A section of Fox Hollow Road between Gray Fox Lane and Pleasant Park Drive is a substandard City street approximately 22 feet wide with curb and gutter. The rest of Fox Hollow Road is 31 feet wide with curb and gutter. The street is also very curvilinear. ' With parking on both sides of this segment of street makes it virtually impassable unless the vehicles park on the grass. The City has expanded the parking lot facilities at North Lotus Lake Park. This should provide adequate parking for the park facilities. Staff sent out public hearing ' notices to the affected property owners along Fox Hollow Road and Pleasant Park Drive. We received only two replies with concerns about overflow parking into the adjacent street (Pleasant Park Drive). Staff will be monitoring the overflow parking situation as a result of this no parking ' designation. If those areas become of concern, staff may consider expanding the no parking zone accordingly. It is therefore recommended that the City Council adopt the attached resolution restricting parking on the north side of Fox Hollow Road between Pleasant Park Drive and Gray ' Fox Lane on the non -curb section of Fox Hollow Road. WHEREAS, vehicles are parking on both sides of the street making it virtually impassable. NOW, THEREFORE, BE IT RESOLVED by the Chanhassen City Council that a no parking zone is hereby established on the north side of Fox Hollow Road between Pleasant Park Drive and Gray Fox Lane along the non -curb section of Fox Hollow Road as indicated on the attached "Exhibit A ". Tuesday 10/22 Bob Beduhn spoke with Sharmin A -Jaff in the City Planning office and learned that the USPS is building a carrier annex in Chanhassen Business Center in a lot adjacent to Bluff Creek estates - where we all live. He spread the news among the neighbors. Footings had been dug. Wednesday 10/23 - Friday 10/25 The city planning office was contacted by many concerned neighbors. An infomational meeting was scheduled for 10/30 with representatives of the USPS. Between rainstorms, footings had begun to be poured. Sunday, 10/27 ' Neighbors met to compare notes about what we had been told, both when we inquired about the plans for Chanhassen Business Center prior to purchasing our lots and in ' the last week since we learned of the new development. Monday, 10/28 ' Attended City Council Meeting and informed council of our concern and that we would like to see their support and attendance at the meeting on 10/30. ' Tuesday, 10/29 More phone calls were made by neighbors to council members and USPS officials. Lots of finger pointing - little resolution. Neighbors met to share information and ' develop a plan for our desired outcome of Wednesday's meeting Wednesday, 10/30 ' Met with USPS representatives and their architects. Project was sugar coated and we learned that city had much more notice than we'd previously believed about this project. USPS agreed to address issue of berm between their project and our homes. ' Thursday, 10/31 ' As requested by USPS, written request for changes to project were faxed to USPS. City of Chanhassen requested that USPS stop construction on site. USPS refused. ' Saturday, 11/2 Awoke at 7AM to construction taking place on USPS site. Land was moved all day. Research done into postal service regulations regarding new projects. Learned EA ' was completed without notice to impacted land owners. Sunday 11/3 Met with landscape designer hired by neighbors to develop our own plan for berm between USPS facility and neighborhood. Monday, 11/4 Construction continues. Piles of dirt grow over the horizon. Neighbors met to discussed scheduled Planning Commission meeting and how we planned to approach it. Learned more about EA and it's purpose. Tuesday, 11/5 Construction continues. Dirt is being hauled out of site. Attended Planning Commission meeting until 12M to discuss USPS project. Berming concepts presented with recommendation from Commission that differences be resolved. Planning commission recommended approval of project to City Council with changes including moving loading dock to front of building and berming with landscaping. Kate Aanenson was requested to schedule meeting with Roger Knutson and neighbors to address concerns about mis- information in EA. Wednesday, 11/6 Construction continues. New fax went to federal representatives requesting support and some action to encourage USPS to respond to our request. One representative responded. Call made to Postmaster General's office bringing the matter to their attention. Concern was to be brought to appropriate department for action. Thursday, 11/8 Construction continues. Small trees have been covered by dirt from the site. Environmental lawyer consulted by neighbors to discuss the legal ramifications of inaccuracies in EA and what is appropriate path for neighbors to take. Neighbors received copy of EA. Friday, 1117 Meeting took place with Roger Knutson and city officials. Letter to be drafted for Council approval urging USPS to meet the needs of the concerned neighbors. City agreed to get the advice of a noise consultant on this issue. Learned that USPS EA indicates that project will go through Chanhassen's planning & site review process. Saturday, 11/8 Awoken by 7AM construction. The piles of wet black soil are growing on top of the bike path between the USPS site and the residents. The path is totally blocked. Monday, 1 i /11 Construction continues. Additional trees are buried by dirt and the bike path is completely covered the entire length of the USPS property. Notice was received from the USPS that they will cooperate on Berming issues. Tuesday, 11 /12 Here we are again and construction continues. 7 7 J ri
