SUBJ: Board of Adjustment and Appeals Appointments
The Board of Adjustment and Appeals members serve a one year term beginning on the first day
of January or until their successors are appointed. Willard Johnson and Carol Watson have both
indicated that they would be willing to serve on the Board in 1996. As you are aware, both
Willard and Carol have a number of years of experience on the Board of Adjustments and
Appeals. Their insight and experience have been valuable assets over the years.
Last year in January we advertised for Board openings. We received a few inquires but no
applications. Advertising for openings during the holiday season has produced few applicants
over the years. Staff believes that we may have a better response if we advertise during February
and appoint new members on April 1 st. This would also be consistent with the time frame in
which we appoint other Commission members in the City. An ordinance amendment to Section
20 -28 of the City Code would be required to change the appointment date.
Staff would like direction from the Council on how to proceed with this matter. Staff's
recommendation or preference would be for the Council to re- appoint Willard Johnson and Carol
Watson to the Board for another year, and change the ordinance to make the appointment date
April 1 of each year. Carol and Willard would serve until March 31, 1997, or until their
successors are appointed. Currently, Council Member Mark Senn serves as the third member
with Mayor Don Chmiel as the alternate. The Council may wish to re- appoint these same
members or seek other volunteers.
1995 BOARD OF ADJUSTMENT AND APPEALS UPDATE
The Board of Adjustment and Appeals considered ten variance requests in 1995. Out of these
ten variances, six were approved by the Board and four denied. Three of the denied variances

were appealed to the Council. The Council concurred with the denial of two of the variances,
and overturned one decision of the Board. I
