Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow Todd Gerhardt Update on TH 101 Improvements (Lyman Boulevard to Pioneer Trail) March 28, 2011 Page 2 Public involvement activities have been initiated for the project including the following: • Distribution of Newsletter #1 to inform area residents about the project in November, 2010. • A public open house meeting was held on December 2, 2010. The current project schedule includes the following key milestone dates: • Distribution of Newsletter #2 April, 2011 • Open house meeting #2 May, 2011 • Complete EA/EAW for Distribution and Comments June, 2011 • EA /EAW Public Hearing July, 2011 • Submit Preliminary Roadway Design for Mn/DOT Review July, 2011 The intent is to have all preliminary design and EA/EAW reviews and approvals completed by December, 2011 to allow the project to proceed to final design in 2012. Project construction is currently planned for 2013. The project construction is proposed to be financed primarily through Federal Transportation Funding secured through the 2009 regional solicitation process. These funds become available starting in 2013. The required matching funds are planned to be funded by Mn/DOT. The City share of the construction will consist of trunk utility improvements for future developments and hook ups. DISCUSSION A number of preliminary design and environmental review tasks have been completed to date including: • Preliminary Soil Exploration and Geotechnical Analysis • Traffic Forecasting • Traffic Impact and Crash Analysis • Development of a Preliminary Roadway Layout and Profile (See Attached) • Storm Drainage Analysis • Watermain and Sanitary Sewer Analysis Staff and the consulting team will review the status of these various tasks with the Council at the work session. We are requesting input from the Council on the project before proceeding with further design and public involvement activities. Carver County staff, the County Board, and representatives of Mn/DOT have been invited to join us for this discussion. The improvements are proposed to improve safety and mobility along the corridor. The project is consistent with the 2007 101 corridor scoping study. Federal funds are proposed to be used to pay for most of the improvements and other state funds are anticipated to pay for the remaining construction costs. The City will need to pay for extension of watermain consistent with the 2030 comprehensive plan. I Justification ITo improve safety and mobility on TH 101.
