1. Utility Cost
The FY 96 utility bills for Sewer /water, gas and electricity were reviewed. The School District has been
paying the total each month and pursuant to the Joint Power Agreement/Lease, the City of Chanhassen
annually pay their portion (24 %) to the District. The District will forthwith bill the city for $8,266.92
Minnegasco, $13,030.62 NSP and City of Chanhassen (sewer and water) $1,386.05 for a total of
$22,683.59.
2. Facility Use
The cooperation with Chanhassen Athletic Association, School District and City relating to the Bluff Creek
complex was discussed. Todd Hoffman of the Park Commission reported that supervision, fees and
maximum use limits were under study and that he predicted city action (a policy) soon. A January 1, 1997
was mentioned as a possible implementation date.
3. Winter Maintenance
Under the lease, the District is continuing to provide interior maintenance and the City all exterior
maintenance. With winter soon upon us, snow shoveling, ice control and parking lost plowing was
discussed by Dale Gregory, Park Superintendent, and Greg McGree, Building /Grounds Supervisor.
The city will continue providing this maintenance with Dale and Greg coordinating vendor and service.
Issues to watch are the 6 a.m. daily opening of Day Care and 7 a.m. Sunday church rentals.
4. Daily Operations
All City and School representatives praised the successful quality of cooperation. The building is '
functioning beyond expectations. Cathy Gallagher, Bluff Creek Principal, summed the attitude up by
stating "everyone has been most accommodating... this has been a very, very wonderful relationship ".
5. Warranty and Repair '
Several construction issues under Fund 6 were reviewed with frustration demonstrated by some as to
projects that need finalization. John Gockel is the school agent best able to resolve outstanding projects. ,
Dave Peterson will work with John Gockel, HGA, Greg McGree and Todd Hoffman on Fund 6 issues.
A memo from Carl Mattson has been reviewed with HGA and John Gockel as a guide to project '
completion.See reverse side.
6. Playground Maintenance
Todd Hoffman requested that the elementary student playgrounds be excluded from City's exterior
responsibility. The school representatives basically agreed with Todd, agreeing to bring back a draft
lease addendum for the Commission to consider at it's next meeting.

' 1. Highway 212 What Next? The Eden Prairie vote does not mean the end o� k*1N, 4XA1
project. Interwest has advised local officials and MnDOT representatives t at it intends to
continue its efforts to arrive at a proposal for the T.H. 212 project which will be mutually
' agreeable. Mayors and City Administrators of the cities are meeting in the near future to discuss
the process recently completed. Interwest has asked that they also consider whether the vetoed
project can be amended so as to be mutually agreeable. If that is not possible, Interwest intends
' to seek help from the Legislature. Among the options under consideration are amending the toll
road enabling legislation, the possibility of raising existing transportation revenues during the
1997 Session, and NInDOT and/or Metropolitan Council and/or the T egislature more clearly
' articulating the future of toll roads in Minnesota, generally.
' 2. Observations From the Thirty Day Veto Period. As a result of numerous post mortem
discussions regarding the project, several observations can be made from the experience of the
thirty -day review period. Among them are the following:
' - Local governments along the corridor support the construction of the new highway. The
enclosed resolution of the Eden Prairie City Council affirms the continuation of the
' project. Also, enclosed is the written statement of City Councilor Thorfinnson of Eden
Prairie.
- Citizens and some city officials apparently still believe that MnDOT and the State have
the funds and don't understand why the surplus can't be used to build T.H. 212. It is
important to note that many citizens did not distinguish between the transportation fund
' and the general fund. If there is a large projected surplus for the next biennium, MnDOT
will need to explain the difference between the funds.
"We don't want to be the only toll road in the state." The comment was heard countless
times throughout the month. To counter the feeling, MnDOT needs to develop a plan or
policy statement indicating when toll roads will be built.
- The road is not needed! Despite the support of the official bodies of the cities for the
road there is opposition to the road being built, irrespective of the funding method.
3. Coalition Meeting Scheduled to Discuss Strategy for the Corridor. A meeting of the Coalition
is scheduled for Friday, October 11, 1996, at 8:00 A.M. at Chanhassen Recreation Center (Annex
to Bluff Creek Elementary at the southeast corner of Galpin Road and T.H. 5). An agenda for the

