' It is my understanding that the city council has requested responses to three questions regarding
the aforementioned change order:
Regarding the wiring configuration:
1. Why did the consultant not think of this?

1. Why did consultant(s) not think of this? Barton Aschman & Associates and Holden &
' Associates worked off a plan set produced for the lighting of Ballfield #1 in 1986. That plan
"cut" the corners of the ballfield to save costs. The same design was utilized on Fields #4
and #5. The consultants and staff were aware that this would require some in -house work on
' the irrigation system now present in the fields and would require trenching across the fields.
2. Why did staff not find this? I was cognizant of the impacts under each wiring alternative.
In an effort to minimize costs, I made the decision to allow the contract to go out with the
wiring diagram cutting the corners.
' As the council is aware, a favorable bid was received on this project. In light of this and the
contractors interest in avoiding the irrigation system and trench settlement in the playing area,
I allowed him to submit an estimate for the additional wiring. Upon receipt of this quotation,
it appeared high. However, upon inspection by the electrical consultant, he reported the
estimate to be well within industry standards (based on lineal foot costs).

However, at the discretion of the state electrical inspector, they can be required. Upon review '
of project plans, the state inspector requested the addition of these conductors.
The pertinent question regarding this change order is one of value. Is it worth $1,925 per field to ,
avoid disturbing the underground sprinkling system and trench settlement in the playing area?
Cash out of hand to repair the irrigation lines is estimated, at $500 -$700 per field (time and
material). The value of not subjecting the fields to trench settlement is less defined. The value '
of avoiding the nuisances of trench settlement does not equal $1,225 or more per field. However,
forecast a potential sprained ankle or twisted knee and the cost is warranted.
RECOMMENDATION
It is recommended that the city council approve Change Order No. 1 to the Lake Ann Park '
Ballfield Lighting Project in the amount of $4,350.

' On September 23, the city council awarded the Lake Ann Park Ballfield Lighting Project to
Electrical Installation and Maintenance Company (EIM). Upon detailed review of construction
documents, Mr. Ken Pysick, President of EIM contacted me to discuss two contract amendments:
' 1. Installation of identified I.D. conductors in service lateral.
* Grounded I.D. conductors required by inspector.
2. Route wiring system around perimeter of ballfields in lieu of across fields.
* A desired plan amendment to minimize disturbance of irrigation systems and to avoid
' trench settlements on the playing surface.
The addition of both these items is supported by staff and is well within the original project
budget.
' RECOMMENDATION
It is recommended that the city council approve Change Order No. 1 to the Lake Ann Park
Ballfield Lighting Project in the amount of $4,350.
