Street 4x4 Pickup with Plow " ,, Need for pull�g tar kettle, bobcat trailers, plow parking lots, efin $25,000.00 3 Crack Sealer: Trade ex'ing propane fired cra sealer for new unit with diesel fired bum,& and engine. The old seer has a propane tank and a gas engme tank all within a few feet he burner. This loader will also be able to operate the snowblower. $120,000.00 6. 15' Rotary Self- Propelled Mower: Additional large mower needed for increased park acreage and elementary school. Park 4x4 Pickup: Replace #405, 1982 Ford pickup. Cab and box is rusted beyond repair. 9. Water Truck: Additional unit needed for flooding school and park family and hockey rinks, watering trees, and wetting streets for sweeping. 10. Utility 4x4 Pickup: Purchase new vehicle for sewer and water department and transfer existing unit #303, 1989 pickup with 100,000 miles, to park department for pulling lawnmower trailers, etc. $16,000.00 ' $22,000.00 ' $53,000.00 ' $22,000.00 11. Public Safety -Code Enforcement 4x4 Pickup: Additional smaller pickup (Ranger) so 1988 Blazer with 70,000 miles can be used for part-time inspectors. $20,000.00 12. Public Safety Director- Sedan: Purchase new sedan so existing unit #702, a 1993 Crown Victoria, can be used to replace code enforcement vehicle #605, 1988 Celebrity, with rust and body damage. It would cost $1,500.00 minimum for body repair on the Celebrity, which has a book value of $2,500.00 $22,000.00 13. Planning Department Van: Planning does not have an assigned vehicle. This van would be used for looking at development projects and have capacity to take the entire Planning Commission in one vehicle. $20,000.00 I would like to receive bids and quotes for these vehicles and equipment during the next three weeks and hopefully have the award of bids in February. Delivery on these units will take from three to eight months. DIRECTOR OF PUBLIC WORKS RECOMMENDATION The above list of vehicles and equipment was previously di:3:_-ussed and included with the approver :1996 city budget. It is recommended that the City Council_ authorize the advertisement for bids for the acquisition of the above - listed vehicles and equipment. Finance Director Comment: The above list of vehicles and equipment have been included in the approved 1996 budget. CITY OF CHANHASSEN 1996 BUDGET Commentary Internal service Fund- Vehicle/Equipment Maintenance General Comment: This fund was established: 1) to provide a means by which Ion range capital purchases planned; 2 to 9 9 p hide could be monitored and p ) provide a `control center" for purchase/maintenance /usage of vehicles and ' equipment; and 3) to divorce from the operating costs the peaks and valleys created by a number of major purchases occurring (or not occurring) in any one year. During any five year period, since origination of this fund, costs have approximated 2 %, of the valuation of property within the community (the relationship between property sewered, streets /utilities, and equipment necessary for property/public improvements served is highly predictable). The City t completes a debt analysis study each year to insure that the debt structure of this fund stays within the 2 mill guideline and that overall debt stays within 8 mills.