Dear Mr. Libson:
I apologize for the length of time it has taken me to respond to your message of July 10, 1996. Our
network administrator changed my address and I did not know until this past week that lots of messages
were floating around in cyberspace.
The status of upgrading TH 101 is not as bleak as presented in your message. Written agreements are
nearly complete which will have Hennepin County acting as the lead agency in improving TH 101 from
Highway 5 to Chanhassen's northern border. In actuality, several agreements are nearing completion—
Hennepin County and the State of Minnesota, Carver County and the State of Minnesota, Carver County
and the City of Chanhassen, City of Chanhassen and State of Minnesota, and Hennepin County and the
City of Chanhassen. By regular mail I will send you the most recent copy of each of these agreements.
All parties are in agreement that a pedestrian path should be included on both sides and although no
design standards currently exist, it is anticipated that the roadway will be 4 lanes with curb and gutter,
storm sewer, street lighting, and potentially signals. I will also be sending a copy of the meeting notice
and notes taken by our city engineer attempting to identify all of the issues /concems /regulations which
may be encountered in making this project a reality. All entities have established a goal of completing all
of the studies/hearings /regulatory processes (EAW, watershed district requirements, etc.) in 1997 with
the actual construction occurring in early 1998 (substantial completion by the end of 1998).
Thank you again for writing and I will attempt to provide future updates as the agreements are finalized
and a more definitive schedule is established.

This Memorandum of Understanding is made by and between the
State of Minnesota, Department of Transportation, hereinafter referred to
as the "State" and the City of Chanhassen, Carver County, Minnesota,
acting by and through its City Council, hereinafter referred to as the
'" City " .
WHEREAS, the Counties in the Metropolitan Area and the State
concur that in the interest of bringing decision making for routes of specific
functional classification into the appropriate levels of government, it is
necessary to change jurisdiction of certain routes;
Therefore, it is the intent of the State, the Counties and the City to
vvork toward the following objectives:
1
Article I - Nonbinding Memorandum of Understanding
1. This Memorandum of Understanding (hereinafter "MOU ") is not a
binding agreement and that any binding obligation of the parties to this
MOU will be made pursuant to written and properly executed and
approved agreements.
2. This MOU is intended to be the Notice of Pending Release to the
party who will receive the released roadway.
Article II - Definitions
1. Definitions used in this MOU shall mean the following:
Receiving authority - The political subdivision which receives
jurisdiction as a result of jurisdiction transfer.
Transferring authority - The political subdivision which has
jurisdiction prior to jurisdiction transfer.
Route -miles - The distance as measured along the existing
roadway, between termini, rounded to the nearest 1 /100 of a
mile.
Article 111 - Introduction of Legislation
Implementation of jurisdictional transfer as listed in this MOU
requires approval of enabling legislation by the State Legislature and other
binding agreements between the parties. The State will prepare and
introduce appropriate legislation with notification to the City no less than
two (2) weeks prior to the introduction to the Legislature.

Article IV - Basis for Determining Compensation

The party receiving subject roadways as anticipated in this MOU (receiving
authority) will be compensated for each change of jurisdiction as follows:

1. It is anticipated that all project funds allocated in the improvement
'
programs transferring authority that relate to the subject roadways
described in this MOU, will transfer to the receiving authority in the year
'
designated in the transferring authority's improvement program. Project
'
funds will include estimated construction funds. Project funds that are
'
transferred must be used on the transferred route; any interest accrued on
such funds must be used on roadways under jurisdiction of the receiving
authority. Note: At this time, no such projects are anticipated.
' 2. The parties anticipate that Municipal State Aid Turnback Account
funds may be utilized by the City for improvements to subject roadways
transferred to the city resulting from this MOU in accordance with
' Minnesota Rules 8820 in effect on the date of the jurisdictional transfer,
and Screening Board Resolution Re: Trunk Highway Turnback - October

funds under Article IVA turnback construction funds will be reduced by an
I equal amount; funds received under Article IV.4 are exempt from this.

3. Municipal State Aid System funds may be utilized by the City for
subject roadways transferred to the City under agreements resulting from
this MOU in accordance with Minnesota Rules Part 8820 in effect on the
date of the jurisdictional transfer, and Screening Board Resolution Re:
Trunk Highway Turnback s October 1967 (latest revision, June 1989).
4. It is anticipated that State Trunk Highway funds will be made
available to the City at the beginning of State fund year 1997, in the sum
of $660,000, for a Cooperative Construction Agreement Project that will
improve the access to Lake Ann Park by constructing a frontage road on
the north side of TH 5 in the City of Chanhassen.
5. It is anticipated that the receiving authority will prepare studies,
proposals, plans, right of way acquisition, and generally conduct the work
of developing projects on subject routes, at no cost to the transferring
authority. An agreement with Carver County should be pursued by the
receiving authority to determine who will be the lead agency for planned
projects and how the work will be divided between parties. All information
in the transferring authority's files relating to the subject roadways will be
made available to the receiving authority upon request at no cost to the
receiving authority.
Article V v Identification of Routes and Schedule
The parties intend to execute an agreement relating to the routes
identified herein. Additions of routes other than listed will require approval

of the Commissioner of the Department of Transportation, and the City. It
is the intent of the parties to achieve jurisdictional transfer within one (1)
following legislation.

