PROPOSED MOTION
"The City Council approves the feasibility report and authorizes preparation of
plans and specifications for the TH 101 and Pleasant View Road Intersection
and Trail Improvement Project No. 11 -05."
City Council approval requires a simple majority vote of the City Council
present.
BACKGROUND
On June 28, 2010, Council directed staff to apply for State of Minnesota grant funds
for roadway and trail improvements at the TH 101 and Pleasant View Road
intersection.
At the February 14, 2011, Council meeting staff gave the Council an update on the
project. .
On February 28, 2011, the Council approved a limited use permit authorization to
construct the future trail extension in the TH 101 right -of -way.
On March 3, 2011, a neighborhood meeting was held in the Council Chambers. One
Hundred Thirty Four (134) notices were sent out and 13 property owners attended
from both the City of Chanhassen and Eden Prairie.

DISCUSSION
The City was successful in obtaining grant funds for
improvements to the TH 101 and Pleasant View Road
intersection and trail improvements.
In general, the improvements include adding left turn
lanes on northbound and southbound TH 101 at Pleasant
View Road. A right turn lane from eastbound Pleasant
View Road to southbound TH 101 is also planned. While
a signal is not warranted by MnDOT standards at this
time, the improvements are expected to improve safety
and traffic circulation at the intersection. The project also
includes trail improvements. The current gap in the trail
between Pleasant View Road and Townline Road will be
completed along the west side of TH 101. The plan also
calls for extending the trail on the north side of Pleasant

View Road from TH 101 to the existing trail crossing at the Near Mountain Trail connection. Along
with the trail, concrete curb and gutter is also planned to improve drainage and better separate the
vehicle traffic from the new trail.
The grant application is through MnDOT's Metro Municipal Agreement program. The Municipal
Agreement Program provides funding for construction projects that are developed and administered
by local agencies and provides a benefit to both the local community and the trunk highway system.
These funds are intended to pay for a portion of the construction costs of the project. Right -of -way,
utility relocation and design costs are not eligible for funding. The trail improvements on Pleasant
View Road are also not eligible for grant funding.
The survey for the project area is complete and has been entered into the design files. Some right -
of -way will be needed from the property at the southwest quadrant of the intersection for roadway
and trail improvements. Trail easements will be needed from some properties north of Pleasant
View Road that back up to TH 101. No easements are anticipated from the properties that back up
to Pleasant view Road for the trail improvements. No right -of -way on the Eden Prairie (east) side of
TH 101 is anticipated. Staff is currently working on the easement appraisals and will be sending out
easement information to the effected property owners in the near future.
The scope of the project has increase slightly from the concept phase, when the project was
submitted to MnDOT for funding, to the preliminary design phase. These scope changes include:
• Larger pavement section for the TH 101 turn lanes than expected.
• Additional turn lane reconstruction at Fox Hollow Drive.
• Additional pond over sizing and cleanout along with storm sewer.
• More retaining walls.

FUNDING
The grant funds the City has received for this project is $594,000. Included in the funding is
$44,000 to help pay for construction administration costs. MnDOT has indicated the grant will be a
lump sum amount not tied to construction bids. The current total construction estimate is $759,000.
This cost includes $20,000 for contingencies. The funds budgeted for this project is $815,000. The
construction estimate will be revised as the design becomes more detailed. The City's local share is
proposed be funded through the Park Dedication Fund, the Street Management Fund and the
Stormwater Utility Fund. No other agencies are anticipated to partner with the City on the project.

NOW, THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. Such improvement is necessary, cost - effective, and feasible as detailed in the feasibility
report.
2. Such improvement is hereby ordered as proposed in the Council resolution adopted
March 28, 2011.
3. Approves the feasibility study and authorizes the City's project consultant, Kimley -Horn &
Associates, to prepare plans and specifications for the TH 101 & Pleasant View Road Intersection

The City has applied for state funds to make improvements to the intersection of TH 101 and Pleasant View Road. These improvements include
turn lanes, shoulder, drainage and-trail improvements. The project would widen the intersection so left turn lanes can be constructed and curb and
gutter on TH 101 would be constructed where necessary. A 10' wide bituminous trail would be constructed on the west side of TH 101 from
Pleasant View Road to Town Line Drive. A trail would also be constructed on the north side of Pleasant View Road to connect to an existing trail
crossing.

Justification
There are over 170 stormwater ponds in the City of Chanhassen, all requiring regular maintenance to assure they function to National Urban

Separate Storm Sewer System permit.
