The proposed Hennepin County Improvement Project No. 9423 to reconstruct the intersection of
' CSAH 62 and Trunk Highway 101 is the final stage of the overall multiple phase and year capital
improvement program to reconstruct CSAH 62 along the common border between Eden Prairie
and Minnetonka. The primary elements of this project are to realign the westerly intersection
' curve between CSAH 62 and Trunk Highway 101 to a flatter degree of curvature, realign the
intersection with Townline RoadNine Hill Road to the west, installation of concrete curb and
gutter, storm sewer, and landscaping. The official plan set is much too large to include in the City
Council packets, however, I have included a half -dozen pages from the plan set which pertain
particularly to Chanhassen. If anyone wishes to view the complete plan set, it is available in my
' office.
Based on staffs' discussion with representatives from Hennepin County in mid- March, the
' easement acquisition process is nearing its completion. Depending on the timing needed to
receive all of the`MnDOT approvals for the project, it is possible that a late -May or early -June
letting would take place. One requirement of the MnDOT review process is to have Chanhassen
' approval of the project plans. There will be no local costs to the City of Chanhassen associated
with the construction of this project, however, Hennepin County has indicated that if State
funding does not cover the easement acquisition costs in full, they may ask the City to consider a
cost share.
Representatives from Hennepin County (Craig Twinem, Project Manager and Bruce Polaczyk,
' Design Engineer) will be at the City Council meeting to provide a presentation of this project and
answer any questions which may arise.

Staff views this project as an improvement to the CSAH 62 and Trunk Highway 101 intersection
and therefore recommends that the City Council approve the plans for the CSAH 62 and Trunk
Highway 101 Intersection Reconstruction Work (Hennepin County Project No. 9423) dated
March 8, 1996, City File PW 197B.

BACKGROUND INFORMATION
The Federal Highway Administration concurred that proposed County Project 9423
(S.P. 27- 662 -57; S.P. 2736 -41; STP 2796 (094)) was a Categorical Exclusion on
February 16, 1996 .

As mentioned above, planning for the reconstruction of the two roadways (TH 101
and CSAH 62) was initiated in the 1970's. As such the preliminary layout, public
involvement and the detail design moved forward as one project. Funding sources
for the project were presumed to be from state aid, municipal and Trunk Highway
funds, and plans were prepared in that manner. During the detail design process,
however, it was pointed out that trunk highway funds for the construction of TH 101
might not be available at the time of bid letting. In order to address the uncertainty
of this funding issue, Hennepin County submitted an ISTEA application for federal
funds for the TH 101 /CSAH 62 intersection.
In May 1994, plans went out for bids. During the bid letting process Hennepin
County was informed that the ISTEA application had been approved. At that point
the bid letting process was terminated in order to remove the portion of the plans
and quantities which included the permanent connection from CSAH 62 to TH 101.
It is this segment that is now identified as SP 2736 -41. Project SAP 27- 662 -55 was
re- advertised with a temporary connection from CSAH 62 to TH 101. Bids were
opened on July 19, 1994, and construction began in September, 1994.
A chronology of the public involvement that has occurred during this project's
development process was included with the Project Path Report approved February
16, 1996.
Because the magnitude of this project has not increased; no additional
environmental impacts are anticipated; and prior public participation has been a
significant part of a single, larger project, (SAP 27- 662 -55) it has been determined
that a SCHEDULE 1 approach, constituting a Project Memorandum, will provide the
appropriate documentation for this project. Therefore, the Project Path Report that
was previously submitted and approved on February 16, 1996 will be amended as a
Project Memorandum.
The proposed project and the adjacent project on CSAH 62 between TH 101 and
CSAH 4 (SAP 27- 662 -55), which is currently under construction, have been in the
planning stages by Hennepin County and the Cities of Minnetonka and Eden Prairie

since the 1970's. As part of that planning process numerous neighborhood and city
council meetings have occurred to elicit public comments on the project. Local
residents were notified of those meeting via newsletters, newspaper notices and
'
through the local cable television channels. An Environmental Assessment
Worksheet was prepared for (SAP 27- 662 -55) that included the intersection of TH
101 and CSAH 62 (SP 2736 -41) and the review of the document was conducted
'
under the auspices of the city of Minnetonka and was broadcast on local cable TV
channel 34.