The above State Route will be conveyed in accordance with Minnesota
Statutes. The above described trunk highway is shown on the map

marked Exhibit A, and by this reference made a part hereof.
The State and City intend to agree to the future right of way limits
' at State /County /City intersecting roadways, prior to the transfer of land
title for each subject roadway.
Article VI - Infrastructure Management Responsibilities
It is anticipated that all routes included in this MOU will continue to
be included in the transferring authority pavement management system
and, when appropriate, receive program funds for pavement management
until such time as the roadway changes jurisdiction.
All routine maintenance on the subject route covered in this MOU
will be the responsibility of the transferring authority up until the time of
transfer. This includes keeping any routine maintenance agreements with

municipalities in force also. It is anticipated that where maintenance
agreements exist the receiving party will replace the existing agreements
With their own, so that no lapse in coverage will occur. Nothing in this
MOU is intended to prohibit the State or City from entering into roadway
maintenance agreements, including reimbursement provisions, for any
roadway identified in this MOU.
Article VII - Information and Records Transfer
The transferring authority intends to make the following information and
records available to the receiving authority upon request, to the extent that
they are available, for the route to be transferred.
1. List of active maintenance agreements which will be canceled
with other governmental agencies and utility companies.
2. Utility, drainage, access driveway, sign advertising, and
limited use permits.
3. As -built construction plans, and microfilm records.
4. Bridge inspection reports and ratings.
5. Photo -logs, aerial photos, right of way maps, and parcel files.
6. Inventory data.
7. Pavement condition ratings.
8. History of most recent betterment.
9. Signal files including timing sequence and repair history.
10 Accident reports and statistics, subject to Privacy Act
requirements.
11 The most current traffics counts.
12 Any alignment ties, horizontal and vertical control monuments,
and relative data.
13. All completed and partially completed plans for construction
projects associated with the routes being transferred.
14 Road opening authority documentation and /or right of way
authority.

Article VIII - State Aid Route Designation
'
The State, through the Commissioner of Transportation, intends to
_ designate the highway segments described in Article V to be transferred to

the City as a Municipal State Aid Street and intends to approve the
'
corresponding increase in mileage, in accordance with Minnesota Rules
8820, upon receipt of a resolution requesting such, from the City. This
mileage is not transferable to other routes in the City.

This Memorandum of Understanding is made by and between the County of Carver, Minnesota,
acting by and through its Board of Commissioners, hereinafter referred to as the 'County' and the City
of Chanhassen, Minnesota, acting by and through its City Council, hereinafter referred to as the 4 City. 0
WHEREAS, the County and the State of Minnesota, Department of Transportation, may enter into
the Memorandum of Understanding, attached hereto and made a part hereof, to change the jurisdictional
responsibility for TH 101 in the County from the State of Minnesota to the County, and
WHEREAS, the transfer of TH 101 jurisdictional responsibilities from the State to the County
impacts both the County and the City, and
WHEREAS, it is understood by the County and the City that this Memorandum of Understanding
(hereinafter 'MOU') is not a binding agreement and that any binding obligation of the parties to this MOU
will be made pursuant to written and properly executed and approved agreements,
NOW, THEREFORE, LET IT BE KNOWN that it is the intent of the County and the City to work
toward the following objectives:
1. The approval and execution of an agreement between the State of Minnesota,
Department of Transportation, and the County that is consistent with the MOU between
the same two parties that has been made a part of this document.
2 The approval and execution of an agreement between the County and the City that is
consistent with this MOU.
3. The approval and execution of the agreement described by Section 1 hereof is contingent
on the approval and execution of the agreement described by Section 2 hereof, and vice
versa.
4. Specific conditions of the agreement between the County and the City relative to the
transfer of TH 101 from the State to the County are anticipated to be:
A. The transfer from the County to the City of County Road 117 between TH 5 and
the north boundary of the County within six months following the execution of the
before stated TH 101 agreement between the County and the City.
B. The City being the initiator for TH 101 corridor improvement projects within the
City and north of TH 5.

