' In February of each year the council establishes liquor license fees for the upcoming license
period. Our licensing period runs from May 1 to April 30. Once the fees are established, license
holders will be notified of the renewal process and the council will act on specific licenses in
March.
' As can be seen from the attached survey, Chanhassen's on -sale intoxicating liquor license fee
remains relatively high by comparison. In 1994 license fees were raised 4% in an effort to help
balance the budget. Fees were not increased in 1995. Chanhassen's on -sale non - intoxicating
' liquor license fee is fairly low, but when considering the current license holder (Bluff Creek Golf
Association) only sells beer for several months per year, the fee seems appropriate. The same
can be said for the beer and wine license fee. No increase was proposed as a part of the 1996
Budget.
A notice has been sent to liquor license holders advising them that the city council will be
considering this item Monday evening.
RECOMMENDATION
Staff recommends that there be no increase in liquor license fees for the 1996/97 license year and
that the attached resolution be adopted by the city council.

1. The annual license fee for an on -sale intoxicating liquor license for the license year May

* Fees that are established by state statute.
For the purpose of liquor license fees, the terms restaurant, non - restaurant and floor area
are defined as follows:
Restaurant Any establishment under the control of a single proprietor or manager
having appropriate facilities to serve meals, for seating not fewer than 125 guests
at one time, where in consideration of payment therefore, meals are regularly
served at tables to the general public, and which employs an adequate staff for the
usual and suitable service to its guests in which the principal part of the business
is serving of foods, the gross sales of which foods shall be not less than 60% of
the gross sales of the establishment.
Floor Area All of the floor area of the various floors of a licensed premises
measured to the centers of all partitions; except those areas primarily for non -
service purposes including, but not limited to, dead storage, building management,
toilets or restrooms, mechanical equipment rooms and kitchens..
Bar: Any on -sale liquor license establishment with 40% or more of annual gross
sales derived from the sale of liquor.