II. FEDERAL HIGHWAY ADMINISTRATION CONCURRENCE:
The FHWA concurred that the proposed project was a Categorical Exclusion on
February 16, 1996 (see Attachment A).
III. DESIGN STUDY
Design Standards
This project will be designed in accordance with the Federal Highway
Administration /Mn /DOT Minnesota Road Plan Agreement and State Aid
Standards. The following will apply for this project:
• "Geometric Design Standards; Urban; New or Reconstruction"
• Minnesota Rules, Part 8820.9995, Minimum Bicycle Path Standards.
• All work included in this project will conform to the current edition of the
"Minnesota Department of Transportation's Standard Specifications for
Construction," including all supplemental specifications.
• Handicapped accessibility will comply with the applicable Americans With
Disabilities Act (ADA) guidelines and requirements.
• Signing, striping and other traffic control devices will be in accordance with
the Minnesota Manual on Traffic Control Devices (MMUTCD).
Design Exceptions
Hennepin County has requested the Federal Highway Administration for two
design exceptions in a letter dated February 20, 1996.
The first exception is from RULES FOR STATE AID OPERATIONS; CHAPTER
8820.9940 GEOMETRIC DESIGN STANDARDS; URBAN; GREATER THAN 35
MPH DESIGN SPEED; NEW OR RECONSTRUCTION; which state that for
Federal -aid projects the design speed must equal or exceed the legal speed
limit.
The design speed for this project is 45 mph. This design speed is not achieved
in the proposed project, on TH 101, between stations 13 +00 and 22 +00.
Hennepin County has requested an exception that would allow it to construct the
roadway between 13 +00 and 22 +00 using a design speed of 30 mph.
The second exception is from RULES FOR STATE AID OPERATIONS;
CHAPTER 8820.9995 MINIMUM BICYCLE PATH STANDARDS which indicate
that a 4 foot clear zone must be maintained between the gutter line and the edge
of a bituminous path and that a 2 foot clear zone must be maintained between a
retaining wall and the edge of a bituminous path.

Hennepin County has requested an exception from this rule that would allow it to
construct the bicycle path without a 4 foot clear zone between the gutter line of a
roadway and the edge of a bituminous path at the following locations:
• -the north side of CSAH 62 between stations 29 +00 and 33 +30.99
• the east side of TH 101 between stations 200 +00 and 205 +50.
• the east side of Dell Road
and without a 2 foot clear zone between a bituminous path and a retaining wall at the
following locations:
• the north side of CSAH 62 between stations 29 +00 and 33 +30.99
• the east side of TH 101 between stations 200 +00 and 205 +50.

This signal system will be a Full Traffic Actuated Traffic Control System with full '
pedestrian movements in all four directions.
The Project Path Report documented that this signal system would be part of an ,
interconnected signal system. This system will not be part of an interconnected
signal system, '

Warrant data:
An Environmental Assessment Worksheet for the entire roadway section between
TH 101 and CSAH 4 was prepared and approved in October 1991. The Assessment
contained a Traffic Study report that indicated the intersection at TH 101, CSAH 62,
and Dell Road warranted a signal under peak hour warrant analyses (Warrant 11).
The Traffic Study is included as part of this report. (see Attachment F)

Your determination that this project is a Categorical Exclusion, in accordance with the Federal Aid
Policy Guide Sec. 771.117(d) (1), is approved by the FHWA in accordance with the MnDOT /FHWA
Programmatic Categorical Exclusion Approval Agreement, dated September 27, 1994.
An approved copy of the Project Path Report is enclosed.
Your next step will be to offer an Opportunity for a Public Hearing. See Figure D 5- 892.1100 in the
State Aid Project Development Manual for a sample advertisement. After the public involvement
process is complete please submit a Study Report. The Study Report shall include a copy of an
Affidavit of Publication and a Certificate of Compliance.
While right of way should not be acquired until after location and design approval. it is now
appropriate to start early right of way procedures. Your attention is directed to the requirement for
early consultation with the District Mn /DOT Right of Way Engineer before beginning right of way
procedures. See State Aid Manual 5- 892.310B.
Notification of property owners whose property may be acquired by the County for the project is also
appropriate at this time (if not alreadv done). This is also covered in State Aid Manual 5- 892.31013.
Please submit a copy of the EAW to the District for SAP 27- 662 -55 at your convenience.
In the Study Report, please reference the appropriate bike path standards, including Minnesota Rules,
Part 8820.9995.