C. The City being the initiator and lead agency for TH 101 corridor improvement
projects within the City and south of TH 5.
D. The County having the right to transfer to the City the jurisdictional responsibility
for all of TH 101 located in the County if County State Aid Turnback Account
construction dollars are no longer available to the County for the reconstruction
of all or a portion of TH 101 located in the County and ff it was beyond the City's
power to advance all or a portion of TH 101 located in the County to a
reconstruction status that would assure County State Aid Turnback Account
funding for the project.
E. If TH 101 is conveyed by the County to the City, the City would add TH 101 to
' its Municipal State Aid Street (MSAS) System, or the City would accept all
financial obligations of the County to the State Aid System that may occur as a
result of constructing projects within the defined corridor utilizing State Aid funds.
BE IT FURTHER KNOWN that it is the intent of the County to work toward the following objectives:
' 1. The approval and execution of an agreement with Scott County for the performance of
certain routine maintenance tasks by Scott County on that portion of TH 101 between the
south boundary of the County and TH 212.
' 2. The approval and execution of an agreement with Hennepin County for the performance
of certain routine maintenance tasks by Hennepin County on that portion of TH 101
between TH 5 and the north boundary of the County.

RE: Change of jurisdictions of roadways
located in Carver County and
associated compensation
This Memorandum of Understanding is made by and between the
State of Minnesota, Department of Transportation, hereinafter referred to
as the "State" and the County of Carver, Minnesota, acting by and through
its Board of Commissioners, hereinafter referred to as the "County ".
WHEREAS, the Counties in the Metropolitan Area and the
State concur that in the interest of bringing decision making for routes of
specific functional classification into the appropriate levels of government,
it is necessary to change jurisdiction of certain routes;
Therefore, it is the intent of the State and the County to work
toward the following objectives:

Article t - Nonbinding Memorandum of Understanding
1 1. This Memorandum of Understanding (hereinafter "MOU") Is not a
Binding agreement and that any binding obligation of the parties to this
' MOU will be made pursuant to written and properly executed 'and
' approved agreements.
2. This MOU is intended to be the Notice of Pending Release to the
' party who will receive the released roadway.
' Article 11 - Definitions
1. Definitions used in this MOU shall mean the following:
RecelvJng authority - The political subdivision which receives
jurisdiction as a result of jurisdiction transfer.
'
Transferring authority - The political subdivision which has
jurisdiction prior to jurisdiction transfer.
'
Route -miles - The distance as measured along the existing
roadway, between termini, rounded to the nearest 1/100 of a
'
mile.
Article 111 - Introduction of Legislation
'
Implementation of jurisdictional transfers as listed in this MOU
requires approval of enabling legislation by the State Legislature and other
binding agreements between the parties. The State will prepare and
'
Introduce appropriate legislation with notification to the County no less
'
than (2) weeks prior to the introduction to the Legislature.

Article IV - Basis for Determining Compensation
The State and County intend to execute an agreement relating to
jurisdictional transfer incorporating the concepts set forth herein. The
party receiving subject roadways as anticipated in this MOU (receiving
authority) will be compensated for each change of jurisdiction as follows:
1. It is anticipated that all project funds allocated In the improvement
programs of the transferring authority that relate to the subject roadways
described In this MOU, will transfer to the receiving authority in the year
designated in the transferring authority's improvement program. Project
funds will Include estimated construction funds. Project funds that are
transferred are anticipated to be used on the transferred route; any interest
accrued on such funds are anticipated to be used on roadways under the
jurisdiction of the receiving authority.
2. The parties anticipate that County State Aid Turnback Account
funds may be utilized by the County for improvements to subject roadways
transferred to the county under agreements resulting from this MOU in
accordance with Minnesota Rules 8820 in effect on the date of the
jurisdictional transfer, and Screening Board Resolution Re: Trunk Highway
Turnback - June 1965 (latest revision June 1977). Additionally, if the
County receives project funds under Article IVA, turnback construction
funds will be reduced by an equal amount; funds received under Article
IV.4 are exempt from this.

