This will confirm my discussions with representatives of the County
and each of the Cities concerning the scheduling of a joint work
session among the Carver County Board of Commissioners and the City
Councils of Chanhassen and Chaska to hear a prese.ntation and
discuss the proposed new- 212 Toll Road. Representatives of
Interwest /DLR Group Infrastructure Corporation and 212 Community
Highway Association will be present. We are also inviting
legislators and Metro Council representatives of Carver County to
attend.
The meeting is'scheduled for Wednesday, January 17,.1996 beginning
at 6 :00 p.m, in the Board of Commissioners room of the Carver
County Courthouse.-

The guidelines contained in this Technical Memorandum are to be implemented immediately.
INTRODUCTION AND BACKGROUND &-p-;
' The Minnesota Department of T-ransportation (MrVDOT) has traditionally installed u'le standard City
Name Marker sign (Sign No. 12-3, white legend/green background) at communities identified on the
' official Minnesota Highway Map and/or official county highway maps. Population figures are
included on the sign, which is located on Mn/DOT right -of -way at or near the corporate boundary.
Reference: Minnesota Traffic Engineering Manual (TEM), Section 6 -8.04, (3) and Minnesota
' Manual on Uniform Traffic Control Devices, Section 213-8.2.
Since there has been a continuing series of requests by cities to attach supplemental sign panels to the
' City Name Marker sign, this proposal is Mn/DOTs attempt to allow communities to express their
own identity. By permitting the displaying of sign panels, communities would be allowed to pick what
is locally important for installation on trunk highway rights -of -way.
' The new, optional devices are called Community Recognition ty � Signs.

RESTRICTIONS
' Community Recognition Signs will not be allowed on Interstate freeways statewide, or on freeways
and expressways in the seven county Metro area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott
and Washington counties).

Community Recognition Signs will
ty gru gn be provided in accordance with the following criteria:
' Retain the City Name Marker sign as is. If a community decides it does not want the population
l/ included on the city name marker, Mn/DOT will cover or remove this legend on the sign panel.
2. Sign panels are to be initiated and coordinated by the community.

3. Any combination of sign panels up to a total of 6 feet (1800 mm) in length by 2 feet (600 mm)
in height may be permitted. These panels may be installed horizontally either below the City
Name Marker sign or, if preferred by the district/division, below an existing Star City sign panel
If it is mounted on its own structure.
4. The community shall pay $200 up -front to Mn/DOT for reimbursement of costs incurred by
State forces to:
• raise the existing city name marker sign panel 2 feet (600 mm) or the Star City sign panel 1
or 2 feet (450 or 750 mm) as required.
• modify the U- channel sign structure. This includes furnishing and installing knee braces if
necessary in order to meet breakaway and wind loading requirements.
• furnish and install horizontal stringer for the mounting of Community Recognition Signs.
5. The sign background, or the predominant color, may be any color except red or orange.
6. Sign panels shall be either non - reflective or not more reflective than High Intensity (II)
sheeting. Fluorescent materials shall not be used on sign panels.
7. Sign base materials shall be of sheet aluminum or other materials approved by Mn/DOT. See
Minnesota Standard Specifications for Construction, 3352.2A1 and 3352.2A1b.
8. The message on sign panels shall not simulate a traffic control device or contain directional sign
messages or advertising for a commercial product or service.

10. Sign panels designs shall be approved by district/division traffic engineer.

Installation of Comnwnity Recognition signs on horizontal stringers shall be in accordance with
' the TEM, Figures 6.5A and 6.5B.
12. Fabrication, installation and maintenance of sign panels shall be administered by the city under
' the Mn/DOT permit process.
13. Replacement cycle (the end of their useful life) of the sign panels will be determined by the
' Mn/DOT district/division office. Removed sign panels will remain the property of the
community.

14. The following are examples of sign panels that are permitted:
• Non -profit service organizations
• Special programs, either permanent or temporary (i.e. DARE, Tree City)
• City logo
•. City recognition slogans (e.g. State Baseball Champions)
