This is important to note since a major component in determining the annual state aid construction funds apportioned to the City is based on the total mileage of municipal state aid road designation. Thus, having 0.92 miles of unclaimed road designation is simply available money lost by merely not requesting full needs. Following are recommended and preliminarily approved (by,MnDOT) additions to the Chanhassen Municipal State Aid Road System: 1. MSA 113 -020 - West 78th Street - From Kerber Boulevard to Great Plains Boulevard. This designation provides continuity between MSA 113 -010 and the proposed new designation MSA 119 -010 (Great Plains Boulevard). Segment length: 0.39 miles. 2. MSA 113 -030 - West 78th Street From Great Plains Boulevard (proposed MSA 119- 010) east to Trunk Highway 101. This segment provides continuity between MSA 113- 020 and Trunk Highway 101. This segment (formerly part of Trunk Highway 10 1) was turned back to the City of Chanhassen in 1994. Therefore, the mileage associated with this MSA designation is allowed above the,20% maximum. Segment length: 0.39 miles. 3. MSA 119 -010 - Great Plains Boulevard - From Trunk Highway 5 north to West 78th Street (MSA 113). This designation connects MSA 113 with Trunk Highway 5. This segment was formerly part of Trunk Highway 101 which was turned back to the City of Chanhassen in 1994. Therefore the mileage associated with this MSA designation is allowed above the 20% maximum. Segment length: 0.21 miles. 11 Don Ashworth March 28, 1996 Page 2 4. MSA 120 -010 - Townline Road - From Vine Hill Road to Trunk Highway 101. This designation is being made in a cooperative effort with the Cities of Shorewood and Minnetonka who wish to designate Vine Hill Road as a MSA route. Chanhassen's designation would provide connection continuity to Trunk Highway 101. Since only the southerly half of this segment is in the Chanhassen corporate limits, one -half of the overall segment length mileage is listed. Segment length 0.14 miles x 1/2: 0.07 miles. Designated segment length: 0.07 miles. The total amount of new MSA designations equal 1.06 miles, however, 0.60 miles is former trunk highway turnback mileage and is allowed above the 20% total local mile maximum. Each year as the city continues to add more local street miles associated with land development, a 20% proportion share of municipal state aid designated street mileage becomes available to the City. Since there are a number of proposed MSA improvement projects (new construction and reconstruction) over the next five years, it is important to financially maintain as much municipal state aid mileage designation as allowed. A City Council resolution for additional mileage designation to the municipal state aid system must be submitted to the district state aid engineer by May 1, 1996 in order to be considered in the 1996 Needs Study and an apportionment. Attached is a MnDOT form resolution requesting these designations. It is therefore recommended that the City Council approve the listed additions to the City of Chanhassen Municipal State Aid Street System. Jms Attachments: 1. Map. 2. Resolution. 3. In order for a roadway to be considered a Turnback, the turnback would have to occur after May 11, 1994. This designation requires that Chaska designate from Chanhassen city limits to Audobon Road. Shorewood would like to designate Strawberry Lane in Shorewood. In order to have a integrated MSA system, Chanhassen would have to designate 1/2 of 62nd St. and Church Road. This would be approximately .26 miles. A Commissioner's Order will follow after all requirements are met. From our discussions, it appears that from a staff perspective, it makes sense to designate this road. However, as with most proposed state aid designations, there may be some other factors that may indicate otherwise. I would, therefore, like to approach this proposed designation by first asking you to informally poll your Council and City Manager to see if they are interested in designating this street. If all of us get positive feedback from these individuals, the next step would be to then get formal authorization from our respective City Councils. As a reminder, the deadline for requesting state aid designations is March 1 st. By this date, each City must send a letter and map to State Aid requesting this designation to occur. The next step would be to have our respective City Councils adopt a resolution officially designating this street as a state aid route. These resolutions must be adopted and submitted to the state aid office by May 1 st. If all of us can meet these submittal dates, we will then be able to collect needs on this road for 1996. The attached map illustrates the exact section of Vine Hill Road that is proposed to be designated. As we are all aware, the official name of the short east/west segment on the south end of this road is actually Townline Road. The mileage coinciding with each one of these segments that each one of our cities would have to designate for this road is as follows: Chanhassen: 0.07 miles Shorewood: 0.69 miles Minnetonka: 0.76 miles 1 J J L I I w Charles Folch February 9, 1996 Page 2 Lastly, as a reminder, the City of Minnetonka does not have any immediate plans to upgrade this road. I am quite certain it will be at best five years from now, and probably closer to 10 years before the City of Minnetonka would schedule the road for upgrading. Naturally, any thought of upgrading this road would be coordinated with the Cities of Chanhassen and Shorewood.