from this MOU in accordance with Minnesota Rules Part 8820 in effect on
the date of the jurisdictional transfer, and Screening Board Resolution Re:
Trunk Highway Turnback - June 1, 1965 (latest revision, June 1977).
4. It Is anticipated that State Trunk Highway funds will be made
available to the County at the beginning of State fund year 1998, in the
sum of 8660,000, for a Cooperative Construction Agreement Project that
will improve the access to Lake Ann Park by constructing a frontage road
on the north side of TH 5 in the City of Chanhassen.
5. Notwithstanding any other provision of this MOU, the parties will
make an effort to obtain federal funds for construction projects on the
subject roadways under the Intermodal Surface Transportation Efficiency
Act OSTEN funds allocation process or other federal programs as they
become available, throughout the time period in which subject routes are
eligible for County State Aid Turnback Account funds,
6. It Is anticipated that the receiving authority will prepare studies,
proposals, plans, right of way acquisition, and generally conduct the work
of developing projects on subject routes, at no cost to the transferring
authority. Agreements with Hennepin County, Scott County and the City
of Chanhassen should be pursued by the receiving authority to determine
who will be the lead agency for planned projects and how the work will be

divided between all three parties. All information in the transferring
authority's files relating to the subject roadways will be made available to
the receiving authority upon request at no cost to the receiving authority.
Article V - identification of Routes and Schedule
The parties intend to execute an agreement relating to the routes
Identified herein. Additions of routes other than those listed will require
approval of the Commissioner of the Department of Transportation, the
Carver County Board of Commissioners and may require enabling
legislation from the Minnesota State Legislature. It is the intent of the
parties to achieve all jurisdictional transfers on routes listed within one (1)
year following full execution of this MOU.

entering into roadway maintenance agreements, including reimbursement
provisions, for any roadway identified in this MOU. It is anticipated that
the State and County will enter into a routine maintenance agreement that
identifies the State to continue routine maintenance on the portion of TH
101 from TH 5 to TH 212 that will be transferred. It is intended that the
County will reimburse the State for its services using turnback account
monies for maintenance until a date when this account is no longer
available to the County. The County intends to take over routine
maintenance on this portion of roadway when turnback account monies for
maintenance are no longer available.
Article VII • Traffic Signals
The agreement(s) executed by the parties for each jurisdictional
transfer will Identify the jurisdiction of traffic signals. Traffic signals
located within the rights of way of the routes described in Article V will be
under the jurisdiction of the State or the County as specified In the
schedule attached hereto entitled Jurisdiction of Tr a.ffic_.SignalsJ3e
from Transfer of Hi ghways - Betwee n Mn/CnT and Carver County marked
Exhibit B, and by this reference made a part hereof. For those signals
involving a jurisdictional transfer, the transfer will take place on the
effective date of transfer of the roadway segment on which the signal

agreements, including reimbursement provisions, for any bridge identified
in this MOU.
Article IX - information and Records Transfer
Prior to the execution of agreement(s) for the transfer of routes between
the State and County, the transferring authority intends to make the
following information and records availabie to the receiving authority upon
request, to the extent that they are available, for the routes to be
transferred.

1. List of active maintenance agreements which will be canceled
with other governmental agencies and utility companies.
2. Utility, drainage, access driveway, sign advertising, and limited
use permits.
3. As -built construction plans, and microfilm records.
4. Bridge inspection reports and ratings.
5. Photo -logs, aerial photos, right of way maps, and parcel files.
6. inventory data.
7. Pavement condition ratings.
8. History of most recent betterment.
9. Signal files Including timing sequence and repair history,
10. Accident reports and statistics, subject to Privacy Act
requirements.
11. The most current traffics counts.
12. Any alignment ties, horizontal and vertical control monuments,
and relative data.
13. All completed and partially completed plans for construction
projects associated with the routes being transferred.
14. Road opening authority documentation and/or right of way
authority.
Article X - State Aid Route Designation
The State, through the Commissioner of Transportation, intends to

designate (a) transfered trunk highway route designations to remaining
truck highway routes, as appropriate, and (b) the highway segments
described in Article V to be transferred to the County as County State Aid
Highways and intend to approve the corresponding Increase in mileage, in
accordance with Minnesota Rules 8820, upon receipt of a resolution
requesting such, from the Carver County Board of Commissioners. This
mileage is not transferable to other routes in the County.

Questions continue to be raised about descriptions of invoices being submitted to Council for approval '
(what is it ?, what/who is it for ?). In the future, all invoices submitted to Finance for payment must include
proper authorization for payment, the correct account number coding, and a brief description of what the '
item is and who or what it is for. The accounting program allows a description of 25 characters, so do the
best you can with the allotted amount of space. Give descriptions that are as informative and relevant as
possible using abbreviations when necessary. Any invoices that are submitted to Finance without the ,
required information will be returned and may risk the possibility of not being included in that accounts
payable and payment will be delayed until the next accounts payable respective to the next Council meeting.

