Kate Garwood, staff member Council with an update on the progress SOUTHWEST METRO TRANSIT SOUTHWEST METRO TRANSIT HUB ' GENERAL DESCRIPTION ' The Southwest Metro Transit Commission (SMTC) established the need for expansion of their park and ride capacity with a study in 1990. The study identified an initial need for 475 parking spaces, with the need growing to 1,200 spaces by the year 2010. Several sites were investigated ' for a new park and ride facility. The result of the site study was the selection of the current 22+ acre site at the southwest corner of Highway 5/212 and Prairie Center Drive. ' This project is a part of coordinated plans for transit in the region. It is an approved facility within the Metropolitan Council's Five -Year Facility Plan, scheduled to serve Southwest Hennepin and East Carver Counties. It is also officially adopted in MnDOT's State Implementation Plan as ' an approved transit hub location. The Transit Hub is situated in the Eden Prairie Major Center Area, in the heart of the future "Downtown Eden Prairie ". There will be a variety of opportunities for intermodal transportation ' from the site, including: • Express Commuter Service • Reverse Commute ' • Employer -Based Shuttle Service • Dial -A -Ride • Mall of America/Southdale Shuttle • Southwest Circulator Service • Airport Shuttle • Local School Bus Interface Some of these services are already in place. Others will be possible when the facility is built. DEVELOPMENT & CONSTRUCTION FUNDING ' A Federal ISTEA (Intermodal Surface Transportation Efficiency Act) grant was received for the project in 1993. The ISTEA grant provides for 80% of the entire cost of the project from land ' acquisition to completed construction. The grant requires a 20% local match for funding. That portion of the project cost has been provided by the Metropolitan Council. ' CONSTRUCTION PHA IN The 22+ acres will be developed in phases: ' PHASE I: Soil corrections, site work, the passenger service center, and the express station are all planned to be completed as part of the first phase, beginning in Mid -1996. The passenger service center is approximately 9,000 sq. ft. in size. SMTC offices ' will be located on the upper level; dispatch and order - taking facilities and a passenger waiting/public area will be on the first level. ' PHASE II: Transit - related commercial development is planned at the periphery of the large parking area. Between 15,000 and 25,000 sq. ft. of commercial use is planned in two or three structures. Uses proposed include: dry cleaners, bank, fast food, post , A Joint Powers Agreement by and between the cities of Chanhassen, Chaska, and Eden Prairie I I office /mail center, coffee shop, bagel/deli shop, gas station, etc. Making these types of uses available at one location will help to remove more cars from the road, ' avoiding the need for people to make several stops on the way to work or home. This phase is planned to begin in Early -1998. ' PHASE III: Development of the east and west ends of the 22+ acres will be the last phase of project. Because of its high visiblity and ease of access at the intersection of Highway 5/212 and Prairie Center Drive, the east site is proposed for entertainment uses and a large hotel or office building. A parking deck will be added to the site ' concurrent with the development to accommodate the increased need for parking. The west site is proposed for housing in accordance with the Metropolitan ' Council's Livable Communities goals. Because Southwest Metro represents all three communities, discussions are planned with Chanhassen, Chaska, and Eden Prairie, as to how each may benefit from the housing on this site.
