WORK SESSION
MARCH 28, 2011
Mayor Furlong called the work session to order at 5:30 p.m.
The City Council interviewed the following applicants for commission vacancies.
5:30 p.m. - Bev Gossard, Senior Commission
6:00 p.m. - Carol Buesgens, Senior Commission
6:15 p.m. - Katie Mahannah, Environmental Commission
Council members discussed the results of the interviews and how that relates to the commission
recommendations. They decided to go along with the Senior Commission’s recommendation but
asked staff to clarify the discrepancy regarding terms. After further discussion it was decided to
appoint Steve Scharfenberg, Peter Aldritt, and Brent Caron to the Park and Recreation
Commission and Katie Mahannah and Matthew Myers to the Environmental Commission.
The work session was recessed at 7:00 p.m.It was reconvened at 9:35 p.m.
Mayor Furlong thanked Karen Engelhardt and Rick Rice for their work on the Chamber of
Commerce Breakfast with the Mayor presentation.
UPDATE ON TH 101 IMPROVEMENTS, LYMAN BOULEVARD TO PIONEER
TRAIL.
Paul Oehme introduced Jon Horn with Kimley-Horn and Associates who reviewed the details of
the TH 101 improvement project from Lyman Blvd to Pioneer Trail. He outlined the members
of the design team, provided background information, status on the work completed to date with
a goal of construction in 2013/14, key design considerations, project budget and financing.
Councilman McDonald asked about the possibility of acquiring a portion of the Neiderscheim
property for reconstruction of the Bandimere entrance. Kate Aanenson explained how property
owners in this area need to work together to make the needed improvements. Mayor Furlong
asked Jon Horn to provide the council with citizen feedback from future neighborhood meetings.
Councilman McDonald asked about building an underpass when there are no residents on the
other side to use it. Todd Hoffman explained that the time to build the trail underpass is in
conjunction with the street reconstruction project. Kate Aanenson explained that better
pedestrian access was a key concern brought up at the neighborhood meetings. Jon Horn
discussed the impact of the grade and elevation difference on site improvements at the TH 101
and Pioneer Trail intersection. Paul Oehme reviewed some of the requests made by residents for
improvements on their property in conjunction with this project. Mayor Furlong commented that
the 40 mph design speed will help cut through traffic on these roads. Councilman McDonald
asked about the sight lines for the Kiowa Trail intersection. Jon Horn reviewed the public
hearing schedule through July 2011, the grant funding with local matching dollars and the need
to continue to look at funding sources and options.
