 7:30 p.m. in the
City Hall Council Chambers located at City Hall, 690 Coulter Drive. Powers Boulevard (CSAH 17) is
proposed to be reconstructed to a four -lane, divided urban roadway with concrete curb and gutter,
storm sewer, trails, street lighting and landscaping. The total project cost of said improvements is
estimated to be approxunately $4,400,000. Said improvements are proposed to be financed by a
combination of special assessments to benefiting properties, local funds, and County funds. YOUR
PROPERTY IS PROPOSED FOR SPECIAL ASSESSMENTS.
A copy of the feasibility study showing the project scope, costs and proposed assessment is available