As you are all no doubt aware there have been events at the County level that we are watching
carefully with regards to the status of the police contract. I want to assure the City Council and
the citizens of Chanhassen that we continue to get the exemplary police service that we have
continued to receive. I truthfully believe we have the finest deputies on the Sheriff's department
bidding our area, and regardless of what has occurred at the County, they keep getting the job
done. Attached is an article that I provided to the Villager that explains things in a bit more

The allegations against Carver
County Sheriff Allen Wallin con-
cern Chanhassen Public Safety De-
partment officials.
"As a city, Chanhassen needs to
be concerned about what occurs at
the administrative level of the Sher-
iff's Office and the county because
it does affect the police contract,'
Public Safety Director Scott Harr
said.
Chanhassen, which does not
have its own police department, re-
lies on a contract with Carver Coun-
ry to patrol and enforce laws with-
in the city.
"A ripple at the county level can
become a tidal wave when it hits
here." he said.
Harr said there is growing uneas-
iness from city officials and residents
who have contacted him that the
allegations against Wallin and how
he runs his department could jeop-
ardize an arrangement that local
officials have fostered for years, and
are in the process of renegotiating.
As examples, Harr said a Chan-
hassen City Council member want-
ed a 120 -day right to cancel clause
written into the 1497 police contract
so that if the situation at the Sher-
iff's Office becomes detrimental to
Chanhassen, the city, then could
back out of the contract. Also, the
Chanhassen Public Safety Commis-
sion has tabled a vote on mutually
hiring a "Clinton cop" until com-
mission members find out what is
in store at the Sheriff's Office.
"These are significant concerns to
me, because in six years as Public
Saiet�- director and nine years work-
ing for the city, these types of con-
cerns haven't been raised," he said.
"We're watching now with antici-
pation what will happen neat."
Harr said he won't make any
judgment on the allegations against
Wallin, but said "Chan supports a
sheriff with Al Wallin's commit-
ment to cooperation through the
police contract. That contract is a
finely- balanced agreement because
of the very nature of having public
safety organizations working to-
ew cities our size contract,

It takes a special relationship ... We
need someone at the :Helm at the
Sheriff's Office with the same will-
ingness to cooperate that the cur-
; ent sheriff has.
"It's like an acrobat spinning
plates on sticks." he said of the bal-
ance of control in tine %arious func-
tions under public saiery such as the
fire department, S en s Office,
State Patrol, Minnesota Department '
of Natural Resources, animal con-
trol contracts and other services.
"Just as I think my things are going
well, the plate on the end is wob- '
bling." But Harr is quick to point
out that it's a group effort to see that
everything runs smoothly. And that
happens with people of the same ,
mindset, he said.
"If we had a sheriff who didn't
believe in the (police) contract, a
plate would crash," he said. "I've '
experienced that willingness to
work on keeping this successful."
Harr's other concern, he said, is
what effect the various problems'
associated with the Sheriff's Office
making headlines in the past cou-
ple of years has on the morale of ,
the deputies.
"I wonder how much more the
Sheriff's Office employees can
take," he said. "M heart bleeds for
them because they haven't had the
opportunity to put a series of un-
fortunate events behind them. Each
of these has been so prolonged that
just as one appears to come to an
end, something else comes up."
Harr said the deputies do a p

fessional job in town, a level of
vice that Chanhassen officials and
residents have come to expect.
"They do their work and don't'
get involved in the politics. But
when thev see all this, I get con-
cerned. Chanhassen is committed to
supporting the officers and the ad - '
ministration that makes the con-
tract work, but we can't put our

me that. for the fas time, people
question whether tlus contract will
continue.'

SUBJ: NEHA Radon/Indoor Air Outreach and Mitigation Class
Recently, I was informed that I have been selected by the National Environmental Health
Association (NEHA) to participate in the Radon/Indoor Air Outreach and Mitigation Class. It is
being held in Washington D.C. from Wednesday, October 30 until Saturday, November 2. I am
going at the expense of NEHA, there is no cost to the city.
By attending the training, I am committing to a one year outreach program. The program will
require a minimal time commitment and will not interfere with any of my current responsibilities.
Central to the outreach program will be the promotion of home, daycare and school testing as
well as distribution of educational materials to increase awareness. There will be no added cost
to the city to support the outreach program.
If you have any questions concerning the training, radon gas, and /or other indoor air quality
issues, please feel free to contact me.
