This memorandum will confirm that I have placed the item you requested onto the city council agenda
for October 28, 1996. The item can easily be pulled if you would rather discuss this at our budget work
session of November 4, 1996.
Pam has provided to you a complete listing of all existing salaries, anticipated increases to occur at end
of year (generally cost of living), and merit increases as would occur in mid -1997 based upon an
employee's current position in their respective range, i.e. a 4 -5% increase can be achieved if you are
currently around 70% of midpoint whereas a much lesser percent (0 %) if you are high in your range.
Karen has recently distributed the current job descriptions for each employee to all departments. During
November through mid - December, each first line supervisor will meet with each employee under his /her
supervision to discuss whether the current job description is accurate or needs modifications. The same
' process keeps moving up the ladder until the last group is reviewed, i.e. myself meeting with the
department heads. At each level of review, the employee is informed of the salary adjustment which is
anticipated to occur at the end of the year. Again, the cost of living adjustment is rarely modified with
the exception being for an employee who received a negative mid -year review. The process culminates
in a revised pay classification plan and proposed departmental goals for the following year —both
occurring in December. Actual salary adjustments occur on the second payroll period in January (first
' payroll period being reserved for overtime payment from December and payment of December hourly
employees).
' The review process repeats itself in June with modifications being processed on the first payroll in July.
Again, Pam has distributed copies of salaries as currently exist and anticipated adjustments for end of
year and mid -1997. Although the mid -year adjustments are computer generated using placement and
midpoint as the primary factor, first line supervisors and department heads have regularly given negative
' reviews which resulted in 0% increases.
