' 7. Mike Wegler has received three quotes for the purchase of a new crack sealer. In order to have the crack
sealer built and ready for spring use, we are requesting the low bid award to Stepp Manufacturing, Company,
Inc. for $11`486.03 including sales tax.
' 8. To help enforce the weight restrictions in spring, portable scales were budgeted for 1996. Two quotes have
been received and the low bid of $6,113.23 to Twin City Scale Company is recommended for approval.

I am recommending purchase of Stepp OJK -120 DcQt1= Jacketed Kettle and trade -in of 1993 Stepp OJK-
120-P. The 1993 kettle has a gas engine and an pining propane burner, which can present a safety
hazard. The new model has a diesel powered engine and a diesel fired burner making it a safer piece
of equipment. The 1993 model also has a number of hours of use that makes it questionable as to its
future serviceability. Stepp Manufacturing has the low bid and will allow the greatest discount in price
for the trade. Also, Stepp is a local company and we have experienced good service from them in the
past.

' The above list of vehicles and equipment were discussed and included in the approved 1996 city
budget. As in years past, the City has found it to be very financially favorable to purchase
vehicles and equipment which are available on the State of Minnesota and /or Hennepin County
' bid contracts. These agencies have gone through the formal bidding process for a large number of
vehicles and equipment, much more than a local agency such as the City would purchase in any
given year. Therefore they are able to offer substantial savings over what the City might expect to
' receive in terms of bid prices for vehicle and equipment purchases. All of the above listed vehicles
and equipment are available to the City to be purchased under these larger agency contracts. It is
recommended that the above list of vehicles and equipment, which are available under the State of
Minnesota and/or Hennepin County bid contract, be authorized for acquisition.

equipment are less than amounts budgeted for 1996.

Commentary
Internal Service Fund- Vehicle/Equipment Maintenance
General Comment: This fund was established: 1) to provide a means by which long range capital purchases could
be monitored and planned; 2) to provide a "control center' for purchase/maintenance /usage of vehicles and
equipment; and 3) to divorce from the operating costs the peaks and valleys created by a number of major purchases
occurring (or not occurring) in any one year. During any five year period, since origination of this fund, costs have
approximated 2% of the valuation of property within the community (the relationship between property sewered,
streets /utilities, and equipment necessary for property /public improvements served is highly predictable). The City
completes a debt analysis study each year to insure that the debt structure of this fund stays within the 2 mill guideline
and that overall debt stays within 8 mills.
