MEMORANDUM

SUBJ: Request for On -Sale Liquor License and Sunday Sales, Russell Pauly
' This office has received a request from Russell Pauly for an on -sale intoxicating liquor license
for a new location in the Chanhassen Entertainment Complex. Mr. Pauly is planning to open a
' new restaurant/bar facility called " Pauly's American Grill" in the current Filly's and Backstretch
Bar area of the Chanhassen Bowl. Mr. Pauly will be leasing space from Dan Dahlin, owner of
the Chanhassen Bowl. The officers of the new corporation are Russell & Lynn Pauly, husband
' and wife; and the manager of the restaurant will be Larry Roesler.
Pauly's American Grill will be 9,200 sq. ft. in size, including a 5,700 sq. ft. dining and bar area
' and a 3,500 sq. ft. in the kitchen and support area. There will be 150 seats in the restaurant and
100 seats in the bar. There will also be a patio area on the south side of the building with room
for approximately six tables that will be used during warm weather (access will be through the
' hostess inside). The restaurant will have a full service menu of pizzas, burgers, sandwiches and
pastas. There will not be a dance floor or pool tables, but there will be a DJ booth, karoke, darts,
and games.
It is also Mr. Pauly's intention to provide liquor service to the patrons of the bowling center
through a service window. However, since Mr. Pauly is not leasing the bowling center portion of
the building, it is unlawful for him to provide liquor service outside of the licensed premises. In
consulting with Roger Knutson on this matter, it appears that Mr. Pauly has two options:
1) add Dan Dahlin to his license, or 2) renegotiate his lease with Mr. Dahlin to include the
bowling center space. Mr. Pauly is in the process of trying to work this issue out with Mr.
Dahlin, but a solution will not be reached before this report is sent out to the council. Mr. Pauly
is hopeful that he will be able to provide the council with more information on Monday night.
Therefore, the square footage numbers listed above could be changed.

A public hearing is required when considering liquor license requests. A notice was placed in the '
Chanhassen Villager and notices were mailed to all property owners within 500 feet of the
proposed site. This office has not received any comments on the proposal. Background
investigations were completed on the applicants by the Public Safety Department, and no issues '
were found that would prevent the issuance of a license. Mr. Pauly is requesting that the city
council consider approval of the license even though the issue of how the bowling center patrons
will be served liquor is not finalized. He is willing to work with staff and the city attorney to '
resolve the issue. Mr. Pauly would like to begin remodeling and serving liquor right after
January 1.
If the council acts to approve the liquor license transfer, the following conditions should be '
approved:
1. Resolution of how bowling center patrons will be served liquor; ,
2. Submittal of a $5,000 surety bond with an expiration date of April 30, 1997;
3. Submittal of liquor liability insurance with an expiration date of April 30, 1997; '
4. Submittal of the license fee.

PROJECT VISION
' As a Chanhassen resident all of my life, I have been privy
to a view of the rapidly changing face of what was once a small
farming community on the outskirts of the Twin Cities. Chanhassen
' is becoming one of the most affluent and desirable suburbs for
upwardly mobile young families. In contrast, my dad had many a
German - descended, hard - working farmer come through his doors in
the 50s and 60s. Many have become lifelong friends to our family
' and have remained loyal customers. They still come in for lunch
or a morning card game. If they're not at Pauly's they can often
be found across the street at the American Legion.
' But I realize that my generation and the one following is
different from that of my dad's and my grandfather's,who started
the business in 1934. The gathering together of people for
food, drink and entertainment has been around as far back as
' Ben Jonson's time. His famous coffeehouses are no longer here,
but the desire for pleasant socializing and good food and enter-
tainment remains the same. During the 70s and 80s we at Pauly's
' capitalized on the "Urban Cowboy" trend, by hiring country and
rockabilly bands, drawing young crowds and doing a solid business
for years. We later boosted our profits by closing our liquor
store in 1990, and expanding our stage and dance floor and hiring
bigger and better bands.
Now, on the brink of the turn of the century, I'm aware that
many people in Chanhassen are doing the exact same thing that
I'm doing - trying to provide a safe, healthy and happy environment
for my children. We are also looking for good quality family
entertainment and dining. We want families to come to our place
for dinner, and at the same time entertain singles and /or parents
later on with music and a fun atmosphere for socializing and
relaxing.
I believe that the key to the success of this business is
' having a keen understanding of who we are as a social and economic
unit. We must know who we are serving, and what exactly our
customers are looking for when they walk into Pauly's. This
' is also the generation of the discerning palate - people come
to a restaurant and then return on account of the good food. Our
menu is going to be of prime concern, featuring inventive and
interesting items and specials, and changing on a regular basis.
' The need for a restaurant and entertainment complex as I have
outlined is great, indeed, in Chanhassen. I am counting on
one hundred percent success.

SUMMARY OF PROJECT
I
Pauly's American Grill is an upscale 90s food and beverage '
concept. It is intended to appeal to families, singles, and
business and office clientele. Pauly's will be part of the
Chanhassen Entertainment Complex, including a six - screen movie '
theater currently having operations in Chaska and Buffalo; the
Chanhassen Bowl, and additional retail space. The Complex is to
have a new facade and pedestrian boardwalk encompassing the '
buildings.

Pauly's Bar & Restaurant. The restaurant will be located at 654 Pauly Drive.
' All interested persons may appear and express their opinions regarding this application at
said time and place. Chanhassen City Code requires that all property owners within 500 feet of
