PUBLIC SAFETY COMMISSION MEETING MINUTES
JANUARY 11, 1996

Commission Chair Weber called the meeting to order at 7 p.m.
Commissioner Berkland motioned, Commissioner Bemhjelm seconded to approve the PSC minutes
' of November 9, 1995. All voted in favor, and the motion passed.
CPS Beth Hoiseth, on behalf of the Public Safety Commission, presented Gene & Doreen Borg
' with a plaque in recognition of their sponsorship and commitment to the 1995 Bicycle Safety
Citation Program. 240 McDonald's free hamburger citations were awarded to children. This
program was a huge success, and will likely continue this year.
' CRIME PREVENTION
CPS Hoiseth also reported on her presentations, training and programs.
FIRE DEPARTMENT
1st Assistant Chief Bob Moore stated the Combat Challenge Team returned from competition in
Florida, and placed 50th. Also, being one of two volunteer fire departments attending, they
received a special award. More training is anticipated to hopefully qualify for the regional finals.
The Fire Department has noted an increase in carbon monoxide calls.
CARVER COUNTY SHERIFF'S DEPT
Captain Holt reported the Chanhassen deputies have begun their new schedule, which is straight
shifts vs. switch shifts. A new deputy, Benjamin Geurs will be joining the current Chanhassen
deputies.
Captain Holt will be discussing a commercial vehicle weight restriction enforcement program with
Director Harr.
Detective Roger Roatch, of the Carver County Dive Team, will be staging a simulated ice rescue
during the February Festival, February 17, on Lake Susan.

Three applicants have applied for the two openings on Public Safety Commission. The '
Commissioners will interview these applicants on Feb. 8, at 6:00, 6:15, & 6:30 p.m., before the
start of the Commission's planning meeting.
Commissioner Berkland motioned, Weber seconded, to approve the 1996 planning schedule of '

Public Safety Commission meetings, with some flexibility. All voted in favor, and the motion ,
passed. A suggestion was noted to add the discussion of a full-time fire chief for the February
meeting.
The proposed Public Safety survey was discussed. Additional suggestions were to add questions '
regarding ambulance/ rescue /medical and animal control services. Another suggested question
would be "what is your most important safety concern? ". Mayor Chmiel would like to see a notice
put in two issues of The Villager informing residents that survey is being distributed. '
Commissioner Berkland asked if the word "concerns should be changed to "suggestions ".
Discussion followed on how the survey would be distributed (postcard, return stamped envelope,
city newsletter, etc.) t
The siren issue was tabled.
The discussion of paramedic services was tabled. '
Bob Zydowsky was introduced as the new Deputy Public Safety Director effective January 1,
1996. '
Councilmember Senn requested that the Public Safety Commission address the issue of
snowmobile speed limits on Chanhassen lakes. Commission Labatt reported that the City of
Minnetonka lowered the speed limit on lakes to 40 MPH day, 20 MPH night. Discussion followed. '
It was suggested that at a future PSC meeting have a representative from the County & the
Chanhassen Snowmobile Club present to answer questions on education & enforcement.
Deputy Directory Zydowsky demonstrated the new laser radar unit using light waves. It is a very '
accurate unit displaying speed & distance. All daytime Chanhassen deputies & Officer Zydowsky
will receive training next week. I
