A total of five bids were received for the project. The low bid was received from Brown & Cris, Inc. at a` total base bid of $3,276,366.48. This low bid is approximately $224,000 (6.4 %) below the engineer's estimate of $3.5 Million. As discussed with the City Council at the time of project plan approval, two bid alternates were incorporated into this bidding process. ` Bid Alternate No. 1 consists of the milling and bituminous overlay of Park Road and Park Drive in the Chanhassen Lakes Business Park area. The engineer's estimate for this work was $66,000. The Bid Alternate No. 1 submitted by Brown & Cris, Inc. is $63,583.78. This is approximately $1,500 less than the engineer's estimate and probably some $30,000 less than any bids the City would have received if we would have bid this work as a separate small, stand -alone project. Bid Alternate No. 2 consists of the work associated with the water quality project adjacent to ' Holly Lane and Christmas Lake (City File No. SWMP -12I). This project was identified as a part of the City's overall stormwater management plan and the Council had previously indicated a desire to see this drainage problem resolved. The engineer's estimate for Bid Alternate No. 2 was ' $75,000. Bid Alternate No. 2 submitted by Brawn & Cris, Inc. amounts to $71,524.85. This is approximately $3,500 below the engineer's estimate. ' As is evident from a review of the bid tabulations and comparison with the engineer's estimate, the low bid submitted by Brown & Cris, Inc., including Bid Alternates No. 1 and No. 2, is very favorable and well below the project estimates. Brown & Cris has a proven track record of Don Ashworth April 3, 1996 Page 2 satisfactory contract performance within the city of Chanhassen with their most recent accomplishment being the reconstruction of the streets and utilities in the Chanhassen Estates 1st and 3rd Additions. It is therefore recommended that the contract for the Powers Boulevard (CSAH 17) Reconstruction Project from Trunk Highway 5 south to Lyman Boulevard, Carver County Project SAP 10- 617 -14, City Project No. 93 -29 be awarded to Brown & Cris, Inc. at a total base bid of $3,276,366.48 including Bid Alternate No. 1 at $63,583.78 and Bid Alternate No. 2 at $71,524.85. jms Attachments: 1. A bid tabulation was ' performed to verify the total bid amounts and four bias contained minor errors as shown above - The errors discovered did not alter the low bidder. A copy of the ' bid tabulation is attached for your information. The low bid amount is approximately $225,000.00 or 6% less than the Engineer's Estimate, which is reflective of a competitive bidding environment. As a p art of their bid, we required each contractor to submit unit prices for two bid P � alternates. Bid alternate one was added at the request of the Chanhassen City ' Engineer. and includes milling and overlaying work scheduled for the 1996 Chanhassen Street Maintenance Program. Bid alternate two was also added at the request of the Chanhassen City Engineer. Brown & Cris, Inc_ has significant experience in roadway construction and we have worked with them on several previous projects. We are confident that Brown & Cris, Inc. is capable of satisfactorily completing the work required by this project. We, therefore, recornmend.the award of the CSAH 17 Reconstruction Project, SAP 10-617 -14, to Brown & Cris, Inc. for the total amount of $3,411,475.11 including both bid alternates.
