The revised engineer's estimate for the project is $100,000. A reference chec has been made and found to be favorable on Municipal Builders. The low bid is well under the revised engineer's estimator; however, the low bid is significantly higher than the 1995 budgetary allotment for this work T his cost increase is primarily the result of some beneficial system modifications which became mown during the design and plan preparation stage, i.e. the vanabl� speed pump drive syste The variable -speed pump drive system adds approximately $Z5' ;000 over the previous type of drive system; however, it is deemed to be the long -term cost effective measure for the City's water - supply system. Not only has this Jlioost5fsMtion been a maintenance headache over the years, it previously had a projected replacement cost in the neighborhood of $250,000. Increasing the investment into the repairs at No. 3 by installing the variable -speed pump drive system will allow for the future e of the problematic in -line booster station thus yielding a long -term capital cost savings of in excess of $200,000, not including long -term maintenance cost savings. Staff has reviewed the 1995 budget account for the Sewer and Water Utility Expansion Fund No. 710. It is apparent that there are some unexpended dollars remaining in the repair and maintenance of the utility account which could be earmarked and carried forward along with the original budgetary amount for this project to complete this work as proposed in 1996. Don Ashworth January 3, 1996 Page 2 In conclusion, it is believed that the recommended revisions to Well No. 3, including the variable -speed pump drive system are of long -term financial and service benefit to the City's overall water supply system and that the low base bid received from Municipal Builders is fair and reasonable for the associated work to be performed.
